AICTE Research Promotion Scheme (RPS)

1.1 Introduction:
The AICTE Research Promotion Scheme (RPS) was initiated in 2003-04 to foster
innovation and research. Recognizing advancements in disciplines such as Artificial
Intelligence, Machine Learning, Quantum Computing and Communication and Big
Data etc., the scheme has been restructured as AICTE RPS: Lab to Market. This
initiative aims to establish an ecosystem that supports translational research at least
having Technology Readiness Level (TRL) level 6/7. AICTE will provide separate
support for taking this work to market and / or industrial applications.

1.2 Objectives of Scheme

a) Lab to Market intends to support educational institutes and


researchers/innovators with funding and mentoring for translational
research having scope of Technology Readiness Level (TRL)-6 (Lab
Testing)/TRL-7 (Field Testing).
b) The scheme aims at enhancing the skills and expertise of faculty researchers
so that they can develop new ideas and focus on translational research to
addressthe societal challenges and create impact in the society.
c) To provide financial assistance for procurement of equipment, human
resource, machines, tools, testing kits, testing for the purpose of developing
new products, scaling lab-based research and commercialize the solutions.
d) Handhold research with practical aspects of intellectual property and
technology transfer and enable the commercialization of the products
developed.

1.3 Research Domains

The research grant shall be for a period of 2 to 3 years in the following emerging fields
only:

For implementation of clause 10 (e) of AICTE act relating to Disability


Management, AICTE would give special preference to proposals being
taken up in the following areas: -
i) Educational Technology for the differently abled people.
ii) Design of physical infrastructure/aids catering to the needs of differently
abledpeople.
iii) Computer based Voice/speech Interactive Hardware/software device.
iv) Assistive devices for the Differently abled people, Speech development
devices,sensors, detection, devices, etc.
v) Design of Diagnostic/therapeutic equipment.
vi) Surveys in the area of Disability Management.

1.4 Eligibility

a) For Applicant:

 Full time regular faculty from AICTE approved Institutions are eligible to
apply.
 There may be more than one institution as co applicant apart from the
hostinstitute, as a part of the research programme. Industry partner
is preferred. The applicant Researcher may also involve student in the
project for which AICTE will pay lump sum grant as Research Assistant
Fellowship.

b) For host and pairing institute / Industry:

 Host institute should be the AICTE approved institution

 Host institute are encouraged to onboard Institute of National


Importance like IISc, IITs, NITs etc. for mentoring or collaborative
research. The host institute can also onboard any institute approved
by the respective regulatory body.

 Preference will be given to the Industry having the recognized R&D


units which is approved by the Ministry of Science and Technology.

1.5 Duration of the Project: -

The duration of the project is 3 years, extendable by 6 months.

1.6 Limit of Funding

a) Maximum limit of funding: upto 50 Lakh


b) Recurring upto 50%, rest non-recurring/capital

The fund shall be utilized for the following purposes:

Non-recurring/Capital Items
i. Purchase of equipment/ machineries/ Supplies/ raw material /tool
/accessories/ testing kits/ software

iii. Field testing/Survey

iv. Travel of Researcher

v. Salary of the Research Associate/Assistant/ Student (as per DST Scale)

1.7 Disbursement of the Fund:

The project will be funded in two stages


a) Stage 1: 60% non-recurring and 50% of the recurring grant of the total
sanctioned amount. 40% of non-recurring grant shall be released on
production of invoice challan / supporting document in favour of
immediate requirement of residual non-recurring grant.
b) Stage 2: 50% of the recurring grant only after submission of Audited
Utilization Certificate and other relevant document.
However, the applicant is liable to submit the Project Completion Report
(PCR) along with consolidated Utilization Certificate and other
mandatory documents within one month of completion of the project for
final closure.

1.8 Mode of Submission of Application & Processing:

a) Online via the AICTE Web Portal.


b) Applicants advised to attend preparatory workshops for proposal development
and execution insights.
c) Proposals will be assessed by an expert committee, with AICTE's decision being
final.

1.9 Additional Support:


a) The council will conduct workshops on Intellectual Property Rights (IPR) and
technology transfer to the Principal Investigator/Co-Principal Investigator of
the Project.
b) The Council shall facilitate access to the nearby AICTE incubation centers and
IDEA labs.
c) The Council will provide insights on Design Thinking to the Principal

1.10 Terms & Conditions:

a) The Principal Investigator (Applicant Researcher) already having ongoing


RPS projects from AICTE shall not be considered unless the ongoing projects
are completed
b) The Principal Investigator has the primary responsibility for the
implementation and completion of the project within the stipulated time
period.
c) In case the Principal Investigator leaves the Institution before completion of
theproject, the Co- Principal Investigator (Co-applicant Researcher) would be
allowed to continue with the project subject to the approval of the Competent
Authority at AICTE. In case, the Principal Investigator goes on long leave, the
Co- Principal Investigator (Co-applicant Researcher) would be allowed to
continue with the project subject to the consent of the Principal Investigator
and approval of AICTE. All such requests should be sent to AICTE in advance.
Therefore, association of a Co-Principal Investigator in the project
is MUST.
d) In case the Principal Investigator and the Co- Principal Investigator leave the
Institute and there is no other associated Co-Investigator to carry out the
project, the Head of the Department should take the responsibility for
identifying a competent person in the Institution in the relevant subject area
and submit his/her bio-data to the Council for further consideration.
e) The date of receipt of the first grant by Institute shall be taken as the date of
commencement of the project. The Registrar/Director/Principal of the
Institute shall intimate receipt of the grant to AICTE. If the Institute/ PI does
not take-up the project work within 6 months of the receipt of the grant,
approval shall ipso facto lapse and the Institute shall become liable to refund
the entire grant along with interest generated to AICTE.
f) The grant will be utilized strictly for the purpose as specified in the sanction
letter. Re-appropriation of funds from Recurring to Non-Recurring
is allowed but not vice versa; Non-Recurring and Recurring heads are up
to 50% and up to 50% respectively of the total grant, unless otherwise
recommended by AICTE experts. The list of equipment decided by the

experts is final and there can be no changes at later stage.
g) The recurring grant can be utilized for the items sanctioned by the AICTE.
This should not be used for travel abroad to attend Conferences/ seminars.
However, for presenting a Paper in a Seminar / Conference within the
country, the travel expenses may be met from the recurring grant.
Expenditure incurred towards hiring of staff on contract basis shall be
considered only if the same was recommended by the Experts and approved
by AICTE. Project staff and funding for students will follow DST scales. No
budget be utilized for hiring permanent staff.
h) Unspent amount should also be refunded. Both should be refunded
through RTGS to Member Secretary AICTE’ State Bank of India,
Account number 55113199952, IFSC Code: SBIN0050203,
Shashtri Bhawan, New Delhi.
i) Once the project is sanctioned, the Council shall not consider any request for
additional grant and replacement of equipment.
j) Separate institutional overheads for execution of the project shall not be
provided by AICTE.
k) Multi-Disciplinary/Multi Institutions/Industry collaboration proposals will
be given preference.

1.11 Submission of Mandatory documents in AICTE prescribed formats:

a) Annual Progress Report (APR), Audited Utilization Certificate (AUC),


Receipt & Payment Account (R&P), Statement of Expenditure (S.E.) on
completion of each financial year

b) Copies of GFR-19, copies of bills & vouchers and stock entry register duly
attested
c) Project Completion Report (PCR) with consolidated Audited Utilization
Certificate (AUC) & Receipt and Payment Account (R&P)
d) Feedback Form

1.12 Constitution of Project Monitoring Committee (PMC):

Institute shall constitute a Project Monitoring Committee (PMC) in the manner and
for the purpose prescribed as below:

At institution level Project Monitoring Committee (PMC) has to be constituted by
the Institute for reviewing the progress of the project from time to time. The
composition of PEC should be as follows:-
i) Director/Principal/Dean of the institute, college and university respectively
(Chairman of the Committee).
ii) All the Head of the Department of the institute/faculty of the technical
disciplines.
iii) One subject expert (to be nominated by the Principal Investigator)
The constitution of PMC may be sent to the Council for record. The General Terms of
the references of PMC are as follows: -
i) PMC should meet from time to time as required but at least once a year. The
minutes of the meeting should be submitted to the Council.
ii) PMC shall advise on the proper utilization of the funds under the project and
ensure proper implementation of the scheme as per the objectives of the
project.
iii) The expenditure of TA and DA for outside experts to attend the PMC meeting
would be provided out of the contingency grant of the project.
iv) Quorum shall be complete if 75% of the members of the Committee are present
in meeting.

AICTE reserves the right to appraise the project periodically.
