INSTRUCTIONS TO BIDDERS
Subject: Contract for Housekeeping & Equipments Cleaning at PPS-III, Bawana.
1. Contract Period: 04-months.
2. Demand Draft / Pay Order / BG / ECS receipt of Rs.33,000/- only (Rupees Thirty Three
thousand only) in favour of PPCL payable at New Delhi (Vendors availing exemption should
submit self attested photocopy of valid NSIC/SSI registration certificate) to be submitted.
3. Earnest money deposit (EMD) of requisite value as specified in separate envelope should be
submitted in the office of GM (C&M), failing which offer are liable for rejection. Only bids of those
vendors shall be considered who has submitted valid EMD / EMD exemption certificate (Small Scale
Industries registered with NSIC/State Directorate of Industries/ MSME) / ECS receipt in physical
form in our tender box / C&M office within 5 working days of bid opening. Physical EMD (Vendors
availing exemption should submit self attested photocopy of valid NSIC / SSI / MSME
registration certificate) / ECS receipt to be submitted in TENDER BOX PLACED AT
PRAGATI POWER STATION – 1 PLANT GATE, IN FRONT OF CISF OFFICE.
4. EMD may be furnished, details of which uploaded on web site, in any of the following forms.
(a) Demand Draft in favour of PPCL
(b) Bank Guarantee from a Nationalized Bank /scheduled bank irrevocable and operative till the
validity of the offer as per standard Proforma.
(c) ECS may be done on https://www.onlinesbi.com/sbicollect/icollecthome.htm?corpID=8540, link
available on IPGCL-PPCL website.
No BG shall be accepted for EMD amount upto Rs. 25,000/-. In the NIT, it should be clearly
stipulated that the vendors should submit EMD in a separate marked envelop and not to enclose the
same with any part of the quotation. No request for adjustment of earlier dues in place of EMD shall
be entertained.
Note: No BG shall be accepted for EMD amount up to Rs. 25,000/-.
5. The earnest money will be forfeited on revocation of offer before the expiry of validity of the
tender or on refusal to enter into the contract after award is made by IPGCL/PPCL to the Tenderer.
6. Small Scale Industries registered with NSIC/State Directorate of Industries/ MSME shall be
exempted from the payment of Earnest Money Deposit / Tender Fee, provided the quoted value of
the tender is within the monetary limit for the said unit set by NSIC/ State Director of
Industries/MSME. Tenderer seeking exemption should enclose a photocopy of valid registration
certificate preferably attested by Gazetted Officer / Magistrate Ist class, notary public giving details
such as validity, stores and monetary limits failing which they run the risk of their offer not being
opened.
7. If the bidder submits EMD in physical form and doesn’t submit online bid and also not intimate
regarding non-submission of online bid by bid submission date, their EMD may be forfeited.
8. The Bidder should ensure that Tender Number, Subject & EMD details should be clearly written on the
face of EMD envelop & submit the same in TENDER BOX placed at PRAGATI POWER STATION–1
Plant gate, in front of CISF office.
9. Bidders are requested to attach scanned copy duly signed and stamped RFQ as well as NIT
documents for acceptance of all Scope of Works and Terms & Conditions of the tender.
