6. A mechanism or certification process may be included in the PC-1 to ensure strict
adherence to the implementation schedule.
7. Approval from the Board of Directors (BoD) of NTDC should be incorporated into
the PC-1 documentation.
8. Feasibility studies that reflect the revised scope of the project may also be
included in the PC-1.
9. NTDC may provide clarification regarding the reasons for delays in project
execution. The timeline reflects that the Project Administration Manual issued by ADB in
September 2017 required NTDC to issue tender documents by the last quarter of 2017. The
project agreement was signed on 20.03.2018. Furthermore, ADB's Procurement Plan dated
14.02.2019 explicitly stated “Prequalification of Bidders: N” for the SCADA project. The
contract was eventually awarded on 27.03.2021, as noted in the PC-1. The contract
completion date in the PC-1 is 24.06.2025, while NTDC has indicated an expected completion
date of 31.07.2025. NTDC may clarify above & also whether any extension has been granted
to the contractor to meet this revised timeline.
10. The Ministry of Energy (Power Division) may review and evaluate the responses
and justifications provided by NTDC regarding the delays and related matters.
11. NTDC should submit quarterly progress reports to the Ministry of Energy (Power
Division) to ensure continuous monitoring and adherence to the approved implementation
schedule.
12. Consent from the donor agency should be obtained for any proposed extension
of the loan period and for any additional financial requirements. This should include the
provision of a No Objection Letter (NOL), as applicable.
