Subject: “Just-in-Time” release of Centrally Sponsored Schemes (CSS) funds through e-kuber
        platform of Reserve Bank of India (RBI) - notification of States and Schemes to be
        covered under the SNA SPARSH model.
       The undersigned is directed to refer to this Department's letter of even number dated
4th October, 2024 on the above-mentioned subject vide which list of 28 schemes to be
implemented through SNA SPARSH model in 21 States was circulated.
2.     Based on the requests received from various State Governments, it has been decided to
notify 5 new States of Sikkim, Mizoram, Tripura, Manipur, and Meghalaya to onboard
SPARSH platform with immediate effect. Aforesaid 28 schemes will now be implemented in
26 States (21 existing +5 new) through SNA SPARSH.
3.      Remaining 2 States of Arunachal Pradesh and Nagaland and 3 UTs with Legislature
i.e. Delhi, Jammu & Kashmir, and Puducherry are requested to approach PFMS division and
RBI to commence testing of State IFMIS and complete all preliminary activities required for
onboarding SPARSH platform as circulated vide DoE’s OM dated 29.05.2024 (copy enclosed).
These 2 States and 3 UTs with Legislature should onboard SPARSH platform no later than
01.04.2025.
4.        This issues with the approval of Secretary (Expenditure).

        smooth implementation of SNA SPARS11.
        I he undersigned is directed to refer to this Department's guidelines on SNA SPARSI l
issued vide DoF's OMs of even number dated 13lh July. 202.3.
9     To ensure smooth implementation of SNA SPARSI I model, the States should
complete the following preliminary activities pertaining to Slate Integrated Financial
.Management and Information System (IFMIS) at the earliest -
          API Integration with e-Kuber platform of RBI.
    n.    (Inboarding/Mapping of all Implementing Agencies (lAs).
          facility to generate component wise (SC, ST and General) bills/vouchers by I As and
          to consolidate such component wise bills/vouchers into a single payment File.
    iv.   Provision for various deductions and settlements including taxes and fringes.
    v.    Mapping of Central Budget I leads with State Budget 1 leads.
v i.      Facility to allocate funds to lAs and to modify such allocation.
vn.       Stringent cybcrsccurity measures to protect sensitive data from cyber threats and
          attacks.
3.     PFMS division, O/o CGA will ensure proper training and handholding of IAs through
State PFMS units.
