THE SPEECH FOR THE MODS

1)Exploring legal and institutional reforms to ensure equal representation and participation in
policymaking.(solution mod)

>Honorable Chair, Distinguished Delegates,

It is an honor to represent Brazil in this discussion on ensuring equal representation and

participation in policymaking. Diversity in governance is essential for justice, democracy, and
sustainable development.

Brazil has made strides, including implementing gender quotas that mandate at least 30% of
legislative candidates be women. Yet, significant challenges remain—marginalized groups,
including Afro-Brazilians, indigenous peoples, and persons with disabilities, still face systemic
barriers to participation.

To address this, Brazil is:

1. Strengthening quotas for underrepresented groups.

2. Investing in education and training for marginalized communities.
3. Establishing oversight bodies to ensure compliance with representation policies.
4. Partnering with civil society to amplify disenfranchised voices.

We urge international cooperation to share best practices, set global benchmarks, and mobilize
resources for capacity building. Together, we can create a world where policymaking reflects the
diversity of humanity.

Thank you.

2) Analyzing strategies to improve access to education and employment in conflict-affected areas.

(solution mod)

> Honorable Chair, Distinguished Delegates,

Access to education and employment is a fundamental human right, yet conflict-affected areas
worldwide face severe challenges in ensuring these opportunities. As a nation committed to
human rights and development, Brazil emphasizes the urgent need for comprehensive strategies
to address this crisis.

Conflict disrupts education systems, destroys infrastructure, and limits employment

opportunities. The impact is felt most by vulnerable groups, including women, children, and
displaced populations. Addressing these challenges requires coordinated efforts at both national
and international levels.

Brazil proposes the following strategies:

1. Restoring Educational Infrastructure: Prioritize rebuilding schools, providing mobile
learning centers, and training teachers to ensure education continues during crises.
2. Supporting Livelihoods: Develop programs that create jobs for conflict-affected
populations, focusing on skill-building and entrepreneurship to foster self-reliance.
3. Protecting Vulnerable Groups: Establish policies to ensure women and marginalized
communities are included in education and employment initiatives.
4. Strengthening Global Partnerships: Collaborate with international organizations to
fund and implement these programs effectively.

Education and employment are pillars of peace and stability. Brazil calls on all nations to unite in
ensuring these rights are upheld, even in the most challenging circumstances.

Thank you.

3)Developing region-specific frameworks to protect vulnerable populations during crises and foster
inclusive peacebuilding efforts.(solution mod)

Honorable Chair, Distinguished Delegates,

>Crises—whether conflict, natural disasters, or economic instability—disproportionately affect

vulnerable populations. Protecting these groups and fostering inclusive peacebuilding efforts are
critical to ensuring human dignity and long-term stability.

Brazil, as a diverse and resilient nation, recognizes the need for region-specific frameworks to
address these challenges effectively. We propose the following:

1. Context-Specific Crisis Plans: Tailor frameworks to address regional vulnerabilities, including

support for indigenous communities, displaced populations, and women affected by crises.
2. Strengthening Local Governance: Empower community leaders to play a central role in crisis
response and peacebuilding initiatives.
3. Economic Resilience Programs: Focus on rebuilding livelihoods and ensuring access to
education, healthcare, and housing for vulnerable groups.
4. Inclusive Peace Dialogues: Ensure marginalized voices are represented in peace negotiations
and post-crisis governance structures.
5. International Collaboration: Work with global partners to share expertise, mobilize resources,
and build capacity for region-specific solutions.

By protecting the most vulnerable and fostering inclusive peacebuilding, we lay the foundation
for a just and stable world. Brazil reaffirms its commitment to these goals and calls on all nations
to act collectively and decisively.

Thank you.
4) Addressing the role of governments and international organizations in combating gender-based
violence in the Eastern Mediterranean.(discussion mod)

>Honorable Chair, Distinguished Delegates,

Gender-based violence (GBV) in the Eastern Mediterranean is a critical issue, worsened by

conflict and displacement. Combating it requires strong collaboration between governments and
international organizations.

Governments must enforce laws against GBV, ensure justice for survivors, and challenge
harmful cultural norms through public campaigns. Meanwhile, international organizations must
provide funding, training, and robust monitoring mechanisms to hold perpetrators accountable
and protect survivors.

Collaboration is key. Regional partnerships and support for displaced populations are essential to
creating sustainable, inclusive solutions.

Brazil urges collective action to safeguard the rights and dignity of all individuals and end GBV
in the Eastern Mediterranean.

Thank you.
