Departmental transfer against 10 % lateral intake.

As per the Provisions contained in IREC Vol.I Chapter 2 Article 231 , the
Divisional Railway Manager is empowered to transfer Group D employees from one
department to another. In the exercise of this power, the competent authority has
decided to fill up the posts of Pointsman-B in operating department and Assistant
(S&T) in S&T Department and Assistant Loco Shed (Helper) EMD/DSL of
Mechanical Department in Level-01 of 7th CPC Pay Matrix by calling Volunteers
from Track Maintainers category of UBL Division against 10% lateral intake as per
instructions laid down in Railway Board’s letter cited under reference above.
The afore mentioned posts in Level-01 in 7th CPC pay matrix shall be filled
by calling volunteers from TM Gr-IV (level-01) and TM Gr-III (level-02, should be
willing to go on reversion in level-01) and their selection for consideration of Inter
Departmental Transfer will be based on their Community wise breakup of posts,
inter-se Seniority and fulfillment of all the eligibility conditions.
Thus it is now proposed to be filled up along with community-wise break up is as
under:

Volunteers are hereby called from eligible staff to fill up these posts in the
prescribed format enclosed.

Eligibility Conditions:
1. For transfer to other Departments Track Maintainers of Civil Engineering
Departments should be suitable in all respects i.e.
a) Be literate;
b) Possess physical standards prescribed for intake to that
Department.
c) Have aptitude for work to which they are to be transferred; and
d) Must have put in at least 08 years regular service as Track Maintainer,
2. All Track Maintainers in GP 1800/Level-01 (TM Gt-IV) & GP 1900/Level-02.
(TM Gr-III) are eligible who posses the requirement. The TM Gr-III
employees in Level-02 should be willing to go on reversion in Level-01,
declaration to that effect should be forwarded through supervisor concerned
duly enclosing with the application proforma.
3. They should be on regular rolls in their parent department.
4. They should be FIT in requisite Medical Category viz. AYE-TWO (A-II) for
Pointsman-B in Operating Department, and BEE-ONE (B-I) for Assistant (S&T),
in S&T Department, BEE-ONE (B-I) for Assistant Loco Shed (Helper), EMD/DSL
of Mechanical Department.
5. Their absorption will be based on the lnter-se seniority amongst the eligible
volunteers.
6. They should possess minimum educational qualification of SSLC/Class 10th as
per extant rules.
7. They should be free from DAR/SPE/Vigilance cases as on date of
submission of application and also as on the date of actual absorption. Staff
who have remained absent from work I duty for a long period of time un
authorized need not apply for the above transfer.
8. The suitable candidate would be considered as per their inter-se seniority after
Screening of applications invited solely for the purpose of lateral intake.
(i) In the event of non-availability of volunteers seeking lateral transfer under
10% quota, vacancies may be transferred to open market.
(ii) Seniority: staff who are transferred to other Departments against 10%
Quota [para 179(xiv)(ii)above] will count half the length of continuous
service for seniority in the new cadre in which they are absorbed.
9. Volunteers may indicate the choice of their posting which will be decided based
on the seniority cum preferences of choice. However, employees. so selected for
the post of Points Man-B in Operating Department and Assistant (S&T) in
S&T department and Assistant Loco Shed(Helper) EMD/DSL of Mechanical
Department, may be posted at any unit/station if there is no post
left of their choice. They should be ready to accept.
10. They will not seek retransfer to their parent post/department.
11. Merely applying for the above intake will not confer any automatic right on the
employees for such transfer which is subject to fulfillment of all laid down
conditions and exigencies of service.
12. The railway administration reserves the right to modify/ cancel in part of
whole of the proposed transfers in exigencies of service or any other matter
deemed fit.
13.The staff should submit their application in the proforma enclosed to this letter.

15.Staff who have remained absent from work/duty for a long period of time, un-
authorized need not apply for the above transfer/intake. Their applications
should not be forwarded, concerned supervisor should ensure.
16.The volunteers so selected have no claim for absorption which lies purely with
the screening committee.
17.They should be prepared to go on transfer in Pointsman-B (Operating
Department)/Assistant (S&T) Department & Assistant Loco Shed, EMD DSL of

Mechanical Department category if so selected, in Level-01 in 7 th PC pay
matrix.
18.In case of employees in erstwhile Group “D” who are presently working in the
hierarchy of grade higher than 1800(GP) under MACP scheme are also eligible
to apply.
Applications along with the updated SR extract of eligible staff fulfilling
the above terms and conditions may please be sent in one bunch so as to
reach this office on or before 28.06.2024.
The applications received after the target date will not be entertained in any
circumstances and the controlling officers are hereby advised to collect all the
applications and send in one bunch of the same before target date duly verifying/
certifying the correctness of data/details furnished in the application. Entries
available in the employees SR regarding Educational Qualification, Date of Birth,
Community and grades, etc will only be considered.
Wide publicity may be given within the division for the above notification.
