Characteristics of human resources
management
• 1. human resources management is people-oriented - Human Resource
Management is concerned with employees a individuals as well as groups. It is
the process of achieving the best fit between individuals, jobs, organizations and
the environment. It is the process of bringing people and organizations together
so that the goals of each are met. This function of Human Resource Management
relates to recruitment, training, administration, communication motivation,
development, performance appraisal and well being of people of the
organization. These people may be departmental beads, supervisors, workers,
managers, and also other top officials of the organization.
• 2. Comprehensive Function. -Human Resource Management is
concerned with managing people at work. It covers all types of people at
all levels in the organization. It applies to workers, supervisors, officers,
managers and other types of personnel HRM is a comprehensive and
strategic function as it relates to transforming work culture and
organizational environment The purpose of HRM is to trigger employee
contribution to overall productivity, performance, and also the
profitability of the organization.
• 3. Staff Function. The function of Human Resource Management is
advisory in nature. Human resource managers do not manufacture or
sell goods but they do contribute to the success and growth of an
organisation by advising the operating departments on human resource
matters. Like the director of a movie, their performance can be judged
by the success of the total organization. It is a staff function as it relates
to support production as well as marketing.
• 4. Pervasive Function-Human Resource Management is inherent
in all organizations and at all levels. It is not confined to industry
alone. It is equally useful and necessary in government, armed
forces, sports organizations and the like. It permeates all the

rather than on record-keeping or procedures. It stresses the solution of

employee’s personal goals. It attempts to serve the daily problems of

• 9. Future-oriented- Human Resource Management is concerned with
helping an organization achieve its objectives in the future by providing
competent and well-motivated employees. It attempts to obtain the
willing cooperation of people for the attainment of the desired objective
• 10. Science as well as Art, -HRM is a science as it contains att organized
body of knowledge consisting of principles and techniques. It is also an
art because it involves the application of theoretical knowledge to the
problems of human resources. Handling people is one of the

of the process of management. The term human resource is wider than
the term personnel. Human Resources includes the dynamic
