GEOPOLITICS
There is a wide spread perception amongst the intelligentsia that India lacks strategic culture. In our view, the deficiency if any,
perhaps lies in our reluctance to articulate our perceptions on strategic issues as also to formulate a long term strategic view. As the
oldest think tank in Asia we decided to address the above issue and how we could contribute to evolution and dissemination of
strategic thought on challenges facing the Nation. The result has been this maiden attempt at publication of a USI Strategic
Yearbook 2016 which we hope to continue during subsequent years.

aim being to provide a strategic perspective which will create awareness and also help the policy makers in giving a strategic

report to the Army Headquarters regarding Chinese threat in the area.
After retirement he was active member and contributor of a Strategic Research Centre - at Chandigarh. He has edited a book titled

The 1962 War was indeed a traumatic experience for the Indian arms. The story from the Indian side is generally well known but
very little is known about how the Chinese planned and orchestrated the entire campaign. While India held a firm belief till the
very end that China would not resort to a large scale military action; the Chinese on the other hand had been preparing for it since

The Armed Forces Special Powers Act (AFSPA), having only six sections, has become one of the most controversial Indian laws
in the world. A few NGOs and human rights activists have labelled it as a draconian, alleging that it gives unrestricted power to the
armed forces to 'arrest' without warrant, 'destroy the property' and 'shoot to kill'; besided providing them complete immunity. A
loud and continuous clamour has drawn attention of various international organizations across the world. The UN Special
Rapporteur on Extrajudicial, Summary or Arbitrary Executions, Christ of Heyns has recently called for the repeal of the law,
stating: “AFSPA allows the state to over ride rights. Such a law has no role in a democracy and should be scrapped.”
On the other hand the armed forces consider AFSPA a necessity to tackle growing menace of militancy and protect their men from
unnecessary harassment of litigation. The former chief of army staff, General V K Singh, now a Cabinet Minister has emphasized
that the AFSPA, was a 'functional requirement' of the armed forces.
This is the first book in India, which does a complete analysis of not only the various provisions of the AFSPA, but also provides an
insight into the legislative efforts of other democracies to meet the challenges of increasing terrorism. It delves into the cases of
alleged human rights violations in which the members of the armed forces have been accused of; at the same time arguing the need
to look into the human rights of the members of the armed forces. In order to provide an amiable solution, author makes a few
recommendations addressed at the government and the armed forces.

About the Author
Wing Commander Dr U C Jha is an independent researcher. He has an extensive academic experience in the fields of military

resource person for the United Service Institution of India, New Delhi. He has served in the Indian Air Force for 24 years. He
obtained a Ph D degree in Law and Governance from Jawaharlal Nehru University, where his dissertation was on the Indian
Military Justice System. He also holds master's degree in law, life sciences, business administration, and defence and strategic
studies; with post-graduate diplomas in environmental laws, intellectual property laws, and international humanitarian law,

Soldier Mountaineer
The Colonel who got Siachen Glacier for India
In the annuals of Indian Mountaineering Colonel Narinder Kumar, affectionately called ‘Bull’ by his friends due to his physical
prowess, has played a highly significant role. Without him the history of Indian mountaineering would have been quite different.
The author Colonel N N Bhatia along with inputs from Col Bull himself has endeavored to put across a compelling and absorbing
account of the life and times of Narinder Kumar who took Indian mountaineering and mountaineering in the army to sublime
heights. The appeal of ‘Soldier Mountaineer’ will surely stretch beyond the Army libraries to all adventure lovers in India and
abroad.
Col Narinder Kumar was born on 8 Dec 1933, at Rawalpindi, now in Pakistan. He was commissioned in 1954 in the Kumaon
Regiment. His mountaineering career started in 1958, as the expedition leader to Trishul. He reached 28,300 feet on Everest in
1960, when only one Indian – Tenzing Norgay and seven other mountaineers in the whole world had climbed higher. He was the
Deputy Leader of the record breaking Indian Everest Expedition in 1965, which put nine climbers on the top. Out of the 13 highest
Indian Himalayan peaks above 24,000 feet, including Nanda Devi, 9 were climbed under his leadership. Surprisingly, he did all
this after having lost his toes to frostbite, and the doctors had declared him unfit for climbing, as well as for going higher than 7,000
feet! ‘Bull’, as Colonel Kumar is affectionately known, even led an Indo German Indus Boat Expedition and Trishul Ski
Expedition.
In 1978 and in 1981, he led a daring high altitude reconnaissance to the Siachen Glacier, traversing it from its snout to its source at
Indira Col. He personally led the summit team to the 24,300 ft high Sia Kangri. His team went up to Saltoro Kangri (25,400 feet)
and Teram Kangri II (24, 300 feet). And as a farewell gift to his regiment, the Kumaoni’s, he led a regimental expedition to Kamet,
(25,447 ft) in 1983, just before his retirement.
Col N N Bhatia was commissioned in the Kumaon regiment and commanded 2 Kumaon (Berar) – one of the oldest Indian Army
Battalions. He took part in the 1965 and 1971 wars, and during the insurgencies in Mizoram, Nagaland, Punjab and Jammu &
Kashmir. His numerous articles have been published in various journals and in a Pakistani newspaper “The Lahore Times”. He is
involved in trying to obtain the release of 54 Indian POW’s languishing in Pakistani jails since 1971 war.

Important assignments held by him include, Deputy Commissioner, Jammu, Development Commissioner, Ladakh, Divisional
Commissioner, Jammu, Principal Secretary to Governor, Secretary to the Government of Jammu and Kashmir in the departments
of Food, Civil Supplies, Transport, Forest, Public Works, Health and Medical Education.
Dr. Bloeria was posted as Special Commissioner, Rajouri and Poonch districts during 1990-1992, with the specific responsibility
to keep that region free from militancy during that critical period. He remained Home Secretary to the State Government in 1995
and 1996 when Parliament and Assembly elections were conducted in the State after a gap of almost ten years. His last assignment
was Chief Secretary J&K Government from November 2002 till his superannuation in September 2005.
In July 2008, when Governor's rule was imposed in J&K, Dr. Bloeria was appointed as Advisor to the Governor. He was
instrumental in successfully handling the Shri Amarnath Shrine Board land agitation and, later, conducting the Assembly
Elections.
In August 2011, he became the founder Vice Chancellor of the Central University of Jammu, for a period of three years, and
relinquished that post in August 2014.
He has authored three books, "The Battles of Zojila-1948", "Pakistan's Insurgency and India's Security" and "The Dying
Terrorism."

Mikhael Aivanhov was born to a poor family in Bulgaria in the year of 1900. His father died when Mikhael was quite young and he was raised by
his mother. She was a deeply religious and spiritual person. After having completed his apprenticeship with his spiritual master Peter Deunov
and eight to ten years of university studies, Aivanhov became a professor of psychology and philosophy.
He moved to France where he lived until his death in 1986. Even though he had his base in France, Aivanhov travelled extensively. His trip to
India in 1959 was particularly remarkable. There he met with prominent masters of yoga such as Neem Kaaroli Baba, who gave him the name of
Om-Ram (the two sacred hindu words), the female yogi Ananda Mayi Ma and Swami Sivananda. He also met Swami Nityananda, guru of the
famous Muktananda. At this meeting the Swami was sitting surrounded by his disciples and when he saw Aivanhov, he went into a long and deep
meditation. Opening his eyes again he said to Aivanhov, in perfect English:
"A pure heart, peace in your soul and all powers are given to you".
Afterwards, Nityananda spoke the name of an old Indian sage and explained that Aivanhov was his incarnation. Probably the most important
meeting Aivanhov had in India was with the legendary Babajii whom they say is more than 500 years old and lives in seclusion in the Himalayas.
Many people try to find Babajii, but he only shows himself to those who are ready for a meeting with him. Aivanhov spent several days in
Babajii's company. What happened between them is unknown.
