A RESOLUTION AUTHORIZING FY-2023 SK ANNUAL BUDGET AND APPROPRIATING FUNDS
IN THE TOTAL AMOUNT OF TWO HUNDRED FORTY FOUR THOUSAND NINE HUNDRED
EIGHT PESOS (Php 244,908.00) FOR THE SK PROGRAMS, PROJECTS AND ACTIVITIES FOR
THE PERIOD OF JANUARY TO DECEMBER 2023

Presented for consideration is the Annual Budget of the Sangguniang Kabataan for Calendar
Year 2023 in the amount of Php Two Hundred Forty Four Thousand Nine Hundred Eight Pesos (Php
244,908.00)

WHEREAS, pursuant to general guidelines on Barangay Budgeting that Ten Percent (10%) of
the total General Fund of the Barangay shall be appropriated and administered by the Sangguniang
Kabataan. The amount shall be spent for the purposes provided under RA No. 10742;

WHEREAS, the initial priority listed programs and the appropriation in the Annual Work and
Financial Plan as an immediate concern wherein series of activities are to be conducted by the
Sangguniang Kabataan are the following:

THE SK PROGRAMS, PROJECTS AND ACTIVITIES FOR THE PERIOD OF JANUARY TO

A RESOLUTION APPROVING THE 2023 ANNUAL BARANGAY YOUTH INVESTMENT
PROGRAM (ABYIP) OF THE SANGGUNIANG KABATAAN OF DEBOLOC, PLARIDEL, MISAMIS
OCCIDENTAL

WHEREAS, Article 2, Section 12 of the 1987 Philippine Constitution states that “the State
recognizes the vital role of the youth in nation-building and shall promote and protect their physical,
moral, spiritual, intellectual, and social well-being. It shall practice in the youth patriotism and
nationalism and encourage their involvement in public and civic health

WHEREAS, Implementing Rules and Regulations of RA No. 10742 also known as the
Sangguniang Kabataan (SK) Reform Act of 2015 provides in Chapter II, Section 8, Paragraph (a),
states that “in consultation and with concurrence of the Katipunan ng Kabataan (KK), and within three
(3) months from the assumption of office, formulate a three (3) year rolling plan which shall be known
as the Comprehensive Barangay Youth Development Plan (CBYDP), which shall serve as the basis
in preparation of the Annual Barangay Youth Investment Program (ABYIP);

WHEREAS, the Sangguniang Kabataan (SK) with the concurrence of the Katipunan ng
Kabataan (KK) of Barangay Deboloc, Plaridel, Misamis Occidental drafted and approved CBDYP for
CY-2023-2025;

NOW THEREFORE, on motion of SK Kagawad Hon. Lyndon A. Baliao and duly seconded by
SK Kagawad Hon. Crismark C. del Rosario;

BE IT RESOLVED, as it is hereby RESOLVED TO APPROVE THE 2023 ANNUAL

BARANGAY YOUTH INVESTMENT PROGRAM (ABYIP) OF THE SANGGUNIANG KABATAAN
OF DEBOLOC, PLARIDEL, MISAMIS OCCIDENTAL
RESOLVED FURTHER, that the APPROVED ANNBUAL BARANGAY YOUTH
INVESTMENT PLAN (ABYIP) be endorsed to the Sangguniang Barangay of Deboloc for appropriate
action.

A RESOLUTION ENDORSING FOR THE ADOPTION OF THE ANNUAL BARANGAY YOUTH

INVESTMENT PROGRAM (ABYIP) OF SANGGUNIANG KABATAAN OF DEBOLOC, PLARIDEL,
MISAMIS OCCIDENTAL FOR THE YEAR 2023, IN ACCORDANCE WITH APPLICABLE
BUDGETING, ACCOUNTING AND AUDITING RULES AND REGULATIONS, AND THE
PROVISIONS OF RA NO. 10742 AND OTHER PERTINENT LAWS

WHEREAS, on September 16, 2022, the Office of the Sangguniang Kabataan of Brgy.
Deboloc has forwarded the Annual Barangay Youth Investment Program (ABYIP) CY- 2023 to the
Sangguniang Barangay for its review and approval;

WHEREAS, on October 19, 2022, the Barangay Committee on Finance Budget and
Appropriation conducted a committee hearing to discuss and evaluate all programs, activities and
projects enclosed in the Approved Annual Barangay Youth Investment Program (ABYIP) for CY-
2023; WHEREAS, the SK Officials formulated the Annual Barangay Youth Investment Program
(ABYIP) for CY-2023 containing its programs, activities and projects in RA No. 10742 with
corresponding project costs and necessary fund flows;

WHEREAS, DBM-DILG-NYC JMC No.1 Series of 2019 issued on dated January 23, 2019
entitled re: “Guidelines on the Appropriation, Release, Planning, and Budgeting Process for the SK
Funds;

NOW, THEREFORE, be it RESOLVED, as it is hereby RESOLVED by the Sangguniang

Barangay of Deboloc, Plaridel, Misamis Occidental; IN SESSION ASSEMBLED, a resolution
approving the Annual Barangay Youth Investment Program (ABYIP) of Sangguniang Kabataan (SK)
of Deboloc for the Year 2023 in accordance with applicable budgeting, accounting and auditing rules
and regulations, and the provisions of the Government Procurement Reform Act (RA No. 9184), RA
No. 10742 and other pertinent laws.

A RESOLUTION APPROVING THE COMPREHENSIVE BARANGAY YOUTH DEVELOPMENT

PLAN (CBYDP) OF BARANGAY DEBOLOC, PLARIDEL, MISAMIS OCCIDENTAL FOR THE
OPERATIONS YEAR 2023-2025

WHEREAS, Article II, Section 13 of the 1987 Constitution of the Republic of the Philippines
states that, “the State recognizes the vital role of the youth in nation-building and shall promote and
protect their physical, moral, spiritual, intellectual, and social well-being. It shall inculcate in the youth
patriotism and nationalism, and encourage their involvement in public and civic affairs”;

WHEREAS, it is mandated in RA 10742 that the SK in concurrence by the KK shall formulate a three-
year rolling plan CBYDP which shall be anchored on the PYDP of the National Government which
shall be the basis in the formulation of the Annual Youth Investment Plan;

WHEREAS, the proposed CBYDP 2023-2025 was introduced during the Regular Session of this
Sanggunian on July 15, 2022 and was subsequently approved during the Katipunan ng Kabataan
Asembly held on July 31, 2022;

NOW THEREFORE, on motion by SK Kagawad Hon. Lyndon A. Baliao duly seconded by Hon.
Jerome O. Mangondaya;

RESOLVED, AS IT IS HEREBY RESOLVED, TO APPROVE THE COMPREHENSIVE

BARANGAY YOUTH DEVELOPMENT PLAN (CBYDP) OF BARANGAY DEBOLOC, PLARIDEL,
MISAMIS OCCIDENTAL FOR THE OPERATIONS YEAR 2023-2025

RESOLVED FURTHER, to furnish copies of this RESOLUTION to the Office of the Local
Government Operations Officer, and the Sangguniang Bayan of Plaridel for kind information and
reference.

UNANIMOUSLY CARRIED AND APPROVED this 15th day of August 2022.
