Instructions.
1. This paper consists of sections A, B and C with a total of fourteen (14) questions.

2. Answer all questions in sections A and B and three (3) questions from section C.

3. Section A carries 15 marks, Section B carries 40 marks and section C carries 45 marks.

4. Cellular phones and any other unauthorized materials are not allowed in the

examination room.

SECTION A (15 Marks)


Qn 1 For each of the items (i)-(x), choose the correct answer from among the given alternatives
and write its letter besides the item number in the answer booklet provided .

Answer all questions in this section.
Qn 3. Read the following passage careful and answer the questions (a)-(e) that follows.
There might have been some justification for the steady increase from year to year in external aid
and if there was evidence that The Battle against Poverty Was Being Won. All the evidence however,
clearly demonstrates that the poor are getting poorer.
The reason why there is little effect on poverty reduction is that most aid is spent on heavily
capitalized infrastructure projects such as railways, bridges and roads. These may have some in-direct
effects on the lives of the poor people, but what people really want is better health and educational
services, improvement in village roads rather than highways and access to proper credit facilities to help
them improve agriculture and raise their income.

Although the are some enlightened donors, most big Western governments and UN agencies find
these type of projects too small scale and difficult to measure and administer. They would rather give
money for power stations and fertilizer plants, since such things can be seen and their performance can
be measured. They also look impressive in glossy magazines telling the tax payers back home, how the
government is spending their money.
QUESTIONS

SECTION B (40 Marks) (8 questions, each question 5 marks)
Qn 03. (a) Impoverishing foreign aid.
(b) It is invested in big projects such as high way infrastructures which are not directly helpful to
poor people.
(c) External aid could have direct effects to people by being invested in more basic projects such
as provision of better health, education and give credit to poor people to improve farming
and village roads which helps the people to improve agriculture.
(d) Some donors give money only for large scale projects because it is simple to measure the
performance and also it is impressive to show an expenditure report (on glossy magazines)
to the tax payers back home.
(e) From the passage external aid seems to have no justification because still the gap between
Rich and poor is widening.

Qn 10. - Mass education on good behaviors to the society.
- Parents need to develop close relationships with their children; they should guide them in
the correct paths.
- Religious institutions and leaders should enforce adherence to moral behaviors.
- The government should empower the science and technology sector to censor imported
technology so as to ban immoral services.
