Programme between Islamic Republic of Pakistan & Govt. of Hungary for the award of

under the Scheme: «STIPENDIUM HUNGARICUM SCHOLARSHIP PROGRAMME" and the
33 Yiaricholar has agreed to accept the same on the terms and conditions governing this fellowship
award.
NOTARY Now. this deed witnesses as under:

The scholarship award is initially valid for a period of 01(one) year and would be
extendable periodically to a maximum of 04(Four) years in case of Bachelors, 02(two)
years in case of Masters and up to 03(three) years only in case of PhD, subject to the
satisfactory performance of his/her studies.
2) The change of discipline is not permited in any case and scholar shall not register
himselfherself for any other course or program. Transfer of institution in the same
discipline and program may be permitted with prior approval of the HEC.
3) The scholar shallnot apply nor avail any immigration/citizenship or permanent residence
of any country during courseof study or period of service in Pakistan as prescribed.
4) The scholar shall not take interruption or extend the specified period of studies (not more
than one semester) without prior approval of the HEC. In case scholar fails to complete
the course in stipulated time period he/she will be bound to return, otherwise, his/her
name will be placed among the blacklisted candidate.
5) The scholar shall refrain from engaging himself/herself in any political, commercial or
any other activity incompatible with his/her program of studies abroad.
6) The scholar shalltake prior approval of HEC incase of allvisits to any country including
Pakistan during the course of studies from outsid th cougtry of study for academic or
other reason(s).

7) The scholar shall fully observe the national and local laws of the countryfor which
scholarship has been awarded during his/her studies; and would strictly follow the rules
and regulations of the university/institution where the scholar is enrolled for studies.
ar Wariay The scholar shall not incur any debts during his/her stay abroad and will clear all
NOTARY outstanding bills before leaving the country of study/training/research.
PUBLI9) The scholar shall regularly submit the biannually progress reports on his/her assigned
degree program through the academic supervisor abroad to the HEC and a final
comprehensive report immediately on completion of the study/training/research.
io) The scholar shall be bound to provide copies of credentials, all passport pages or any
other documents on the demand of HEC at any time during the study abroad and his/her
bond period in Pakistan. After completion of study program, he/she will immediately
return back to Pakistan and report to HEC quarterly about his whereabouts.
11) The scholar shall return to Pakistan immediately after the completion of the approved
course for which he/she was sent abroad, and shall serve Pakistan/ parent department for
a period of 03(three) years in case of PhD and 02(two) years in case of
Masters/Bachelors, as may be prescribed.
12) The scholar shall seek approval from HEC for allvisits outside the Pakistan andshall
provide any information/document required by HEC during the bond period, after
completing the study program & return to Pakistan.
13) Allterms and conditions mentioned in the award letter of the Scholar would be deemed
as part of this agreement.
14) Thescholar shallbe bound to comply all the terms and conditions mentioned in the deed
of agreement and other legal documents signed by him/her with HEC or instructions
conveyed to him/her time to time by HEC.

a) If he/she fails to avail of the award without any cogent reason acceptable to
HEC/Govt. of Pakistan, he/she will be debarred from further
study/training/research abroad under any Scholarship Program of
PUBLIC HEC/Government. Ifany financial loss is sustained as a result of his/her failing
thus to avail the award, he/she willbe held responsible therefore and liable to
make good the same, apart from being liable to any penalty to be imposed by
the HEC in this behalf.
b) If he/she fails to comply with the instructions/orders of HEC including
direction to return back to Pakistan, he/she shall be liable to action under the
acts/rules in force in Pakistan impounding or confiscating passports.
c) If he/she fails to obey or not act in accordance with HEC's order directing
him/her, he/she will be liable for action under the acts/rules in force in the
country.
d) If he/she violates any condition laid down in the Bond for studies/training
under the Scholarship Program, he/she will be liable to pay the penalty as
prescribed therein.,
16) The scholar is liable to disqualification from any foreign study/ training or such other
disciplinary action as HEC may consider appropriate, if:
He/she violates any ofthe foregoing conditions, or
i) He/she is found to have made any misstatement therein before.
17) The surety/guarantor do hereby guarantee the payment of any such sum including
penalty /compensation of scholarwho prescribed &assessed by the HEC and called upon
to pay to HECfor the breach of any of the above terms and conditions as well as those
governing scholarship award and hereby undertake to pay the total sum on demand in
the event of the scholar making a default in the payment of the sum.
18) The scholar &surety/guarantor expressly submits and consents to the jurisdiction of civil
courts, Islamabad, with respect to any claim or demand upon HEC upon this deed of
agreement or any amendment or supplement hereto.

NOTAR9) The scholar may be allowed to continue higher level studies subject to the NOC issued
PURLIC by HEC, In such case, noretum air ticket will be provided by HEC, Moreover, scholar
will be bound to execute a fresh deed of agreement with the extended time period to
returm and serve Pakistan, There shallbe no financial liability on the part of HECfor the
higher studies,
AND THE SCHOLAR & SURETYIGUARANTOR FURTHER COVENANTS, that in case
of breach of any of the above terms and conditions as wellas the rules / terms and conditions those
govening scholarship award and or failure by scholar as directed by the HEC for the specified
period, the scholar &surety/guarantor shallbe bound to pay the HEC a penalty/compensation up
to PKR 3,000,000 (Three Million Rupees) in case of PhD and PKR 2,000,000 (Two Million
Rupees) in case of Masters/Bachelors. The amount of penalty/compensation as prescribed and
assessed by the HEC shal be final and conclusive in any case and willnot be challenged in any
court of law or forum,

acceptance thereof.
