1.0 PURPOSE
The purpose of this document is to identify the methods, procedures, resources, equipment and
quality control to be planned, prepared and implemented for the scope of work to be carried out to
comprehensively execute Site Mobilization that are involved in the construction of VISTA
PROJECT and ensure that works are carried out in accordance with discussed sketch are
mentioned below.
2.0 SCOPE OF WORK
This procedure covers all activities related to Site Mobilization involved in various construction
works as per contract requirement.

4.0 RESPONSIBILITIES

1.1. Project Manager
1. Shall be responsible for the following:
2. Ensuring that the project works in his zone are carried out in accordance with Company policies
and in accordance with the requirements of planned activities.
3. Ensuring the full compliance of subcontractors with Company policies and with the requirements
of this plan.
4. To ensure that all the equipment required to execute the works according to the construction
program are available, in good condition, and provide any additional equipment that might be
required.
5. To co-ordinate with the Construction Manager, Project Engineer, Safety Engineer, Foreman and
Surveyor for a safe and proper execution of the works.
6. To guide specific attention to all safety measures in co-ordination with the safety
officer/engineer.
1.2. Site In-charge
1. Ensure area is ready and safe to start the works.
2. Set up required equipment and plant through discussion with the Project Manager and Project
Engineer/Works Supervisor.
3. Ensure the works are carried out according to the specification, quality and approved shop
drawings.
4. Liaise and co-ordinate with the Project Manager for the agreed sequence of works with respect
to the construction program.
5. Allocation of required manpower through co-ordination with the Project Manager.
6. Provide the risk assessments for the works in hand.
7. Provide sufficient and safe access for operatives, trucks and booms.
8. Take precautionary measures with regards to protecting works from hot weather, wind, rain and
sun.
1.3. Project Site Engineer
1. The engineer shall carry out his duties in a manner that shall be coordinated by the project
manager daily and shall ensure proper distribution of the workforce and equipment at required
locations.
2. To co-ordinate with the Safety Officer to maintain safe working and proper housekeeping of the
site. To comply with the safety measures and ensure that all Safety Officer Teams are aware of
the same to prevent accident and loss.
3. To monitor and check all activities and ensure that works shall be carried out according to
specifications, quality and approved drawings.
4. To inform the QC Inspector of the areas ready for inspection.
1.4. HSE Engineer/Officer
1. To ensure implementation of all safety measures related to the nature of works being carried
out, and in accordance with the Project Safety Plan.
2. To ensure that all the persons involved in the work are aware of their responsibilities, and that
they have enough understanding of the safety procedures.
3. The safety officer in co-ordination with the Project Manager shall ensure that all the
implemented safety measures are effective enough to maintain safe work on the site.

4. To maintain continuous inspections of the site activities, advise and train people daily to prevent
accidents and personnel injury.
5. To give special concern to housekeeping and ensure that the site is maintained clean and tidy.
6. To ensure all the relevant safety sign boards for different jobs are in place.
1.5. Foremen/ Works Supervisor
1. Ensure the work is progressed in the sequence as agreed with the Project Manager.
2. Liaise with the Project / Construction Manager for the allocation of the work force, ensuring
adequate manpower is available.
3. Liaise with the site manager to ensure all the required plant / materials are available to construct
the works.
4. Full time supervision shall be required to ensure the works are carried out in accordance to
specifications, quality and approved drawings.
5.0 METHODOLOGY.
This Method statement describes the methodology to be followed for the following activities:
List of Activity:
Workers Deployment.
Gate clearance for Concrete Mixture/Excavator / Loader/.
Permit to work for loading & Un-loading works.
Escort for Concrete Mixture/Excavator / Loader/.by banks man to the site location with under
10KM speed.
Site / location survey and marking.
Placement of vehicle Excavator / Loader for Area Leveling works.
Job briefing for operators and workers regarding Area Leveling works.
Area leveling must be done as per requirement,
After area leveling Cable Laying & DB Installation as per planned.
Concrete level the surface / area.
After completion of concrete, the porta-cabin shifts to designated place.
House keeping the area with barricades & signage's.
5.1 Pre-Task Planning and Risk Assessment
Site entry- Personnel equipment and materials shall enter and exit the site only through designated gate.
All employee and workmen shall submit the medical fitness certificate, Govt.ID card to complete
the screening.
Age limit for entry into P&G premises area above 18 years.
New workmen and visitors entering the P&G premises area under the escort of SWPL
Representative only.
HSE induction shall be conducted to the new employees and workers before permitting them to
work in the workplace. Nobody shall be allowed to enter the workplace without HSE induction.
Basic Personal Protective Equipment like Safety Helmet, Safety Shoes and Reflective Jackets
are to be provided for all entering the site security gate.
Safety Passport system/ID cards (temporary / permanent) shall be issued to workers and
employees for authorized entry at site.
Lone work is strictly prohibited in high-risk activities in work location area.

The work-in-charge shall conduct the TBT to the workers before commencing the activity.
Ensure that there are no utility connections under the Soil.
Identify power feeder and route survey for Cable laying.
5.2 Work Procedure
Site Mobilization: -
Competent workers were deployed for , Area Leveling, Cocreating, Container Shifting, and DB
installation.
We requested the P&G team for a work permit for , Area Leveling, Cocreating, Container Shifting, DB
installation inside the site area for Site Mobilization
After the approval of permit, we are maintaining the hard copy of permit at site location.
Placement of Excavator / Loader/ Concrete Mixture
By escorting the Excavator / Loader/ Concrete Mixture by banks man to designated and ground levelled
area. The Excavator / Loader/ Concrete Mixture was parked with stoppers.
Job hazards briefing & control measures were given to workers and operators before starting
the Mobilization work.
Site Mobilization work area should be barricaded with signages.
Site Mobilization Work Procedure:
Prepare the area for Mobilization or assign work with proper Marking and Attached Sketch.
The Area possible for manual Area Leveling & Cable Laying, we utilize the manpower for Area
Leveling & Cable Laying purpose. We will use Shavel, wheel Cart for manual Excavate Cable
Laying Area.
Prior to cutting and levelling spot levels at the regular intervals agreed upon with the Engineer
will be taken jointly as a token of acceptance.
The required level for cutting will be fixed as required.
The surface to be dressed manually as required and all the side slopes to be sectioned to
proper angel to prevent collapse of soil. The excavated material shall not be dumped within the
vicinity of structure.
Remove the step Barrication and area should maintain proper housekeeping.
The Excavator/ Loader/Concrete Mixture returns to Gate escort by banks me
Post Task Activities:
Ensure that all Excavated Soil or debris material shall be removed from the working location
after the completion of work.
Ensure that the work permit system will be completed and closed after completion of
activities.
Ensure that related Safety Items such as stoppers and Signage and Barrication etc.
shall be kept in designated and safe locations in their respective stores.

5.3 Emergency Procedures
Equipment malfunction:
If equipment malfunctions, immediately stop the work and shut down the equipment.
Do not attempt to repair the equipment unless you are qualified to do so.
Report the malfunction to the supervisor.
Injuries:
In the event of an injury, provide immediate first aid and called for emergency medical
assistance if necessary.
Document the incident and report it to a supervisor.
Fire:
In case of fire activate the closest fire, alarm and evacuate the area.
If trained, and the fire is small use a proper fire extinguisher to attempt to put it out.
Otherwise wait for fire department.
6.0 ENVIRONMENTAL HEALTH AND SAFETY:
Before commencing any work, the team shall strictly follow the Manufacturer’s/Client’s/ Consultant’s
Health & Safety recommendations for handling and use of the materials and ensure all involved
personnel shall be aware of the same.
Project Safety Plan along with environmental management will be strictly followed throughout the work.
General: -
All employees shall comply with the requirements of the approved health and safety plan.
Use of proper tools to be handled by authorized people only.
Use of proper PPE’s (safety, helmet, gloves, eye protection and respirator) and other safety
accessories as required during the task.
Work areas and access ways are to be free from debris, materials and all tripping hazards.
Maintain daily housekeeping.
All equipment must meet the safety standards described in the specification.
All necessary safety interlocks shall be in place.
Inspect the PPEs.
Safety officer/supervisor to be present full time during work site.
Only experienced riggers and signalman to be deployed along with entire qualified/ experienced
supervisor staff.
