1. [1) This Act may be called the Sindh Safe Blood Transfusion Shorttitle,

(vJ "prescribed" means prescribed by rules or regulations;

(w) "processing'i pean,s anlr step in the ilreparation of a blood


component carried out betw€bn the collection of blood
and its storage;

(xJ "reciprent" means a person \vho recerves Lrarrsiusion uf


blood or blood cbmponents;

[y] "responsible person" in a biood establishmerrt shali be


accountable for ensuring [hat_ every unit of blood or
blood components has been collecteci and cested,
rvhatever lts intended pLlrpose, and processed, stpred,
disrribured and issLred, when inrencled for transfusion, in
_ compliance n,i[h the provisions of fhis Act, the.rules, and
the regularions;

(zJ "rules" means rr.rles made under t'his Acr;

(aa) "Safe blood" means hunran blood or blood prociucts


which, baseo on esrablished testing methods, have tesred .

negative [or I-ll\/, I-lepatitis B and C viruses or other


yiruses or infective agents, like malarial parasites and
treponema palladium (syphilii) and/or such other
viruses or infective agents as the Sindh Government may,
by notificarion in the official Cazene, specify;

centre establishes and maintains a quality sysiem;

5. (1) Government shall appoint the Secretary of the Authority of Appointment of
