Subject: Proposal for Collaboration with MCED for Entrepreneurship Development Programmes
Respected Shri. Bagade Sir,
Greetings from Pathfortune!
Following our recent presentation and in-depth verbal discussions, we are pleased to
formally submit this proposal for collaboration with MCED to jointly conduct Entrepreneurship
Development Programmes (EDPs) across Maharashtra. This proposal reflects our shared intent to
empower diverse communities through structured, outcome-driven training and enterprise support.
At Pathfortune, we are committed to enabling inclusive growth through skill-based and
entrepreneurship-oriented training programs. Our strength lies in effective mobilization, delivery,
and handholding—backed by a wide network of trainers, partner institutions, and on-ground
support teams. We have built our presence across various geographies and have successfully
executed training programs across sectors in collaboration with public and private stakeholders.
Beneficiary Categories
The proposed collaboration will cater to a wide spectrum of aspiring entrepreneurs, with
focused outreach to:
• Women Entrepreneurs
• Youth (including college students and dropouts)
• Divyang Jan (Persons with Disabilities)
• Scheduled Castes (SC) and Scheduled Tribes (ST)
• OBC and Nomadic Tribes
• Economically Weaker Sections (EWS)
• Rural Artisans and Informal Sector Workers
• Senior Citizens with entrepreneurial interest
• Any other category identified by MCED or Government initiatives
Our aim is to ensure maximum inclusion and equitable access to entrepreneurship opportunities.
MCED’s Role in the Collaboration
• Course & Content Approval: Final approval of EDP course content.
• Training Certification: MCED will issue certificates to each trainee upon successful
completion, with “In Collaboration with Pathfortune” mentioned as the Training Partner.
• Honorarium & Batch Structure: ₹300 per candidate per training day.
• Timely Certification & Payment: Certification process to be initiated immediately post-batch,
with Pathfortune releasing payment to MCED within 8 working days of completion.
• Course Listing: All MCED-approved courses under this partnership will be listed on MCED's
official website.
• Support Beyond Training: MCED will assist in handholding candidates through the
preparation of DPRs and bank loan facilitation, as applicable.
• Monitoring & Quality Control: MCED may conduct spot checks, documentation audits, or
other forms of monitoring as needed.
Pathfortune’s Role & Responsibilities
• Mobilization: Responsible for full-scale mobilization of candidates across Maharashtra
through community outreach, institutional partners, and digital channels.
• Funding Responsibility: Training fees will be covered either by the candidate (self-funded) or
via third-party sponsors (corporates, ULBs, NGOs, CSR, etc.). No financial dependency on
MCED is expected.
• Client-MCED Relationship: There will be no direct financial or transactional interaction
between clients and MCED. All coordination, scheduling, and delivery will be managed by
Pathfortune only.
• Program Communication: Details of each client’s training requirement will be formally
shared and aligned with MCED before program initiation.
• Reporting & Documentation: Compliance with documentation standards including
attendance, feedback forms, batch reports, and photographs will be ensured.
• Projected Annual Enrollment: Target of 25,000 beneficiaries per year through various
training formats.
We believe this collaborative model has the potential to significantly contribute to Maharashtra’s
entrepreneurship ecosystem by nurturing local talent into viable enterprise owners. We request
MCED's support in formalizing this collaboration through a Memorandum of Understanding (MoU).
