TYPHOON EMERGENCY

RESPONSE
PROCEDURES
1.Purpose and Objective: The purpose of this work instruction is to
enumerate and describe the actions of personnel during typhoon or
adverse weather condition. The objective is to prevent/minimize the
loss of lives, limbs, and properties.

2.Definition of Public Storm Signals:


 Public Storm Signal No. 1 (Lead time 36 hours): 30-60 kph
maximum sustained winds; expected impact of the wind: no damage
to very light damage.
 Public Storm Signal No. 2 (Lead time 24 hours): 61-120 kph
maximum sustained winds; light to moderate damage expected.
 Public Storm Signal No. 3 (Lead time 18 hours): 121-170 kph
maximum sustained winds; moderate to heavy damage expected.
 Public Storm Signal No. 4 (Lead time 12 hours): 171-220 kph
maximum sustained winds; heavy to very heavy damage expected.
 Public Storm Signal No. 5 (Lead time 12 hours): more than 220
kph maximum sustained winds; very heavy to widespread damage
expected.
3. Equipment/Tools:
 Flashlights / Search Lights (preferably rechargeable)
 Sand bags
 Reinforced Steel Plates
 Chain Saws, Bolos
 Flare Guns
 Raingears, reflectorized (Rain coats, boots)
 Tree Skirts
 Rubber Boats (for low-lying Malls and in coastal areas)
 Radios (Transistor Radio/ Portable), Whistles and Goggles
 72 Hours Kit and Go Bag
4.Actions to Take:
First on the Scene/Employees
Public Storm Signal Number 1
 Remain calm, do not panic.
 Implement the SOP on rainy season precautionary measure being
implemented by the mall on securing stocks, goods and equipment.
 Always be alert and stay in safer area away from strong winds and
falling/flying objects or debris.
 Standby for emergency instructions.
Public Storm Signal Numbers 2, 3, 4 & 5
 Follow emergency instructions from immediate supervisor/manager
or ERGC.
Immediate Supervisor/Manager
Public Storm Signal No. 1
 Standby for emergency instructions from immediate Supervisor/Manager
or ERGC.
 Check work areas for possible damage.
 Ensure that all cargoes, equipment and workplaces are properly secured.
 Issue raincoats, tarpaulins, emergency lights for use.
 Ensure availability of chainsaw, tree skirts, and other equipment for fallen
and uprooted trees.
 Ensure availability and prepare sand bags with steel plate reinforcement.
 Check for power supply and communication systems.
Public Storm Signal Numbers 2, 3, 4 & 5
 Standby for emergency instructions from ERGC.
 Stop normal work operations.
 Secure all facilities, equipment and personnel.
ERGC
Public Storm Signal No. 1
 Ensure all equipment and personnel are secured.
 Ensure raincoats, tarpaulins, emergency lights are sufficient.
 Monitor facilities, power supply and communication systems.
 Issue emergency instructions as required.
 Maintain contact and coordination with National Disaster and
Coordinating Council - of the Local / City Government.
 Keep posted on the latest PAG-ASA weather report and status of
typhoon - direction, wind speed, time of impact, etc. On an hourly basis.
 Order recovery, repair of damaged structure or equipment.

 Establish a safe and secured evacuation centers.
 Ensure all facilities, equipment, and personnel are secured.
 Ensure feedback from supervisors/managers on status of facilities,
equipment and personnel from time to time.
 Inform, receive and carryout instructions from the higher
management from time to time.
Floor Warden
Public Storm Signal No. 1
 Standby for emergency instructions from the ERGC.
 Check facilities, equipment and personnel for possible accident.
Public Storm Signal Numbers 2, 3, 4 & 5
 Follow emergency instructions issued by the Emergency Response
Center.
 If evacuation is ordered, ensure all personnel within area of
responsibility are directed towards designated emergency assembly
points or to a safe and sheltered area.
 Conduct roll call, identify and search missing persons if there’s any.
 Standby for advice on the next action to take.
Emergency Response Teams
Public Storm Signal No. 1
 Standby for possible activation.
 Prepare and ensure that all emergency equipment and tools ready
for immediate use.

 Standby for possible activation.
 Ensure emergency equipment is ready for immediate use and that
equipment and workplaces are all secured.
 Turn off all electrical systems when typhoon is worsening and is
threatening to wreak damage to the systems and facilities of the mall.
 Ensure adequate illumination of the facility during night time.
 Conduct search and rescue of typhoon victims.
 Conduct emergency repairs, if safe to do so.
