1. INTRODUCTION

1.1 Purpose
The Emergency Preparedness and Response Procedure is prepared in terms of the Health and Safety Act 85
of 1993, with specifics reference to the requirements as prescribed in the General Safety Regulations 8, as a
guideline to assist in preparing an emergency preparedness plan.

1.2 Applicability
This Safety and Environmental Emergency Preparedness and Response Plan serves as a guideline to the
emergency preparedness plans to be developed and applies throughout Mbavu Holdings.

5. PROCEDURE

5.1 Introduction

The Emergency Preparedness and Response Procedure outlines what needs to be in the EP must be
developed to help identify the potential emergency hazards that can arise as from the work operations and
how to remedy the emergencies should it arise.

5.2 Roles and responsibilities

It is the responsibility of Mbavu Holdings management to ensure that an EPP for the either the company
office, workshop and project sites are developed. The EP to be signed and approved the CEO and project or
construction site EPPs to be signed and approved by the Construction Manager.

The supervisor on site has a responsibility to communicate the EPP to all workers and visitors coming to site.
Employees of Mbavu Holdings have a responsibility to adhere to the requirements of the EPP.

5.3 Co-ordination of Emergency Response

All staff to realize that they are individuals, and as individuals they play a vital role in the success of the
emergency response. Mbavu Holdings and their employees are to react quickly when an alarm is sound or an
emergency situation has been communicated. List of persons and institutions to call during an emergency to
be put up on notice boards or where visible to employees and visitors. The Emergency Preparedness and
Response Procedure to be communicated at all SHE induction training of Mbavu Holdings. In the event
where there has been a warning of a natural disaster to response together with the employees on
instruction given by the local Disaster Management Authorities. An emergency preparedness plan to be
developed for the project and be specific to the project site in question. Incorporate the Clients EP
requirements where necessary.

The EP to note and detail the most likely emergencies to happen and how each emergency will be handled.
As part of the EPP, to design the layout of the evacuation procedure and will therefore be a point of
discussion on all morning tool box talks and be part of the risk assessment and other details shall include:

 Emergency procedure

 Contact persons or institutions

 Escape routes

 Positioning of fire equipment, first aid boxes and emergency equipment

 Assembly points

5.4 Emergency preparedness response team

This is the management representative who is response for coordinating emergency responses. He/she is to
be appointed in writing and responsibilities outlined in the appointment letter.

Fire Fighting Coordinator

The fire fighter coordinator must have a minimum training of basic firefighting. The selected

person(s) must be appointed in writing, his duties stipulated on his appointed letter.

Only when fires can be easily extinguished, can employees who are trained and competent to use a fire
extinguisher do so without compromising their own safety. They can extinguish both interior and exterior
fires. Fires larger than can be handled by the designated fire fighters must only be handled by the fire
brigade.

First aider

The first aider must be trained in First Aid Level 2 as a minimum.

The selected person(s) must be appointed in writing, his duties stipulated on his appointed letter.

Injuries sustained by persons begin evacuated will be attended to by the first aiders on site.

First aiders to ensure the first aid box is taken with to the emergency assembly point. At this point to attend
to all minor injuries, and to record such treatment in the first aid treatment register.

Serious injuries to be only attended by trained and qualified staff

Evacuation officer

The first aider must be trained in First Aid Level 2 as a minimum.

The selected person(s) must be appointed in writing, his duties stipulated on his appointed letter.

To ensure a safe and orderly evacuation of all personnel and visitors from the construction site or emergency
site.

5.5 Maintenance of emergency response equipment

Fire Extinguisher (s)

Must be serviced on an annual basis and inspected monthly by the appointed person

To be conspicuously placed and where appropriate, suitable visual signage to be provided indicating where
the fire extinguisher is placed.

Damaged and defective extinguishers to be replaced.

Fire extinguisher to be appropriate for the fire risk assessed.

First aid box(es)

To be inspected monthly by the first aider and any used items to be replaced promptly. To be conspicuously
placed and where appropriate, suitable visual signage to be provided indicating where the fire extinguisher is
placed.

Alarm horn(s)

An alarm horn to be used as the alarm since most of the work is in remote areas.

The alarm horn to be replaced when damaged and/or when it expires.

6. MONITORING AND REVIEW

The Emergency Preparedness and Response Procedure to be adhered to and the procedure to be reviewed
annually as part of the management review procedure. Attendance register to be signed by all who have
received communication on Mbavu Holdings Emergency and Preparedness Procedure and the EPP

7. RECORDS

The records to be kept Sunder this procedure in the EP.
