despatch of the message· to the Telegraph Office be delayed for the
purpose of making out the post copy.
. (4) State Telegrams of (Immediate' .and 'Ordinary' priority indi-
cations shou!d be signed by officers not below the rank of Superinten-
dents ~nd Private Secr~taries. Telegrams of higher priorities are ordinarily
to be signed by the officers of higher rank.
(5) All telegrams must be sent to the despatcher for issue, except in
the case of those issuing from Ministers which are despatched by their staff,
who maintain separate stamp registers. The despatcher will carefully calculate
what amount is to be paid for their transmission and then affix the necessary _
service stamps by way of payment, and keep the receipts as his vouchers. He
will maintain a · separate despatch register for telegrams. The telegram
number will be the serial number in the register with the addition of the
index letter of the department or branch from which the telegram issued.
The system of numbering telegrams in the same way as letters is not
only inconvenient but expensive.
. (6) In affixing stamps to telegrams, care should be taken to use the
smallest number possible. If any officer is compelled to send a telegram ~t
a time when he is temporarily without service stamps, he should pay for it
in cash and the receipt granted to him will then state the value of the
telegrams, but will not bear on it the word 'State'. The value of ~he
tele ram may subsequently be recovered from Government, the officer
con~erned submitting as his voucher the receipt ~f the telegram, together
. with a certificate signed by the Head of the office th~t the telegram was
sent on State service~ and that cash payment was unavoidable.

an ad-interim reply should be sent.
76. Amendments to Consolidated Circulars and Book
s of References :-
When orders are received or issued which necessiti
ate the amendment of
consolidated circulars, the Manual of Office Procedur
e or any other book
of refere_nce, it is not sufficient merely to circulate the
and :then 1file the papers. The Superintendent or Assi orders in the office
stant dealing with the
case should invariably submit a draft corrigendum slip
for approval to the
Secretary or Under Secretary concerned. In the case
being required, the case should be sent to the Und of an office order
er Secretary to take
necessary action.
_77. Num beri ng_ rof Paragraphs and Referencing of Drafts
(1) Every Paragraph of a draft must be numbere :-
d and fully referenced on the
margin. Long drafts should always refer to the notes on
which they are based.
(2) .Quo tatio n of sum of mon ey : - Whenever sum
s of money are
mentioned in a draft, the amount should be note

words, the words following the figures within a brac
ket, thus Rs. 10,000
(ten thousand).
78. Use of dem i-off icial correspondence :-T he first
nest use of demi-official correspondence is to supplem and commo-

which has been referred officially or which it is
proposed so to refer; ...
Secondly demi-official correspondence may properly
be used, not merely to ·
supplement or explai~, but in place of official corr
espondence in cases of
extreme secrecy, where it is necessary to run no unne
cessary risks, and in
certain classes of personal questions; and occasion
ally, in cases of great
urgency, to save time. Where it is considered that
a final reply to a demi-
official reference can not be sent speedily, it
should, at least, be
acknowledged promptly and within ten days of the
date of receipt in the
Secretariat at the out side, by sending an interim reply
to the effect that the
matter is engaging attention and a final reply will
be sent shortly, or was
likely t~ take some time, which should be specified.
