1933 indefinitely suspended civic rights like freedom of speech, press and assembly
that had been guaranteed by the Weimar constitution. Then he turned on his arch
enemies, the Communists, most of whom were hurriedly packed off to the newly
established concentration camps. On 3 March 1933, the famous Enabling Act was

35. Our Constitution entitles every citizen to elect her/his representative and to be elected
as a representative. The Constitution makers, however, were worried that in an open
electoral competition, certain weaker sections may not stand a good chance to get
elected to the Lok Sabha and the State Legislative Assemblies. They may not have the
required resources, education and contacts to contest and win elections against others.
Those who are influential and resourceful may prevent them from winning elections.
If that happens, our Parliament and Assemblies would be deprived of the voice of a
significant section of our population. That would make our democracy less
representative and less democratic.

1. What makes an election democratic?

2. What are electoral constituencies?

3. What makes the democracy less representative and less democratic?

36. Population is the pivotal element in social studies. It is the point of reference from
which all other elements are observed and from which they derive significance and
meaning. ‘Resources’, ‘calamities’ and ‘disasters’ are all meaningful only in relation
to human beings. Their numbers, distribution, growth and characteristics or qualities
provide the basic background for understanding and appreciating all aspects of the
environment. Human beings are producers and consumers of earth’s resources.
Therefore, it is important to know how many people are there in a country, where do
they live, how and why their numbers are increasing and what are their
characteristics. The census of India provides us with information regarding the
population of our country.
