REORGANIZING AND STRENGTHENING THE BARANGAY ANTI- DRUG ABUSE
COUNCIL (BADAC) IN BARANGAY CAMALAN , MUNICIPALITY OF LALA PROVINCE
OF LANAO DEL NORTE”
WHEREAS, it is the policy of the State to safeguard the integrity of its territory and
the well-being of the citizenry from the ill-effect of dangerous drug ;
WHEREAS, it is the paramount concern of the government to maintain peace and
order nationwide and to effectively curb the proliferationof dangerous drugs and other
similar substances;
WHEREAS, the government shall pursue intensified and unrelenting campaign
against illegal drugs and shall endeavor to secure the assistance of the local
government units drug clearing operations;
WHEREAS, the Dangerous Drugs Board (DDB) was created by virtue of Republic
Act No. 9165 ,otherwise known as “The Comprehensive Dangerous Drugs Act of 2002”
as the policy-making and strategy –formulating body in the planning and formulation
of policies and programs on drug prevention and control;
WHEREAS, the Philippines Drug Enforcement Agency (PDEA) was created pursuant
to Republic Act No. 9165 for efficient and effective enforcement of all the provision on
any dangerous drugs and/ or controlled precursors and essential chemicals and to
initiate and undertake a national campaign for drug prevention and drug control
programs ,where it may enlist the assistance of any department bureau, office,agency
or instrumentality of the government in the anti-illegal drug drive.
WHEREAS; Chapter IV Section 39. Paragraph 20 of Republic Act 7160of the local
Government Code of thePhilippines mandates that Barangays shall adopt measures
towars the prevention and eradication of drug abus
WHEREAS, Memorandum Circular No. 2015 -063of the Department of the interior
and local Government call the revitalization of respective Barangay Anti- drug Abuse
Councils and for the latter to formulate ,plan strategize , implement and evaluate
programs and projects on drug prevention;
NOW THEREFORE, I, Frelyn B. Malinao, Punong Barangay of Barangay Camalan,
Lala Lanao del Norte, by virtue of the power vested in me by law , do hereby order the
following;
SECTION I. Creation of the Barangay Anti-Drug Abuse Council (BADAC), of
Barangay,Camalan,Lala,Lanao del Norte.

SECTION 2. POWERS AND FUNCTIONS :
1. Conduct regular meeting at least once a month and call for a special meetings
wherever necessary;
2. Plan, strategize, implement and evaluate programs and projects on drug abuse
prevention in the barangay;
3. Organize the BADAC Auxiliary Team to compose an ideal member of 20 member
per 2,000 population of the barangay representing streets, puroks subdivisions or
sitios;
4. Orient the BADAC Auxiliary Team of roles and functions and in formulating plan
of action to address the problem;
5. Equip Barangay Tanods and BADAC Auxiliary Team on their roles and function
in the campaign against street-level illegal drug trade through seminars or trainings;
6. Coordinate and collaborate with other institutions implementing programs and
projects on drug abuse prevention at the barangay level;
7. Continuously gather and update data on all drug related incidents and its effect
on the peace and order situation in the barangay including listing of suspected drug
users and pushers;
8. Submit a monthly report to the City Anti-Drug Abuse Council copy furnished the
DILG City Field Office;
9. Refer suspected drug users to the CADAC and other institutions for
corresponding counseling and/or rehabilitation;
10. Conduct an Information Education campaign (IEC) on illegal Drug demand
reduction;
11. Monitor disposition and progress of drug related cases filed; and
12. Perform other related functions.
SECTION 3. EFFECTIVITY. This Order shall take effect immediately.
