categories consequent on formation of Panchayat Clusters - Orders – Issued.

O R D E R:
In the G.O. 1st read above, 21,809 posts of Panchayat Secretaries were created at the rate of one
Panchayat Secretary for each Gram Panchayat consisting the Revenue and Panchayat functions at
Gram Panchayat level.
2. In the G.O. 2nd read above, Andhra Pradesh Panchayat Sub-ordinate Service (Supplementary)
Rules were issued for these posts. In the G.O. 3rd read above, service rules were issued for the
post of Panchayat Secretary. The existing categories of Panchayat Secretaries as per G.O. 3rd read
above are as follows:

Panchayat Secretary By transfer from surplus man power pool provided by Finance
Department.
7. Category – VII
Panchayat Secretary On transfer from the cadre of qualified Village Servants.

3. In G.O.4th read above, orders were issued creating a new Revenue functionary (Village Revenue
Officer) in Revenue Department at the village level initially transferring 6752 Panchayat
Secretaries who were originally Village Administrative Officers to Revenue Department. After
transfer of the above posts to Revenue Department the cadre strength of Panchayat Secretaries
posts in Panchayat Raj Department is 15,057.
4. Government have constituted a Group of Ministers in G.O.Rt.No.1916, Revenue (Ser.II)
Department dated:26-11- 2004 to study and recommend the Revenue and Panchayat Raj
Administrative apparatus at the grass root level for an effective and good governance. The Group
of Ministers, besides others,
has recommended that the existing Revenue and Gram Panchayats should be arranged into
Revenue Village Clusters and Panchayat Clusters and these Clusters should be Coterminus as far as
possible so that Revenue Department and Panchayat Raj Institutions are able to meet their
respective staffing requirements to great extent by utilizing the functionaries that will be
available after re-transferring the
erstwhile staff of the Revenue Department. The Group of Ministers felt that while the ideal
situation would be to have at least one Government functionary in each village, a realistic
estimates of the work load, population to be served and the average distance which ordinary
citizen would have to travel to
meet this Governmental functionary need to be kept in mind while working out the new system.
After studying the issue in detail, the Group of Ministers have recommended for formation of
12,395 Panchayat Clusters. In the G.O.5th read above, orders have been issued for formation of
12,395 Panchayat Clusters
having 5000 population and 5 K.M. radius in plain areas and 2500 population and 2.5 K.M. radius in
Hill areas. However the existing number of Gram Panchayats i.e. 21,809 shall remain the
same.
5. Consequent on formation of Panchayat Clusters, it has become necessary for restructuring the
administrative set-up at village level for effective functioning. Therefore, it has been decided to
regroup the existing categories of Panchayat Secretaries into four (4) categories as follows:
1. Panchayat Secretary
Grade-I in the scale 7770-18575 Merging the post of Panchayat Secretary categories I,II and III
2. Panchayat Secretary Grade-II in the scale 5200-11755 Panchayat Secretary category IV
3. Panchayat Secretary Grade-III in the scale of 4825-10845 Panchayat Secretary category V
and VI (Other than those who are in the Record Assistant Scale and below)
4. Panchayat Secretary Grade-IV in the scale of 4260-9520 Panchayat Secretary Category VI
with Record Assistant Scale and below and Panchayat Secretary category VII ……3

6. Based on the income of the Panchayat Clusters, it has been decided that the cadre strength of
Panchayat Secretary shall be as follows:
Income of the Cluster Panchayat Category Cadre Strength Above 10.00 lakhs Panchayat Secretary
Grade –I 2166 Above 5.00 lakhs and below 10.00 lakhs

Panchayat Secretary Grade –II 1546 Above 3.00 lakhs and below 5.00 lakhs Panchayat Secretary
Grade –III 3849
Below 3.00 lakhs Panchayat Secretary Grade – IV 4834
Total 12395

7. As per G.O.Ms.No.425, Finance (SMPC) Department, Dated.24-11-2008, the cadre strength of


Panchayat Secretary is 15,057. After posting of 12,395 Panchayat Secretaries for each Panchayat
Clusters, the remaining 2,662 posts of the Panchayat Secretaries will be utilized in Major Gram
Panchayats in the time
scale of Rs.4825-10845.
8. Accordingly Government hereby issue the following orders:
(1) The existing categories of Panchayat Secretaries are regrouped from 7 categories to 4
categories as follows:
1. Panchayat Secretary Grade-I in the scale 7770-18575 Merging the post of Panchayat Secretary
categories I,II and III

2. Panchayat Secretary Grade-II in the scale 5200-11755 Panchayat Secretary category IV

3. Panchayat Secretary Grade-III in the scale of 4825-10845 Panchayat Secretary category V and
VI (Other than those who are in the Record Assistant Scale and below)

4. Panchayat Secretary Grade-IV in the scale of 4260-9520 Panchayat Secretary Category VI with
Record Assistant Scale and below and Panchayat Secretary category VII

(2) The cadre strength of Panchayat Secretary shall be as follows:


Income of the Cluster Panchayat Category Cadre
Strength Above 10.00 lakhs Panchayat Secretary Grade –I 2166
Above 5.00 lakhs and below 10.00 lakhs Panchayat Secretary Grade –II 1546

9. As per G.O.Ms.No.425, Finance (SMPC) Department, Dated.24-11-2008, the cadre strength of

10. This order issues with the concurrence of Finance (SMPC) Department vide
