Housing is the basic need of human beings. Housing provides shelter, security, social status and privacy of
living in a healthy and comfortable environment. In addition, housing creates the ground for employment and earning.
Through planned economic development, it is the constitutional obligation of a state to provide decent housing for all
to ensure improvement of living standard and enrichment of cultural milieu. The government is committed to provide
planned housing to all. The government is concerned about existing housing crisis in both urban and rural areas. "None
should be homeless" is the motto of the government. In order to address the housing deficit, the government is playing
a proactive role by adopting appropriate planning and management approaches to guarantee access to affordable
housing for everyone.
2. Necessity of Housing
Housing has become a very critical and escalating problem in Bangladesh. This problem is complex and multi
dimensional in nature due to a number of concerns such as swelling of homeless population, increase of number of
unapproved and illegally encroached slum settlements, gradual increase of land price, house rent and cost of
construction material, lack of civic amenities for healthy living and limited access of low and middle income people to
affordable housing.
About 72% of total population lives in rural areas and 81% of total housing stock is located in rural Bangladesh. Rural
people mostly build their houses at individual initiative. The government support in rural housing sector is limited to
construction of disaster shelter and some housing in disaster affected areas and by facilitating people with some
construction material as aid. According to the nature of building structure, about 80% of the rural housing stock
belongs to a sub standard level. Building materials used in rural houses cannot withstand the impacts of flood and
cyclones. Moreover, the poverty prone rural people cannot afford to repair and maintain their houses and it become
dilapidated soon. In addition, many people become homeless due to river bank erosion and fire incidences. These
affected people mostly start building their houses in government land, mortgaged land and rental homesteads.
The population of urban areas is increasing at a faster rate and the major share of the growing population pressure is
concentrated in metropolitan areas and big cities of the country. But it is possible to undertake housing projects from
public or private sector at an affordable price to cater the growing need of the common people. Again, due to lack of
financial support, the upgrading of existing housing stock and extension of infrastructural facilities has also become
difficult. As a result, urban people are crammed in small dwelling units and overcrowded slums and settlements are
swelling everywhere. It is creating excessive pressure on prevailing inadequate civic amenities and facilities. This
problem is getting worse because of the institutional weakness of the national and local agencies responsible for
housing supply and management. Moreover, necessary attention was not paid to address the need of housing for the
poor.
The trend of emergence of private slums and squatters and the tendency of illegal encroachment and unlawful
penetration to government land and other open spaces are considered as the consequences of housing crisis caused by
the pressure of urbanization. Due to lack of adequate and timely initiatives in housing sector, at present, a significant
share of residents of Dhaka mega city are bound to reside in slums and overcrowded settlements.
Government will assess circumstantial consequences during the execution of housing development measures and will
play a dynamic role to overcome the related procedural constraints. In this context, the role of individuals and groups

are as decision makers and developers, whereas the government as provider of general guidelines, supports and
opportunities.
Availability of land will be increased through a modern and appropriate system with physical infrastructure and civic
facilities based on the policies of planned urbanization and land use in order to uphold the interest of people of
different income groups, particularly low income people and to create development activities for them. It will be
implemented through prevailing practice of Site and Service Scheme, Land Readjustment and other modern and
suitable system.
Private entrepreneurs will be encouraged to develop land for housing. development of environmental infrastructure and
house construction for low and middle income population. In this case, government will provide incentives by
arranging different facilities.
To Ensure equitable distribution of resource, special quota will be kept for poor and challenged people in allocation
process of publicly developed plots. Land development activities commenced by community organization and non-
profit organizations will be given special support.
Amount of land use for house construction will be kept on a reasonable limit to utilize maximum opportunity of
construction of house on a unit of land. Arrangement will be made to allocate plot combined to a number of people. It
will be encouraged to build high rise buildings to save land. Building Construction Acts will be applied to develop
maximum number of housing units with expected density according to the Floor Area Ratio (FAR).
Urban Land Bank will be established in coordination with land ministry to materialize housing development process
with unutilized abundant government land (Khas Land). Land Bank will also be created in rural areas with government
land (Khas Land) and accredited char land of rural areas. Land Bank will be complemented with purchase/acquire of
necessary land.
National Housing Authority will develop a modern land information center to support Land Ministry towards proper
management of residential land.
Low income people will be subsidized in land allocation process through the profit gained from selling of land at
proper price to high income people for housing. industrial/commercial and other similar non-residential uses. Similar
system will be adopted for flat distribution.
In all government, semi-government and private housing projects, space will be designated for education institutes at
primary and secondary levels, mosque, market place, service organizations, play ground, swimming pool or pond and
necessary system will be provided for service facilities like water, electricity, sewage disposal, waste disposal, water
drainage and conservation of rain water.
for construction of infrastructure, encouragement and priority will be given to adopt those technology and approaches
which are money saving, environment friendly and progressively developable.
Government will support those NGO, CBO, private development organizations who will play role to ensure public
participation in infrastructure development.
The initiative of public participation will be recognized and they will be given opportunity to participate in formation
of infrastructure plan, maintenance, and enhancement and in all other phases of a housing project.
Through modern approach and legitimacy, the cost of infrastructure construction, expansion and maintenance will be
calculated and recovered from the beneficiaries in a rational mode.
Measures will be taken to install minimum basic infrastructure towards up-gradation of the subhuman and unhygienic
settlements and to recover the cost involved. In this context, non-profit organization, local level institutes, groups or
NGOs and representatives of the consumers will the incorporated.

Research unit will be established with the aim to invent appropriate technology to ensure housing related services for
low income, middle income and high income population.
Installation of solar panel and use of energy saving construction material will be guaranteed in building constructions.
System will be developed for conservation of rain water in building construction.
Building construction material and technology
Suitable construction material will be made accessible to rural people. At the same time measures will be taken to
regulate uncontrolled tree cutting, fuel for brick kiln towards conservation of nature.
Support will be given towards enhancement of quality of locally available materials in addition to popular construction
materials in use. Establishment of small industries and other initiatives will be encouraged to increase production and
availability of widely used construction materials like cement, brick and iron and local material such as tile.
Special priority and exemption will be given in use of local raw materials, environment friendly building materials and
strategies in residential projects/housing.
Detail information on low cost appropriate and invented construction technology and materials will be kept with
government standard regulatory agencies.
In order ensure sustainable environment through improvement of standard of living of slum dwellers in the cities of
Bangladesh, firstly: the standpoint and attitude towards słum dwellers have to be changed. In this context, United
Nation's policy measures for human settlement development can be pursued.
Rehabilitation opportunities have to be created under the scope of government adopted "Ghore Fera" or similar kind of
programs and necessary activities need to be undertaken with this objective
When it considered being inevitable to replace and rehabilitate a slum or similar settlements, then the local authority
will prepare a detailed guideline for resettlement and rehabilitation. This guideline will have specific instructions on
resettlernent of shums or settlements, identification of alternative location, arrangement of services, work place, and
transportation facilities. The process of resettlement of all slums and informal settlements will be implemented
according to the adopted guideline, which would reduce the degree of loss and it would provide the opportunity to
arrange subsidy.
With acorporation of public, private organizations, constraction species, NGOs, cooperative organizations, measures
will be taken to combat disaster and ensergency situation and to meet the need of poor population through invention,
prosduction and marketing of products and construction process with appropriate technology those are environment
and cost saving, durable and suitable.
Disaster affected people will be rehabilitated at the fastest possible time Measures will be taken to construct required
number of shelter, to arrange support for repair and reconstruction of damaged houses and to provide them with basic
services and facilities
Necessary arrangement will be taken to repair or reconstruct partially or totally damaged houses due to natural
disasters like hurricane, flood, river erosion, carthquake and fire. Rehabilitation projects with special arrangement of
soft loan for house construction will be adopted in disaster prone areas.
In case of social housing, in addition to individual ownership, National Housing Authority (NHA) will initiate rental
house construction project where arrangement will be made for payment of rent.

1.Former I have working as EXECUTIVE ENGINEER (Additional Charge ),Khulna division And Dinajpur
Division My duty and responsibility are given below:
The Executive Unit of the department is the division in charge of a divisional Officer, who is responsible to the
Superintending Engineer for the execution and management of all works within his division.
Subject to the orders of the Superintending Engineer, a Divisional Officer may transfer establishment (other than sub-
divisional officers) from one station to another within his division. C. DIVISIONAL OFFICER/EXECUTIVE
ENGINEER
The Executive Unit of the department is the division in charge of a divisional Officer, who is responsible to the
Superintending Engineer for the execution and management of all works within his division.
Subject to the orders of the Superintending Engineer, a Divisional Officer may transfer establishment (other than sub-
divisional officers) from one station to another within his division. 42. The Divisional Officer is required to take the
necessary steps for obtaining cash for the works under his control, to keep accounts, and to submit them punctually to
the Audit Officer under the rules for the time being in force. He is responsible for the arrangements for account
keeping, in which matter he will be assisted by his Divisional Accountant, and he must see that his accounts are posted
from day to day and that the Accountant carries out his duties regularly and punctually. The responsibility for the
correctness, in all respects, of the original records of cash and stores, receipts and expenditure, as also for seeing at
complete vouchers are obtained rests with the Divisional Officer, who will, before submitting the monthly accounts,
carefully examine the books, returns and papers from which the same are compiled.
The Divisional Accountant is responsible to the Divisional Officer for the correct compilation of the accounts of the
division from the data supplied to him. The relative position of the Divisional Accountant to the Divisional Officer in
respect of accounts is analogous to that of a Sub-Divisional Officer to a Divisional Officer in respect of works, and the
responsibilities of the later for the work of the Divisional Accountant are similar to those which attach to him in
respect of the execution of work in the charge of his other subordinates. See also Central Public Works Account Code,
paragraphs 98 to 103.
The Divisional Officer is held primarily responsible for affording information in cases of probability of excess of
actual over estimated cost of work, and should report any such probability to the Superintending Engineer at once,
describing the nature and cause of the excess and asking for orders. This report should be made on the 'Works Slip'
Form Divisional Officers must also submit the Works Slip, with such explanation as will enable the Superintending
Engineer to pass orders on the case, on the occurrence, or the probability of the occurrence, of any irregularity in the
rate of cost of a sub-head. All important liabilities not brought to account should also be noted on the Works Slip.
Note: It is unnecessary for the Divisional Officer to submit the Works Slip cases in which he can pass finally excesses
over estimates paragraph 71.
The Divisional Officer is required to inspect, at least once a year, the more important buildings and works in his
division, and is responsible that proper measures are taken to preserve them and to prevent encroachment on
Government lands in his charge. He should keep accurate plans of all such lands and take care that his subordinates
make themselves acquainted with the boundaries and see that they are respected.

Note: A Divisional Officer must keep on record in his office the following plans or such of them as are required in his
division:
1. Complete plans, sections and elevations of every building or other work under his charge, as actually constructed
any subsequent alteration being carefully noted. The boundaries of the ground attached to any buildings should be
distinctly shown.
2. Plans of roads under his charge, showing the quarries whence metal is obtained.
Immediately a work is finished, it is the duty of the Divisional Officer to close the accounts of it and to prepare the
Completion Report, if required by the rules in paragraph 99.
Note: When it is decided to abandon a work, the accounts relating to the work should be closed as soon as possible
after such decision is reached.
A Divisional Officer is required to report immediately to the Superintending Engineer any important accident or
unusual occurrence connected with his division and to state how he has acted in consequence. See also paragraph
It is the duty of the Divisional Officer to administer the grant made for public works in his division, and, with this
object, to keep a close watch over the progress of expenditure against it with a view to excess is permitted to occur and
that, if additional funds are necessary, application for the same is made.
The Divisional Officer is responsible for the detailed assessment of the revenue to be obtained from itrigation works
within his division, and will maintain such records and accounts for the purpose as may be prescribed.
A Divisional Officer can receive orders only from his Superintending Engineer, the Head of the minor local
Governinent, or other civil officer duly authorized.
The financial powers of Executive Engineer (Working Division) to accord teclinical sanction, administrative approval
for repair/maintenance works, acceptance of tender and disposal of stores are enclosed in Enclosure
2. SUB-DIVISIONAL ENGINEER(Civil)
Former I have working as, SUB-DIVISIONAL ENGINEER(Civil) Khulna sub division , Dinajpur sub Division and
Chittagong subdivision. My duty and responsibility are given below:
The division is divided into sub-division, in charge of Sub-Divisional Officers, who are responsible to the Divisional
Officer for the management and execution of works within their sub-divisions.
The firncial powers of S.D.E. to accord technical sanction administrative approval for repair/maintenance works,
acceptance of tender and disposal of stores are enclosed in Enclosure'
Participating in the evaluation of building projects sponsored by all other Ministries of the Government.
For Project Engineer:
He will prepare rough estimate and P.P. of schemes/Projects assigned to him on receipt of drawings from Architect's
office. He will maintain close liaison with the Deptt. of Architecture for obtaining plans.
He will supervise the estimates checked by Estimators and submit the same to the Superintending Engineer/ Executive
Engineer for disposal.
He will be responsible for correctness of the S.T./Excess work statement checked by estimators of the office as
assigned to him.
He will visit Work-Site as and when sent by the Superintending Engineer/Executive Engineer.
Any other assignments given in him by the Superintending Engineer Executive Engineer from time to time.

3. CHARTER OF DUTIES OF ASSISTANT ENGINEER (Divisions as Staff Officer)
He will act as technical staff officer to the Superintending Engineer and Executive Engineer and perform duties
assigned to him by his superior officers.
He shall contact the concerned Design office and Architectural office on behalf of the Superintending
Engineer/Executive Engineer for procurement of architectural and structural drawings of different development project
to be executed under the concerned Circle/Division.
On instruction he may accompany the Superintending Engineer/Executive Engineer to different work sites and shall
note down instructions orders etc. issued by the Superintending Engineer/Executive Engineer at site and communicate
the same to officers under whom the works are executed through the Superintending Engineer/Executive Engineer. He
will keep track of the follow up action and keep the Superintending Engineer/ Executive Engineer informed.
As instructed by the Superintending Engineer/Executive Engineer he will inspect ongoing projects on behalf of the
superior officer and will supervise special items of works such as R.C.C. casting work. Finishing work and other such
items of works as and when assignd to him
He shell study the Architectural and Structural drawings as well as finishing schedule of different projects undertaken
by the concerned Circle/Division and intimate, apprise the Superintending Engineer/Executive Engineer about
confusion, ambiguity etc. if any that may exist well ahead in time.
He will contact the concerned Project Circles and Project Divisions to collect the approved PCP & PP of different
projects under his Circle/Division and verify wheather the work being undertaken conform to the items of works to
that of the approved PCP/PP and report it to the Superintending Engineer/ Executive Engineer for taking necessary
action. He shall verify and compile the monthly progress reports including other special reports of projects as wanted
time to time carefully and shall place the same to the superior officer for disposal and shall remain responsible for
timely submission of the reports.
He shall verify Tender documents, in respect of rates, quantity, specification, special terms and conditions and as pre-
construction requirements, he shall check the availability of fund, administrative approval of the projects and
subsequent technical sanction of the estimates of proposed work and apprise the Superintending Engineer/Executive
Engineer about the status of the project before it is embarked.
Conclusion : All above mention this duty and responsibilities I have sincerely accomplished the order and direction of
higher authorities. Afrer completing twelve years in National Housing Authority I am not promoted as as regular
Executive engineer due to some obstruction generated by diploma engineer. IEB leader should considered the
problems of degree / B.Sc ENGINEER’s of Bangladesh. The should take necessary action to development of
professionalism of graduate Engineer. We hope IEB will take necessary action for respect, benefit for the Engineer.
The rule of business and warrant of precedence must be updated for the superintending engineer and Executive
Engineer’ s of Bangladesh.
