During the June 16, 2025, Status Conference in this matter, Mrs. Beverly Hogan, Past

President of Tougaloo College, and now a member of Mayor-Elect John Horhn’s Transition Team,

telephoned this Judge, on the Mayor-Elect’s behalf, to request a postponement of this Judge’s

decision whether to raise the water/sewage rate.

On the same day, June 16, 2025, this Judge reviewed written correspondence from Mayor-

Elect Horhn repeating the request for postponement, to give the Mayor-Elect time to study the City

of Jackson’s finances. He requested sixty (60) days.

This Judge also received a letter from Mississippi House Representative Zakiya Summers,

opposing an increase on the grounds this Judge already had considered and rejected. These matters

will be discussed later.

Meanwhile, this Judge will permit Mayor-Elect Horhn to submit any helpful suggestion on

the rate increase. Any suggestions, though, must be submitted by this Thursday, June 26, 2025.

Whether to issue a rate change is a decision that must be made immediately.

This Judge also advises Mississippi’s Governor, the United States Senators and any other

public officials with helpful ideas on this matter to submit those ideas by that same date, June 26,

2025.
