Applicants are invited from suitably qualified and experienced persons to fill the various
vacant posts that have arisen in the Zimbabwe Anti-Corruption Commission (ZACC).
EXECUTIVE SECRETARY
Reports to : ZACC Chairperson
Station : Head Office
Job Purpose
To provide strategic leadership, governance, and operational oversight to the Zimbabwe
Anti-Corruption Commission (ZACC), ensuring effective execution of its mandate in line
with national laws, policies, and international best practices
Duties and responsibilities
i. Developing, implementing, and periodically reviewing ZACC’s strategic plan,
ensuring alignment with national anti-corruption goals.
ii. Overseeing financial integrity and compliance with the Anti-Corruption Act
(Chapter 9:22).
iii. Advising the Commission on operational, administrative, and policy matters.
iv. Upholding corporate governance standards and ensuring the Commission’s public
credibility.
v. Establishing and enforcing robust internal controls, policies, and procedures to
enhance efficiency and accountability.
vi. Monitoring organizational performance against strategic targets and
produce quarterly/annual reports.

vii. Overseeing budget formulation, execution, and financial management in
compliance with statutory requirements.
viii. Maintaining strong relationships with government agencies, development
partners, civil society, and international bodies.
ix. Representing the Commission in high-level forums and promoting its integrity,
transparency, and ethical values.
x. Driving a high-performance culture through talent development, retention
strategies, and SMART objective-setting.
xi. Leading the Procurement Management Unit, ensuring adherence to the Public
Procurement Act (Chapter 22:23).
xii. Ensuring compliance with the laws, regulations and relevant statutes.
xiii. Mitigating institutional risks through continuous improvement of systems and
processes.
Qualifications and Experience
A Masters' Degree in Management/Law/Social Sciences/Administration
A minimum of 10 years working experience of which four years must be at Director
grade or equivalent level
Must be a member of a professional body
Ability to develop long term strategic relationships with key stakeholders in
government and other institutions.
Excellent oral and written communication skills
Demonstrate technical understanding of anti-corruption aspects.
Results oriented and be of impeccable integrity and possess good motivational and
leadership skills.

1. GENERAL MANAGER INVESTIGATIONS x1
Grade : G1
Reports to : Executive Secretary
Station : Head Office
Duties and Responsibilities
i. Directing all operations under the Investigations Department including
intelligence gathering
ii. Establishing and managing strategic and operational goals within the
Department
iii. Providing strategic initiatives for the investigation and fight against
corruption
iv. Liaising with other Law Enforcement Agencies on all matters concerning
corruption
v. Developing investigations techniques, methods and operations
vi. Preparing and managing the annual budget for the Department.
vii. Overseeing the development and implementation of the Departmental
Procedures and Work-plan
viii. Appraising of staff.
Qualifications and Competencies
Degree in Accounting/ Economics/ Auditing/Administration/ Management/
Security Studies/Business Studies/Forensic/ Intelligence or Social Science from
accredited tertiary institution
Master’s degree is an added advantage
Certificate in any of the following courses: Economic Crimes and Intelligence
Course; Public Corruption Investigations Course, Basic Investigations Course,
Governance, Ethics and Anti-Corruption; Fraud Investigation and Prosecution
Course is an added advantage
At least ten (10) years relevant progressive working experience in the
Investigation/Crime/Anti-Corruption/Security field of which four years must be at
Deputy Director grade or equivalent level
In-depth knowledge of investigations and Anti-corruption legislation and policies.

2. PROVINCIAL HEAD x2
Grade : G2
Reports to : Executive Secretary
Station : Provinces
Duties and Responsibilities
i. Coordinating planning, implementation, monitoring and evaluation of all ZACC
policies, strategies, plans, programmes and projects in the province.
ii. Identifying and addressing emerging corruption and economic crime trends in the
province.
iii. Referring criminal dockets for prosecution
iv. Supporting investigations in complex corruption and economic crimes enhancing
inter-agency cooperation
v. Profiling and investigating unexplained wealth and proceeds of crime
vi. Raising anti-corruption awareness among the public and institutions in the
province
vii. Promoting internal anti-corruption and anti-fraud policies and strategies in public
and private institutions
viii. Developing forms of safe internal and external communication strategies, filing
and archiving
ix. Identifying the levels of skills and the needs of staff for additional capacity building
in specialised areas
x. Producing weekly, monthly and quarterly reports for provincial activities and
operations
xi. Preparing managing the annual provincial budget
xii. Supervising all staff at the province.
Qualifications and Competencies
Degree in Forensic Accounting and Auditing, Cyber Security and Forensic Auditing,
Financial Intelligence, Forensic Investigations, Management, Economics, Accounting,
Criminology, Law or equivalent recognized qualification from accredited tertiary
institution
Master’s degree in Forensic Accounting and Auditing, Law, Criminology, Customs
Administration, Information Systems or other relevant discipline is an added advantage
Monitoring and Evaluation qualification is an added advantage
Certificate in any of the following courses, information Technology, Security
Management, Corruption Investigations, Cyber Crime Investigations/ Intelligence
Management, Fraud investigations, Prosecution is an added advantage
At least six years’ progressive working experience of which two years must be at
Principal/Supervisory level
High analytical skills oriented towards problem solving

3. MANAGER LEARNING & DEVELOPMENT x1
Grade : G2
Reports to : General Manager Human Resources, Learning & Development
Station : Head Office
Duties and Responsibilities
i. Identifying training needs, recommending and implementing solutions, and
evaluating and measuring effectiveness of training programmes.
ii. Coordinating the development and continuous improvement of comprehensive
training strategy and manual.
iii. Collaborating with HR team to understand their needs related to training and
development by proactively interfacing with key stakeholders in order to
understand, recommend and deploy effective solutions.
iv. Conducting assessments and analysis to define performance, skill and knowledge
gaps and recommend training and development to drive individual and company-
wide capability and performance improvement.
v. Designing programs and curriculum, to enhance skills and capacity of ZACC officers
vi. Aligning strategic business objectives and maintaining high quality standards in
instructional design and development for all methods of program delivery.
vii. Monitoring the formulation of training calendar and HRD plan
viii. Managing the drafting of training modules
ix. Conducting subject matter experts on specific training content

Degree in Human Resources or Social Sciences plus a Diploma in Training qualification

4. MONITORING & EVALUATION OFFICER x 2
Grade : G3
Reports to : Manager, Monitoring & Evaluation
Station : Head Office
Duties and Responsibilities
i. Developing and implementing M&E strategies, frameworks and tools that ensure
accurate and timely information and feedback to stakeholders
ii. Participating in the development of a comprehensive M&E framework aligned with the
Commission's strategic objectives and anti-corruption initiatives
iii. Tracking indicators, targets, and data collection methods to monitor and evaluate the
ZACC's performance and impact in combating corruption.
iv. Carrying out periodic evaluations to measure the progress and impact of ZACC policies,
strategies, projects, programs and initiatives.
v. Preparing reports on the Commission's performance indicators, results achieved, and
progress towards goals and targets.
vi. Developing and implement data collection tools and systems to capture relevant
information related to the agency's activities, outputs, outcomes, and impacts.
vii. Maintaining a centralized database of monitoring and evaluation data, reports, and
other relevant documents.
viii. Participating in the review of Commission policies
Qualifications and Competencies
Degree in Monitoring and Evaluation or equivalent in a relevant field such as
Development Studies, Public Administration, or Social Sciences plus a
Diploma/Certificate in Monitoring and Evaluation
A relevant Master’s degree is an added advantage
Proficiency in using data management and analysis tools such as Excel, SPSS, or
statistical software is a must
5. LEARNING & DEVELOPMENT OFFICER x 2
Grade : G3
Reports to : Manager, Learning & Development
Station : Head Office
Duties and Responsibilities
i. Developing effective training and development programmes
ii. Conducting training for in house training and ensuring employees receive statutory
required training
iii. Developing a comprehensive training package to motivate workforce and introduce
in them newer skills

iv. Developing a training calendar for all departments
v. Assessing training gaps and recommend necessary training.
vi. Coordinating all training and development activities
vii. Evaluating training effectiveness.
viii. Assessing on investment of any training or development program in Zimbabwe Anti-
Corruption Commission.
ix. Developing effective induction programmes for new employees.
Qualifications and Competencies
Bachelor’s degree in Human Resources or Social Sciences plus a Diploma in Training

6. RESEARCH OFFICER x 2
Grade : G3
Reports to : Manager Research & Knowledge Management
Station : Head Office
Duties and Responsibilities
i. Designing and undertaking anti-corruption research projects for the organization
ii. Disseminating research findings to relevant internal departments and stakeholders,
through multiple communication platforms to inform policy
iii. Conducting research surveys with critical stakeholders to establish home-grown
solutions
iv. Developing knowledge management outputs from key research findings of study
conducted
Qualifications and Competencies
Degree in Research, Social Sciences or equivalent
Expertise in analysing data using statistical software
Except knowledge of monitoring and application of methodology
Experience in designing and implementation of M&E tools
Excellent communication, oral written and presentation skills
Experience in applied research, dissemination and follow-up of findings
7. PROCUREMENT OFFICER x 1
Grade : G3
Reports to : Manager, Procurement
Station : Head Office

Duties and Responsibilities
i. Carrying out market research for ZACC annual budget preparation
ii. Receiving internal requests and processing them according to relevant statutes
iii. Sourcing quotations according to relevant procurement method
iv. Providing technical procurement support in tendering processes
v. Preparing, obtaining approval and issuing of purchase orders or formal contract as
appropriate
vi. Preparing monthly, quarterly and annual returns for submission to the regulator (PRAZ)
vii. Draft contract management for all contracts awarded
viii. Setting up and maintaining procurement records
ix. Researching and evaluating prospective service providers
Qualifications, Experience and Competencies
Degree/HND Purchasing and Supply/ Logistics and Supply Chain Management
CIPS qualification is an added advantage
High level of Computer Literacy
Good interpersonal skills
8. PROVINCIAL PUBLIC EDUCATION OFFICER x 4
Grade : G3
Reports to : Provincial Head
Station : Bulawayo, Masvingo, Midlands, Mashonaland East, Manicaland
Duties and Responsibilities
i. Conducting anti-corruption awareness campaigns to the public
ii. Promoting anti-corruption education through community engagements
iii. Producing anti-corruption education materials
iv. Developing interactive displays that promote anti-corruption education
v. Promoting mainstreaming of anti-corruption content in the public and private sector
Qualifications, Experience and Competencies
Degree in Social Sciences
Must be highly professional, assertive and innovative
Possess good interpersonal and communication skills
High level of integrity
Experience in strategy development and community development programming
Experience in designing and implementation of M&E tools
9. PROVINCIAL COMPLIANCE OFFICER x 4
Grade : G3
Reports to : Provincial Head

Duties and Responsibilities
i. Assessing existing policies, procedures, operating systems, rules, guidelines,
directives, laws and regulations in public and private organizations
ii. Recommending appropriate remedial action regularly to minimize corruption.
iii. Assessing/examining/analysing the effectiveness of practices, systems and
procurement procedures of public and private sector institutions with a view to the
elimination of corruption.
iv. Identifying and evaluating corporate governance issues in public and private sector
organizations with a view to enhance accountability, transparency and integrity.
v. Monitoring public and private sector organizations for compliance with the relevant
legislations, regulations, policies and corporate governance code.

10. TRANSPORT OFFICER x 2
Grade : G3
Reports to : Manager, Administration
Station : Head Office
Duties and Responsibilities
i. Conducting routine vehicle checks to ensure roadworthiness
ii. Monitoring the completion of log sheets
iii. Facilitating the maintenance, servicing and repairing of Commission fleet
iv. Maintaining accurate fuel registers and ensuring accountability
v. Attending scene of accidents/incidents and initiating boards of inquiries
vi. Initiating investigations into vehicle accidents, damage, misuse and abuse
vii. Facilitating recovery of vehicles from scene of accidents to safer place
viii. Supervising the Drivers

Degree in Transport Management and Logistics, Business Management,

i. Performing cleaning and maintenance tasks (sweeping, mopping, trash removal).
ii. Conducting minor repairs (painting, basic carpentry, plumbing checks).
iii. Working with skilled workers (electricians, plumbers, technicians) as directed.
iv. Maintaining tools and equipment in good condition.
v. Moving, loading, and unloading supplies/materials.

13. EXTERNAL RELATIONS OFFICER x 1

i. Coordinating the engagement of national and international stakeholders on anti-
corruption efforts.
ii. Facilitating in bilateral and multi-lateral international forums on anti-corruption.
iii. Engaging development partners on resource mobilization.
iv. Participating in reviews on the implementation of conventions, protocols and
treaties of anti-corruption.
v. Liaising external stakeholders on all bilateral and multilateral arrangements on anti-
corruption.
vi. Maintaining the Commission’s database for all national and international anti-
corruption initiatives.
vii. Facilitating Commission’s membership to international anti-corruption bodies.
viii. Drafting manuals, policy documents, presentations and country reports on anti-
corruption.

15. AUDIT & RISK OFFICER x 2
Grade : G3
Reports to : Manager, Audit & Risk
Station : Head Office
Duties and Responsibilities
i. Supporting the preparation of risk-based audit plan and programmes for the audit
engagement
ii. Conducting audits in accordance with the internal auditing standards
iii. Carrying out financial, value for money and information technology audits
iv. Obtaining information directly or indirectly through examination of records or
interviews the audited areas
v. Reviewing and evaluating the system of internal controls while assessing their
adequacy, effectiveness and proposing recommendations for their improvement
vi. Safeguarding the authority’s assets by establishing appropriate means of verifying
their existence, ownership and valuation
vii. Ensuring institution compliance to the laid down policies and applicable to the
Commission’s Act and Regulations
viii. Preparing audit working papers properly and documenting the work done
ix. Drafting monthly audit reports and communications on work performed for review
x. Assisting in establishing a follow up mechanism on agreed recommendations on
financial, operational ad regulatory deficiencies reported during past audits
xi. Carrying out audit tests on internal controls in accounting, administration and
operational procedures and operating policies

16. LEGAL OFFICER x 1
Grade : G3
Reports to : Provincial Head
Station : Provincial Office
Duties and Responsibilities
i. Representing the Commission at Court in conjunction with an Officer of the Attorney
General’s Office
ii. Attending meetings on behalf of the Commission and meetings with stakeholders.
iii. Drafting correspondence for and on behalf of the Commission.
iv. Receiving documentation penetrating to civil suits and update all relevant
information in the civil suits registers.
v. Creating and maintaining Civil and Criminal Registers and files.
vi. Referring files to the Civil Division of the Attorney General’s Office and give
appropriate instructions as maybe assigned by the Manager.
vii. Making follow-ups on amendments of legislation.
viii. Researching on all legal issues.
ix. Receiving correspondence from stakeholders on behalf of the Department.
x. Drafting pleadings on all civil suits.
Qualifications and Competencies
Degree in LLB Laws
Registered with the Law Society of Zimbabwe
Must be highly professional, assertive and innovative
High level of integrity
Ability to work under pressure and handle confidential information.
17. EXECUTIVE ASSISTANT x 1
Grade : G4
Reports to : Manager, Administration
Station : Head Office
Duties and Responsibilities:
i. Managing the Principal's calendar, including scheduling appointments, meetings,
and travel arrangements.

ii. Preparing and organising materials for meetings, including agendas and meeting
minutes.
iii. Acting as a liaison between the Principal and internal/external stakeholders.
iv. Handling incoming correspondence and manage communication on behalf of the
Principal.
v. Maintaining and organising files and records, ensuring compliance with Commission
policies and procedures.
vi. Preparing reports, presentations, and other documentation as needed.
vii. Requesting office stationery, provisions and equipment
viii. Attending to the principal’s visitors, providing office hospitality services and
miscellaneous duties
ix. Supporting special projects and initiatives as directed by the Executive Chairperson.
Qualifications and Competencies
Diploma in Secretarial Studies
Degree/HND in Office Management or Linguistics/English and Communication/
Business Administration/ Management is an added advantage
Proven experience as an executive assistant or in a similar administrative role.
Strong organizational and multitasking skills.
Excellent written and verbal communication abilities.
High level of discretion and confidentiality.
Proficiency in office software (e.g., MS Office Suite).
18. INVESTIGATIONS OFFICER x 2
Grade : G3
Reports to : Provincial Head
Station : Province
Duties and Responsibilities
i. Receiving crime reports made to the Commission
ii. Investigating corruption cases, serious frauds and other mandate offenses
iii. Conducting surveillance for the detection of crime and gather intelligence on
suspected cases of corruption and mandate offenses
iv. Attending scene of crime, gather evidence and compile dockets
v. Taking accused persons to court
vi. Following up on corruption and other mandate cases before the courts
vii. Making entries in registers update records on cases being handled by Investigations
Directorate
viii. Attending meetings with stakeholders on matters to do with combating corruption
Qualifications and Competencies

Degree in Forensic, Accounting, Cyber security, Auditing, Risk Management,
Intelligence, Quantity Surveying, Data Science and Informatics, Engineering,
Information Technology, Banking, Procurement, Law, or equivalent recognised
qualification from accredited tertiary institution.
Experience in an environment of crime prevention and investigations would be an
added advantage
