3 of especially important functions, the body nominates PENRO Diomides M. Pablo to
4 preside the meeting. Thus, the meeting called to order at 10:00 AM.

12 PASu Dimaporo enumerated the nine (9) agenda items for discussion, endorsement,
13 approval and appropriate action as follows:

16 b) Presentation of the DENR Work Plan CY 2024 for DBPLS;
17 c) Location of the establishment of Protected Area Management Office (PAMO)
18 Building;

51 agenda of the meeting to include suggested matters for discussion by the Board and
52 duly seconded by Manz Edam Jover, representative of the Office of the Provincial

3 PASu Dimaporo presented the minutes of the 4 th quarter PAMB meeting. held last
4 November 15, 2023 at Budget Hotel Conference Hall, Malangas, Zamboanga Sibugay.
5 The body approved the previous minutes of the meeting.

26 B.1. Reports and Updates

28 A presentation on the CY 2024 accomplishments. These area Biodiversity Monitoring
29 System, Patrolling, SRPAO, and seminars attended by the PAMO personnel. It was
30 also emphasized to the body the issues and concerns brought out during the conduct of
31 Focus Group Discussion (FGD) at Margosatubig and Vincenzo Sagun, Zamboanga del
32 Sur. Accordingly, presence of tari-tari, cyanide and moving neolook were present in
33 the area. However, no one was seen during the patrolling and monitoring of Park
34 Rangers assigned in the area. The proposed establishment of Marine Research Station
35 within Dumanquillas Bay was also discussed by the PASu.

37 CENRO Neneth Ordoño of CENRO-Imelda reported the activities conducted within
38 Dumanquillas Bay.

1 B.3. Location for the establishment of Protected Area Management Office (PAMO)
2 building
3
4 PASu Dimaporo informed the PAMB that CENTRAL Office has allocated a budget for
5 the construction of a PAMO Building to be downloaded this year. The Office will be
6 shared with the office of Mt. Timolan Protected Landscape. The proposed PAMO site
7 is to be established in Guipos, Zamboanga del Sur. The land status is an A & D and
8 situated near the JH Cerilles School campus. Presiding Officer asked consensus from
9 PAMB of the proposed PAMO Building. The PAMB approved the proposed location of
10 the PAMO as per motion moved by Hon. George B. Barlita, Barangay Chairman of
11 Lumbal, Vincenzo Sagun and seconded by Hon. Alexis A. Domingono, Brgy.

16 The PAMB passed Resolution No. 2024-01 “A Resolution supporting the proposed
17 site for the establishment of PAMO Building for MTPL and DBPLS in Barangay
18 Poblacion, Municipality of Guipos, Zamboanga del Sur”

21 B.4. Construction of Park Ranger Monitoring Station
22
23 The Presiding Officer continued to inform the PAMB in the proposed construction of
24 Park Ranger Monitoring Station that budget was being allocated for the PAMO building
25 project by DENR Secretary. PASu Dimaporo presented the map of the proposed
26 location of the Park Ranger monitoring station to be put up in Margosatubig,
27 Zamboanga del Sur. Since Zamboanga del Sur have the larger portion of the bay, it was
28 suggested to established the monitoring station in Margosatubig which is the most
29 strategic site boat land and boat transportation. CENRO Neneth of CENRO-Imelda
30 asked if the allocated fund can be divided to make two (2) monitoring park ranger
31 station in Zamboanga del Sur and One (1) in Zamboanga Sibugay. She further inquired
32 if the PAMO-DBPLS can provide a watercraft that can be used in patrolling.
33
34 The presiding chairman replied to refer first to the BMB if the allocated budget can be
35 divided into two (2) given that the target for construction is only one (1). PASu said that
36 each municipalities have a recommended park rangers with owned pumpboat that can be
37 used in patrolling. Presiding Officer PENRO Pablo said that the PAMO meantime can
38 use the three (3) pumpboats presently used by the Park Rangers in patrolling.

40 Mr. Batohinog, representative of LGU-Alicia, ZS said that since the PAMO is seeking
41 for the approval from the board, supported the suggestion of CENRO Imelda to divide
42 the funds. a motion moved by Mr. Crestituto Batohinog, LGU-Alicia representative and
43 seconded Hon. George B. Barlita, Brgy. Chair of Lumbal, Vincenzo Sagun, ZdS. Hon.
44 Marcelo Baquial, Jr. of Malangas may provide the site for the establishment of the Park
45 Ranger monitoring station in Zamboanga Sibugay. Presiding Officer PENRO Pablo said
46 that he will present the proposal for two (2) monitoring station during the MANCON.

50 The body passed Resolution No. 2024-02 “A Resolution requesting to divide the
51 funds allocated for the construction of One (1) park ranger station into Two (2)
52 Monitoring station at the Municipalities of Margosatubig, Zamboanga del Sur and

1 B.5. Conduct of PASA for the delineated Buffer Zone
2
3 The Presiding Officer requested the PASu to present the map of Dumanquillas Bay and
4 recalled the conducted Demarcation Survey of the protected area. She informed the
5 PAMB that most of the surveyed corners area situated in the seawaters. Thus, the
6 mangrove areas were not included within the protected area. It was elaborated that the
7 reason why the conduct of PASA is important in order to include the mangrove areas
8 and fishpond areas surrounding Dumanquillas Bay in protecting and conserving as
9 protected area. CENRO Neneth asked if how many municipalities need to conduct for
10 PASA. PASu Dimaporo answered that mangroves in the municipalities of Lapuyan,
11 Kumalarang, Malangas and portion in Buug, Zamboanga Sibugay.

13 Presiding Officer PENRO Pablo asked the pleasure of the body, PASu Dimaporo
14 reiterate the need of resolution to include the mangrove areas not just as a buffer zone
15 but to be part of the protected area. Presiding Officer clarified that the proclamation
16 can’t be amend since Demarcation Survey was already conducted.

18 Mr. Batohinog commented to the statement of PASu Dimaporo earlier that the buffer
19 zone is not included in the protected area which means that we wanted that the buffer
20 zone should be included within the protected area. It was put into motion that all
21 mangrove areas within the perimeter of the protected areas must be declared by this
22 Board to be part of the protected area.

24 Presiding Officer asked to second the motion or any comment from the body. Ms.
25 Perlibeth of LGU-Vincenzo Sagun shared her opinion that areas included as part of the
26 protected areas is a defined and specifically provided by Law. It is beyond our authority
27 to decide on matters not vested on us. The DENR or the PAMB may have the authority
28 over the buffer zone but to declare an area as part of the P.A does not vest on this Board
29 Mr. Chairman, she said.

31 Presiding Officer agreed with the idea of Ms. Perlibeth, in support with her statement,
32 Section 8 of ENIPAS Act states that “when necessary, the DENR Secretary, upon the
33 recommendation of the PAMB, may designate areas surrounding the protected areas as
34 buffer zones for the purpose of providing extra layer of protection where restriction may
35 be applied: Provided, That, in cases where the designated buffer zone would cover
36 private lands, the owners thereof shall be required to design their development with due
37 consideration to the protected area management plan.

39 Therefore, those mangrove areas which not included during the Demarcation Survey can
40 be recommended to the DENR Secretary to become a buffer zone of the protected area.
41 Once it was declared as buffer zone, the PAMB can have the jurisdiction in protecting
42 and conserving those areas.

44 Mr. Batohinog reconstruct his motion earlier into a resolution requesting the DENR
45 Secretary for the inclusion of its mangrove areas within the perimeter of the protected
46 area to be part as buffer zone of the protected area. It was seconded by Ms. Perlibeth
47 Maasin of LGU-Vincenzo Sagun, ZDS.

51 The PAMB passed a Resolution No. 2024-03 entitled “A Resolution requesting the
52 DENR Secretary to extend the buffer zone of Dumanquillas Bay Protected
53 Landscape and Seascape to form part the protected area”

1 B.6. Discussion on the revision of approved process flow in securing clearance/permit
2 for the establishment of Fishery structures inside the of Dumanquillas Bay
3 Protected Landscape and Seascape per PAMB Resolution No. 2021-12
4
5 PASu Dimaporo remided the PAMB on the approved process flow in securing permit
6 passed last 2021. That based on the process flow the applicant secure permit from the
7 Barangay first, next to the LGU and proceed to the PAMO. Since most of the fishery
8 structures are already constructed or existing within the Bay, it was suggested that the
9 issuance of clearance must be from the Office of the PASu first before the Barangay and
10 LGU. In order to assure that the area is within the MUZ.
11
12 Presiding Officer clarified that a clearance from the PAMO will be secured first before
13 issuing of permit from the LGU or BFAR. Mr. Batohinog mentioned that only passive
14 gears are allowed to issue for clearance. He also added that one of the requirements in
15 securing permit is a site visitation of the prospect area. PASu also remind the LGUs and
16 the BFAR to coordinate to the PAMO whenever there’s a project from other government
17 agencies to be implemented within the protected area. BFAR representative asked copies
18 of resolution so that they could also furnish to their direct beneficiaries prior to the
19 establishment of particular projects coming from their Department.

21 Mr. Batohinog put into motion requesting all LGUs and other line agencies prior to give
22 determination to those identified fisherfolks organizations within DBPLS areas must
23 secure first a site clearance from the PAMO. It was seconded by Ms. Maasin of LGU-
24 Vincenzo Sagun, ZdS.

28 The PAMB passed a Resolution No. 2024-04 entitled “A Resolution requesting all
29 LGUs and other line agencies with marine interest/stakeholders at DBPLS to secure
30 first a site clearance from the DBPLS PAMO – DENR-IX”

33 B.7. Designation of the authorize Agency to take custody of the apprehended/seized
34 fishing gears/paraphernalia illegally fishing within the Bay
35
36 The Presiding Chairman allows the PASu to discuss the pending agendum last 4 th
37 quarter PAMB meeting with regards to the custody of the apprehended illegal
38 fishing/paraphernalia inside the PA.
39
40 BFAR representative said that most of the LGUs refused to take custody of the
41 apprehended boats not with the Municipality of Ipil and Sindangan who are willing to
42 take custody. So it was suggested that wherever the apprehension happened, it should be
43 turned over to their respective AOR.

45 CENRO Neneth corrected the statement of Mr. Curiba earlier that the LGU-Alicia will
46 take the custody based on the approved minutes last PAMB meeting because it was
47 clearly said that it is within their AOR only. Since Dumanquillas Bay don’t have a
48 designated area for those apprehended fishing gears, it was agreed to turn over to the
49 LGU.

51 It was also clarified to the PAMB that apprehended forest products/tools, the BFAR will
52 file the case while the role of the LGU is to take charge the custody only. A motion
53 moved by Mr. Batohinog, LGU-Alicia representative and seconded by Hon. Baquial of
54 Malangas, ZS.

18 of payment. It was agreed to demolish the development in the area and send letters of notice to
19 stakeholders to collect user’s fees to persons using the natural resources of the protected area with
20 or without permit. A motion to collect the SAPA annual fees was moved by Ms. Perlibeth Maasin,
21 LGU Vincenzo Sagun representative and seconded by Mr. Batohinog of LGU-Alicia.

19 requirement on their SAPA application for Triton Island Beach resort. The TSD Chief
20 Evangeline D. Estoconing commented on the plan. That, instead of developing it as Beach
21 Resort, Park to change the Project title as “Visitor Management”. The reason accordingly,
22 because the island is a fragile ecosystem and the word “Park” connotes of something more
23 on alteration and high development when in fact the CDMP is not. The presentor assures to
24 incorporate all the inputs and suggestion in their next submission of the CDMP. Without
25 further queries, a motion was moved by Dr. Bryan B itantos and seconded by Alexis

41 research study on Carbon Sequestration of Mangrove Forest to be conducted within
42 Dumanquillas Bay particularly in Brgy. Pamintayan, Buug, Zamboanga Sibugay. The study
43 aims to identify and shall characterize the species of mangroves in Pamintayan; to identify
44 the diversity and conservation status of mangroves; and identify the carbon content of
45 mangroves in terms of species by quadrat. After their presentation, a motion to approved
46 the research proposal and moved by Hon. Albert Tesoro, Brgy. Picanan representative and
47 was unanimously seconded.

18 Ms. Chiussie L. Emeterio, a MS Marine Biology student from MSU-IIT presented her
19 research entitled Ecological Assessment and Allometric study of Mangroves in
20 Dumanquillas Bay, Zamboanga del Sur. The study will limit in the selected areas within
21 Dumanquillas Bay and aims to assess the ecological status and the carbon stock of some
22 mangrove’s species specifically, in the mangrove species present in the area, and the
23 abundance, biodiversity and distribution of mangroves.

25 The study will also formulate the species-specific allometric equations on Sonneratia Alba
26 and Avicennia marina. Accordingly, the said research will be using a non-destructive
27 method and to be dried to get fresh weight ratio. TSD Estoconing inquired from the
28 researcher what will they do with the holes or punctures done in the body of mangrove
29 trees sampled for allometric study? The opening of a hole in the trunk/body may pose
30 danger of the life of the tree like ‘infection’. What are your interventions? TSD added.
31 Researcher Emeterio replied, we always have our solution for that ma’am and we will not
32 leave the holes open.” TSD Estoconing said, anyway DENR representative will join you to
33 monitor the research activity and we hope to expect you address the issues and raised. The
34 researchers said yes. A motion to approve the research made by Dr. Bitantos and seconded
35 by Hon. Albert Tesoro, Brgy. Picanan representative.
