The United Nations General Assembly,
Recognizing the rapid advancements in emerging technologies and their potential
to revolutionize various industries and improve our lives,
Aware of the ethical concerns associated with these technologies,
Deeply regretting the use of emerging technologies for terrorist purposes,
Keeping in mind the inherent responsibility to ensure that the advancements in
technology serve the benefit of humanity and do not lead to the erosion of the
fundamental human rights,
Emphasizing the role of the International Telecommunications Union in promoting
global collaboration and cooperation on technology related issues,
Fully aware of the local realities and landscape where technologies could add a
value and where and how it could also have a negative consequences,
Deeply concerned about the potential negative consequences of automation on
workers and communities,
HEREBY RESOLVES TO,
1. Calls for the creation of a Global Task Force on Emerging Technologies,for :
I. Creating a platform for experts from diverse fields to communicate,
II. To facilitate international collaboration, information sharing, and policy
coordination;
2. Encourages member states to actively participate in and support the work of
the Task Force to :
I. Ensure a comprehensive and inclusive approach,
II. Promote diverse perspectives and experiences;
3. Requests the development of international norms and cooperation
mechanisms to enhance cybersecurity and protect against potential threats :
I. Formulating standardized cybersecurity protocols and best practices,
II. Establishing a collaborative information-sharing network among member
states;
a. Encourages member states to adopt policies that promote equal access
and benefits for all segments of society :
I. Promoting inclusive educational initiatives,
II. Economic opportunities for all people - Irrespective of their communities;
4. Recommends driving public awareness, knowledge, and understanding of
emerging technologies including their benefits, risks and terminology in the
citizens of countries :
I. Implementing educational programs to enhance public understanding,
II. Cultivating a culture of responsible technology use through awareness
campaigns;
5. Supports emergence of new startups due to emerging technologies providing
employment opportunities :
I. Encouraging entrepreneurship in emerging technology sectors,
II. Ensuring equal opportunities for entrepreneurs from diverse backgrounds;
6. Further recommends designing and developing technologies with privacy as
a core principle ensuring that data protection is considered from the outlet :
I. Integrating privacy-by-design principles into the development process,
II. Establishing robust data protection measures in line with international
standards;
7. Encourages implementing Artificial Intelligence in areas like Disaster
Management, Cybersecurity, Education, Medicine, Transportation,
Communication and such other fields to increase productivity :
I. Leveraging AI for real-time disaster response and management,
II. Integrating AI into educational systems to personalize learning experiences;
8. Urges all member states to follow the cybersecurity standards developed by
the ITU :
I. Adhering to internationally recognized cybersecurity best practices,
II. Working with the ITU to address evolving cybersecurity challenges;
9. Calls for the adoption of this resolution by the committee “International
Telecommunications Union” to pave the way for a collaborative and
responsible approach to emerging technologies :
I. Establishing a unified international framework for the responsible
development and deployment of emerging technologies,
II. Facilitating ongoing dialogue and cooperation among member states through
the ITU.
