Ref: - 1. Guidelines of Oct. 2001 regarding management, operation and maintenance of CETP published by CPCB. 2. Performance audit of MPCB for 2017-2022 carried out by Office of the Principal Accountant General ( Audit)-Il, Maharashtra During the performance audit period (2017-2022) audit officials had raised issue of non levy of penalty against defaulting industries in CETP Thane Belapur industrial area and industries in MIDC Waluj area There are various Common Effiuent Treatment Plant (CETP) operating in the state of Maharashtra, These CETP are having their team who are collecting industrial effluent samples of their member industries regularly in the absence of MPCB officers. After collection of these samples, said samples are analyzed by CETP in their own laboratory. CETP is observing industries which are discharging effluent which are exceeding the permissible limit into CETP inlet. And thus CETP is generating the record of such defaulting industries. This data/record of defaulting industries is regularly communicated to MPCB for further action. However it is observed that some of the CETP's are not communicating their data to respective RO& SRO in time on regular basis. In view of above, all CETP’s shall regularly submit their information about defaulting industries to respective RO& SRO in time on regular basis in the first week of every month Itis directed to all RO/SRO to collect the effluent samples of those industries which are communicated by CETP’s as defaulting industries ie which are discharging effluent having COD of more than permissible limit into CETP inlet as per the guidelines issued by CPCB in this regard. After the receipt of report from MPCB laboratory, further necessary legal action shall be initiated against above said defaulting industries and. action taken against these industries shall be communicated to CETP.
