LEARNING OBJECTIVES
At the end of this chapter, the student will be able to:
Define what is Leadership?
Enumerate the characteristics of a good and effective Leader
Identify and know the Comparative analysis and practices of Leadership

Before we start with the lesson, let me first ask you the following questions:
Direction: Write your answer on a separate sheet short size bond paper.
1. In your own opinion, what will be the characteristic (s) or trait (s) of a good and effective
leader?
2. As a Future Law Enforcement Officer, how can you apply these good traits in order to
become an effective Law Enforcer?
INTRODUCTION
Irrespictive of how you define the word leadership, you can’t deny that certain individuals
can greatly impact the lives of other based on their experience and insights, while we’re all living
different timelines on the journey of life, we look to leaders for guidance and advice. While some
leaders seem like they were naturally born that way, leadership skills can be learned. It doesn’t
matter if you haven’t led before because there are certain characteristics, traits, and skills that
ultimately build most effective leader.
Leaders are someone who does more than just lead people. They have to be driven by the
right motivation and make a positive impact on the people around them. A leader is someone who
can see how things can be improved and who rallies people to move toward that better vision.
Leaders can work toward making their vision reality while putting people first.
This subject is designed to meet the needs of the students in preparation for their
profession as a future Law Enforcement Officer and to help the student understand the system of
management, leadership, and administration.

LEADERSHIP (definition)
LEAD- to show the way of
LEADER- person responsible to show the way
LEADERSHIP -ability to lead
-the ability to influence people in order to get things done.
CHARACTERISTICS OF A GOOD LEADER
1. HIGH MORAL AND SPIRITUAL VALUES- - respected and easy to be believed
2. INTELL EGENT – he knows the basic way of handling the group.
3. HONEST – can gain the loyalty of the subordinates.
4. PHYSICALLY HEALTHY – with composure in facing and handling members.
5. EMOTIONALLY MATURED – balanced manner in handling situation/where problems
should be settled.
6. GOOD PUBLIC RELATION- the ability to mingle different kinds of people in different
kind of situation.
OTHER CHARACTERISTICS OF EFFECTIVE LEADERS
1. CONSIDERATE/FLEXIBLE – regards the comfort/ status of the members but not the
extent of scarifying principle.
2. RESPECTFUL – knows and respect one’s right and how to evaluate one’s ability.
3. SHOW CONCERN – know the need of the members, leaders must not be self-centered
person and should create an environment of no tension.
4. LET MEMBERS FEEL THAT THEY ARE TRUSTED – this develops self-esteemed and
committed members.
5. WILLINGNESS TO ACCEPT CHALLENGES AND NEW IDEAS – leaders should not
put themselves in a pedestal and should realized that even the simplest member can
contribute for the realization of the goal of the organization.
6. HUMBLE – leaders should let member know that he is just but human subjects with
limitation, that he too have his strength and weakness and should be open to
suggestions, comments or any remarks.
7. KNOW HOW TO DELEGATE – division of leader.

SUMMARY
A simple definition of leadership is the art of motivating a group of people to act towards achieving a
common goal. The leadership definition captures the essentials of being able and prepared to inspire others.
The success of any organization or association mainly lies in the hands of the person leading. The leader is
the inspiration for and director of the action. They are the person in the group that possesses the
combination of personality and leadership skills to make others want to follow their direction.
