DRAFT RESOLUTION 1.1

of India, Republic of Singapore, Socialist Republic of Vietnam, State of Japan

A hereby,

Recognizes the increasing energy demand in the ASEAN region and the role of
renewable energy in ensuring long-term energy security,
Acknowledging the need to address gaps in infrastructure and investments to expand
renewable energy sources,
Guided by the goals outlined in the United Nations Sustainable Development Goal 7
(Affordable and Clean Energy),
Noting with concern the heavy reliance on fossil fuels in several ASEAN Member
States, contributing to environmental degradation and energy insecurity,
Affirming that renewable energy technologies such as solar, wind, and hydropower
are viable options for enhancing climate resilience and energy security,

Hereby resolves to,


I.​ International Cooperation
1.​ Proposes the creation of a definition for ‘energy security’ in the context of ASEAN,
which will be done in reference to pre-existing international guidelines such as from
the International Energy Agency (IEA) and in regional dialogues such as from
ASEAN Plan of Action for Energy Cooperation (APAEC);
a.​ This definition would only be used in ASEAN-level discussions,
2.​ Encourages the establishment of a cloud-based virtual innovation hub dedicated to;
a.​ Launching pilot projects in solar, wind and hydropower,
b.​ The collaboration between engineers and scientists to merge ideas to form
innovative technology efficiently in real time without physical limitations or
boundaries,
c.​ The cooperation between policy makers and legislators to communicate
alongside the engineers to ensure eco-friendly bills are passed,

II.​ Capacity Building


1.​ Recommends GANGNAM (Global Advancement Normalization for Green Net-Zero
Approaches and Management) Framework for capacity building through;
a.​ Recommending policies to streamline a green technology IP exchange
platform to facilitate innovators' research and development for new green
technologies, ensuring the exclusive rights of local industries, granting more
widespread access and manufacturing capabilities for renewable energy
among LEDC’s,
b.​ Encouraging member states to facilitate human resources developments
through joint vocational training programs, knowledge-sharing, as well as
international collaboration through exchange programs of volunteers, trainers,
and workers alike centred in MEDC's with labor shortages to equip each
nation’s workforce with the appropriate skills and competencies to maximize
renewable energy manufacturing and implementation as ASEAN and its
observer states, keeping in mind a fair distribution of workers as well as return
incentives to stay mutually beneficial and keep international relations
harmonious,
c.​ Suggesting regulatory reforms to enhance regional grid interconnection and
smart grid modernization, improving the efficacy, stability, and reliability of
smart grid integration, as well as standardizing the technical standards for
cross-border electrical trade to achieve energy security through diversifying
green technology,
2.​ Calls for the establishment of an investment pool from ASEAN+6 countries for the
“JADE Bridge Award” - a scholarship program that bridges ASEAN+6 countries
together by allocating annual scholarships for up to 10,000 students throughout
ASEAN who are aspiring to work in renewable energy fields,
a.​ The number of students may be subject to change depending on the annual
performances of each nation’s students,
3.​ Emphasizes that the human resources development should focus on targeted training
in both technical and soft skills, supported by mentoring and education programs
through;
a.​ Establishing knowledge-sharing systems that promote continuous learning,
while monitoring and evaluation ensure progress, accountability, and
long-term impact,
4.​ Encourages the launch of the Global Clean Energy Workforce Exchange and
Specialization Program (G-STEP) under the ASEAN Clean Energy Workforce
Initiative (ACEWI) as a rotational talent accelerator, which:
a.​ Offers 30-50 professionals per ASEAN member State annually 6-9 months of
specialized clean energy training in accredited institution and field sites in
MEDCs with expertise tracks in geothermal energy, and climate resilient
hydropower,
b.​ Followed by structured integration through national ACEWI offices; wherein
graduates return as national trainers or project leaders to multiply knowledge
and capacity locally,
5.​ Calls upon contributing countries of the investment pool to submit a report every year
on the coefficients of their nation’s students to ensure a fair allocation of the
scholarships,
6.​ Prioritizes the inclusion of LEDCs through vocational training and capacity-building
programs—certified under ASEAN’s energy competency framework—to upskill an
estimate of 5,000 technicians in agritech, grid operations, and renewables installation
by 2026, enhancing rural microgrid technology access by mobile demonstration units
and local finance facilities that offer small-scale grants for community energy
enterprises,
7.​ Recommends integrating AI technology interconnectivity for the power grid to
balance energy distribution, for secure and flexible management,
8.​ Demands to expand research and development facilities, especially in rural areas and
disaster-prone areas, such as coastal areas and forests,
9.​ Further calls upon including climate-proofing standards in upcoming infrastructure
projects under a shared regional protocol to prevent losses while enhancing project
reliability,

III. Funding and Investment


1.​ Encourages the creation of a multilateral investment program called the ASEAN
Renewable Energy Investment Platform (AREIP), which allows ASEAN+6 members
and stakeholders to donate funds to support renewable energy projects;
a.​ The platform will be held and administered by ASEAN, with funding being
supported by engaged stakeholders and member states, and held centrally by
the ASEAN Secretariat,
b.​ The list of renewable energy projects will be included in the official ASEAN
website with details of each project, dates and the country accountable for
each project, however different donation mechanisms will be made depending
on the engaged stakeholder,
c.​ Projects shown will be based off a criteria developed by the ASEAN Center
for Energy,
2. Supports catalyzing regional renewable energy and resilience projects, disbursing funds
from MEDCs through concessional loans, grants and guarantee instruments targeted at
ASEAN member states,
3. Recommends maximizing smart grid infrastructure and its efficacy to attract investors
with factual data of progress, fostering collaboration with Public-Private Partnerships (PPP’s)
and innovative financing models,
4. Further encourages the launch of the cloud-based virtual innovation hub to connect
private investors and MEDCs to manage sufficient renewable energy funding, with an
indicative investment ratio of 60% from MEDCs and 40% from private investors to ensure
balanced financial cooperation.
