INSTRUCTIONS AND GUIDELINES TO BE

OFFICER WISHING TO BID FOR FOLLOWED BY SPECIALIST MEDICAL
SPECIFIED FACILITIES UNDER JRHMS.
Please read carefully and follow the
facilities as Specialist Medical Doctor.
instructions and guidelines below for engaging yourself
in specitied
(1) Eligible bidders wishing to apply need to
bid in a prescribed format mentioning
education, marks sheets, requisite personnel,
registration and experience details. They have to fill the details in the google

(2) Bidders shall be allowed to quote bid for multiple choice (Max 3
facilities &Bid amount not more tnan
Rs. 300000.00 pm) in one format
only.
(3) Proposals received from the bidder must be clear and shall be in
cosed and sealed envelope.
(4) Proposals submitted by bidders shallbe acceptable only if they fulfilleligibility criteria as prescribed
in
the advertisement.
(5) Facility wise short listing will be done.
(6) L1 will be decided on the basis of hard to reach area Allowance. The lowest bidder shall be offered
the quoted facility. In case of similar quoted rates, JRHMS will decide allocation on the criteria based
on following descending order: a) Degree (preference shallbe given over Diploma) b) Number of
years of Experience c) Date of birth d) Other criteria as defined by Dept of personnel administrative
reforms and rajbhasha
(7) If the L1 Bidder willnot join the allotted facility then JRHMS will allot the facility to the next L2 bidder
and this process will continue tillthe position is filled up or number of bidder exhausts.
(8) Society willreserve the right to reject any lowest quoted rate without assigning reason and selection
cannot be treated as matter of right by bidder.
(9) If the selected bidders want to discontinue they have to intimate with prior 3 month notice or the can
discontinue services by depositing 3 month salary in advance.
(10) If at any juncture JRHMS finds the service of selected bidder not satisfactory then society can
terminate the agreement by giving one month prior notice or one month advance salary to the
selected bidder.
(11)The selected bidders have to provide their services as per prescribed TOR and defined responsibilities.
(12)This bidding process is being done purely on contract basis till the positing of regular Specialist
Medical officer is done in the said facility.
(13) JRHMS will initially execute agreement for three years but the present allotment of facility will be co
terminus with financial year ending which will be renewed till posting of regular Specialist Medical
Officer is made in the operated post on mutual consent.
(14) Performance allowance will be givern after one year of service,
(15)Selected Specialist Medical Officers will have to keep residence in govt residence if available, if not
available then within 3 km periphery of the District Hospital.
(16)The selected bidder will not be allowed to do private practice in the radius of 2 km from the allotted
facility.
(17) Allotted facility will be non transferable.
(18) The agreement willbe terminated if the Specialist Medical Officerswork is notfÍundsatisfactorr
