PABLO, TABONTABON LEYTE
There are many importance, advantages and factor of having a streetlight on some
areas of a certain barangay. Streetlight play a crucial role in modern society providing
illumination to roads, pathways and public spaces during night. Streetlights also enhance the
attractiveness of the urban areas, making them more attractive. The advantages or benefits of
an streetlights includes the enhanced safety and security of the barangay. Community
Streetlights provide bright and uniform illumination ensuring that roads and public spaces
safe as well as the residents of the community because of the streetlights.
For us citizen of Brgy. San Pablo, Tabontabon Leyte, it is important to have more
streetlights in some areas of our barangay because it helps us reduce robberies and crimes
that often happen in the dark. It also helps us by guiding us whenever we want to go in the
dark safely and without danger. Having more streetlights also helps us in terms of paying the
electricity bills because having more streetlights can ease the amount of electricity bills
because we don’t have to use electricity much since there are streetlights.
The root purpose of streetlights is to assist drivers, pedestrians, and cyclist in finding
their way in the dark. Safety and security are essential needs of every community. Driving or
walking outside at night hours is more dangerous, that is why we need streetlights especially
to homeless parts of the barangay. Feeling of unsafety and fear of crime are common feelings
among many people in residential areas. Streetlights is recognized as the most important
environmental features that influence subjective perception of safety in dark, but barangay
areas are still not knowledgeable enough about how we badly needed streetlights and how it
will help people if we will have it.
According to Clarke (2008), improved streetlights is widely thought to be an effective
means of preventing crime, second in importance is only to increased police presence.
However, based on the study published in 2015 in the Journal of Epidemiology and
Community Health found that streetlights prevent accidents but do costs a lot of money.
Do you think it is necessary to have an additional of street lights here in our barangay?
Yes, or no? Why? According to Hon. Kristine May Oliva (Sk Chairman) “Yes, because it is
important to all people of the barangay. Having a streetlight is the most important things to
have in different communities. While Hon. Benjamin Esmeno (Brgy. Councilor) said that
“Oo, para maging maliwanag ang barangay road at paligid”. And according also to Hon. Mila
C. Eslopor (Brgy. Captain) “Oo, kailangan madagdagan para maliwanag lahat ng mga
kalsada

para na sa safety ng mamayan lalo na sa mga bahay na nasa dulo o malayo sa kalsada”. For
you, what are the benefit of having a more streetlight in our barangay? Acording to Hon.
Kristine May Oliva (Sk Chairman) “The benefits of this is that we can avoid accidents”.
While Hon. Benjamin Esmeno(Brgy. Councilor) said that “Para mabawasan ang krimen sa
kalsada at maiwasan ang pagnanakaw”. And according also to Hon. Mila C. Eslopor (Brgy.
Chairman) “Mga benepisyo ay mababawasan ang krimen kaligtasan at safety ng motorista,
safety ng mga estudyante sa gabi”. Who are those people that can benefit this project?
According to Hon. Kristine May Oliva (Sk Chairman) “All individual people not only people
of the barangay”. While Hon. Benjamin Esmeno(Brgy. Councilor) said that “Buong
komunidad ng barangay at motorist na dumadaan dito”. And according also to Hon. Mila C.
Eslopor (Brgy. Chairman) “Hindi lang ang mga mamayan ng barangay ang makinabang dito
pati rin ang ibang mga tao sa ibang lugar na dadaan sa barangay”. What are the challenges
that you encounter in constructing/providing an additional streetlight here in our brgy?
According to Hon. Kristine May Oliva (Sk Chairman) “I think the mere challenges is that if
that project cannot be approved, slow on constructing streetlights and having no enough
supply of materials”. While Hon. Benjamin Esmeno(Brgy. Councilor) said that “Para maiwas
iwasan ang may binabalak gumagawa ng masama sa daan at para din maliwanag at
maaliwalas ang paligi”. And according also to Hon. Mila C. Eslopor (Brgy. Chairman) “Mga
hamon, bukod sa mahal na bayad sa kuryente, nagmahal din ang materyales at yung iba hindi
nagbibigay ng deed of donation sa lupa na lalagyan ng streetlights”. What do you think is the
main goal of adding more streetlights in our barangay?According to Hon. Kristine May Oliva
(Sk Chairman) “For me, the main goal in adding more streetlights is that we can avoid
accidents and having a light to those road we walk”. While Hon. Benjamin Esmeno(Brgy.
Councilor) said that “Para maging maliwanag ang kalsada at maiwasan ang disgrasya at
krimen”. And according also to Hon. Mila C. Eslopor (Brgy. Chairman) “Ang layunin ng
pagdagdag ng streetlights ay para sa mga mamayan na maging safe sa gabi maiiwasan ang
krimen at magbigay Liwanag sa lahat na dumaraan”.

The proposed solution to reduce the lacking of streetlights in a barangay is the Liter of
Light. With the help of recycled plastic bottles filled with winter and a little bleach, lights are
installed in the street of impoverished communities in the Philippines and around the world at
a low-cost night lightning system. The goal of Liter of Light is to provide inexpensive
lightning that can be produced and distributed locally. Homes in underprivileged areas can
now have high-quality lightning thanks to Liter of Light’s use od inexpensive, easily
accessible materials. While the barangay’s streetlights are still being installed, the residents
use this Liter of Lights as temporary source of nighttime lightning.

LEVEL 2 WATER SYSTEM


There are many importance, advantage and factor of having water system in every
barangay. Water is an essential resource for life, and its availability and quality play a vital
role is sustainable development. To ensure a thriving and resilient future, it is crucial to
recognize the significance of water infrastructure in supporting sustainable development
goals. Safe and readily available water is important for public health, whether it is used for
drinking, domestic use, food production or recreational purposes. Improved water supply and
sanitation, and better management of water resources, can boost countries economic growth
and can contribute greatly to poverty reduction (www.linkedin.com)
As a resident of barangay San Pablo with a drinking water installed in our home or
business, we never have to worry about the quality of water from the faucets. It is much more
convenient to be able to drink water without any concerns about its quality, without having to
go out and look for water from another source. This water system can also reduce our
exposure to a huge variety of contaminants that are present in tap water in tap water, but also
dirt and sediment, organic impurities and chlorine, all of which can be potentially harmful
when they build up in our body.
The factors affecting water supply or water system are over abstraction - when water is
being used more quickly that it is being replaced. Water transfer -schemes attempt to make up
for water shortage by constricting elaborate systems of canal pipes etc. Geology this affect
where water it stoved and the location of aquifers and groundwater. Climate influences the
availability of rainfall, snowfalls and rates of evaporation. Climate can vary over time, with
wetter and drier periods, hotter and colder periods. River system move huge quantities of
water from where it falls as rain towards seas and lakes. River system can dry upon arid
zones, so can be unreliable as source of water.
In 2020, the United Nations, through Resolution no. 64/242, recognized the human
rights to water and sanitation and it's being essential to the realization of all human rights
(United Nations General Assembly 2012). In 2016, water and sanitation were promoted to a
full pledge goal as the sustainable development goals no. 6 to ensure availability and
sustainable management of water and sanitation for all.

The country exceed the millennium development goals 2015 target of the proportion of
families with access with safe water (NEOA 2017, 139). However, there were still 1.2 million
households with no access to safer water. This motivated the country's continued commitment
to this goal by identifying water resources as a priority area in the Philippines Development
Plan (PDP) of 2017- 2022's goal of accelerating infrastructure development. For the
decentralized Philippine Government, local government units LGU's are primarily
responsible for the delivery of water services such as through artusian wells and water supply
systems Republic of the Philippines 1991, Sec17. b.vii
According to the international fund for agricultural Development (I.FAD 2006).
Moriarty and Butterworth (2003) proposed a conceptual framework to study the impacts of
rural water supply on livelihood of the user community
Yes, I believe it is necessary to have a water system in our barangay. A water system
provides a reliable source of clean drinking water for the residents,which is essential for their
health and well being. The benefits of having a water system in our barangay are numerous:
Clean drinking water, a water system provides a reliable source of clean drinking water.
environmental benefits a water can reduce the risk of water born diseases, improve sanitation
and promote sustainable development.
The individuals that can benefit in this water system supply are the residents of the
barangay, business, agricultural sector, educational institution . The challenges we encounter
a level 2 water system are funding,constructing water system can be expensive. Community
acceptance, the community may be resistant to the construction of water system. The main
goal of a level 2 water system is to provide a reliable source of clean drinking water to
residents of the barangay, while also promoting economic development and environment
sustainability.

Indeed, I think that every barangay need to have access to water. A water system gives
the occupants a consistent supply of claen drinking water. A water system can also be used to
support economic development, improve the environment and raise community standard of
living. There are several advantage to having a water system one of them is better quality of
life,a water can offer a consistent supply of clean water for domestic needs like cleaning,
cooking and bathing. The people or organization that can gain in this water system are
resident's, Business, agriculture division and haelth care Industry.
