Agenda: The Israel – Gaza Conflict
The United States commits to promoting peace, security, and stability in the Middle East,
including the Israeli-Gaza conflict. As a country that supports democratic ideas and promotes
human rights, the United States understands the value of addressing the pressing issue of this
conflict. Violence due to the conflict has resulted in significant suffering to the civilians of both
sides. Food security in Gaza has deteriorated with 63 per cent of people in the Gaza Strip being
food insecure and dependent on international assistance, poverty rate is 81.5 percent; it’s a
humanitarian emergency. It has impacted Israel as well with overall 17000 rockets and mortars
fired from Gaza between 2002 and 2023 resulting in displacement of thousands of Israeli citizens
and causing significant damage to infrastructure and property.
USA has played a crucial role in diplomatic efforts to facilitate negotiations between Israel and
Palestine like brokering the Oslo Accords in 1993 and has been putting efforts on-ground
demonstrating its commitment to resolving conflicts between the two parties. It is the major
contributor to the UNRWA aid to Palestinians since the Oslo accords.
The United States firmly believes in the right to self-defense for all nations, including Israel,
while also acknowledging the need to protect the rights and well-being of civilians in conflict
zones. USA understands that the Israel-Gaza conflict is multicausal and has deep historical roots.
It’s important to address the major underlying reasons behind the conflict like border issues,
security issues Jerusalem and Palestinian refugees. USA believes only sustainable solutions that
tackle these root causes can be considered as significant steps towards peace. The United States
propose these solutions to resolve this conflict:
1. Rights based approach to conflict resolution – that would prioritize human rights and
international law with an aspect for accountability.
2. Two state solution based on pre 1967 borders with land swaps based on ground reality
and need that is agreed by both parties.
3. Recognition of the state of Palestine that would level the playing field.
4. Recognition of East Jerusalem as the capital of a future Palestinian state, with West
Jerusalem serving as the capital of Israel and its governance by international
stakeholders.
5. Establishment of demilitarized Palestine State with condemnation of terrorist
organizations like Hamas.
6. Rehabilitation of Palestinian refugees and well as a mechanism for them to return to their
homes if they want to.
The United States remains committed to supporting a peaceful resolution to the Israel-Gaza
conflict.
