Unfortunately, the government and the Opposition ac-
cuse each other of having resorted to corrupt practices,
such as financially induced crossovers, to muster work-
ing majorities in the hung councils. The methods they
have employed to seize control of these local government
bodies lack transparency, and this has lent credence to
claims that many councillors have been bought over.
Worse, the Opposition says some independent groups
that have secured representation in the newly elected
local councils have links to drug dealers like Kudu Lal,
who himself was elected to the Colombo Municipal
Council about two decades ago. There are also very seri-
ous allegations against some other councillors elected
from independent groups as well as registered political
parties, and the public has a right to know which side
they actually support—the NPP or the SJB-led Opposi-
tion. Many councillors stand accused of having taken
bribes to switch their allegiances either to the govern-
ment or to the Opposition in the hung councils, and their
electors should be able to see whether they have defected.
Hence the need for open ballots in all contests to elect
heads and deputy heads of the no-majority councils.
If it is true that so many councillors have taken bribes
to change sides, how can they and those who have bribed
them and resorted to other corrupt practices to further
self-interest, be expected to rid the local councils of cor-
ruption? You can’t make a silk purse out of a sow’s ear,
can you?
