                 General Admission Rules for M.Tech. Courses w.e.f. 2014-2015
1. That the new policy of admission 60% of total non sponsored seats to be earmarked for current year
    B.Tech / MCA students of the University of Calcutta: -marked as CATEGORY- “A” & the
    remaining 40% of total non sponsored seats be opened to both Non C.U. students & all CU students
    like, the current year B.Tech / MCA C.U. students, previous years C.U students** & C..U. other
    disciplines students** - marked as CATEGORY - ”B”
  ** CU students passed qualifying examination more than four years ago without valid Gate qualified
  certificate are not eligible to apply in 2 Yr. M.Tech. Courses, if otherwise eligible.
   For Eg. For the year 2104 CU previous year student Passed qualifying examination on or after 2010
   may apply and the candidate passed before 2010 must have valid Gate qualified certificate i.e ( Gate
  qualified in the year 2013 & 2014) in the relevant subject.
   Selection Procedure : Selection will be made on the basis of merit.
2. For Category A : Merit list of C.U. current year B.Tech./ MCA students (if eligible) those are
   exempted from Entrance Test and OR Interview under Category-A , 70% weightage to be given on
   the GATE marks obtained (out of 100) & 30% weightage to be given on the marks obtained in the last
   qualifying examination. The above mode of selection under Category A is applicable for 2 Yr.
   M.Tech. course in RPE, VLSI, CSE, IT, EE, ICE, OO, CE, PST, CR, OT, PT, PF, & TT. Where valid
   GATE qualified score is not mandatory, the marks obtained in GATE will be considered though not
   qualified in GATE. C.U. current year B.Tech. / MCA Students can apply in both Category A & B.
   Valid GATE qualified Score is not mandatory for C.U. students if specially mentioned.
3. For Category B : Merit list of both C.U. & Non C.U. Students under Category B ; 70% weightage
   to be given on the GATE marks obtained (out of 100) and 20 % weightage to be given on marks
   obtained in the Entrance Test & rest 10% weightage on Interview. The above mode of selection in
   Category B is applicable for 2 Yr. M.Tech. Course in RPE, VLSI, CSE, IT, OO, EE, ICE, CE, PST,
   CR, OT, PT, PF & TT . Where valid GATE qualified score is not mandatory, the marks obtained in
   GATE will be considered though not qualified in GATE.
4. Selection Procedure (2- Year Full Time M.Tech course in BMI) [ Non Sponsored]
   To prepare Merit list of both C.U. & Non C.U. Students ; 70% weightage to be given on the GATE
   marks obtained (out of 100) and 20 % weightage to be given on marks obtained in the Entrance Test
   & rest 10% weightage on Interview.
   MBBS candidates to be selected through interview only. Classification of Category-A & Category-B
   are not applicable.
5. Selection Procedure (3- Year Part Time M.Tech courses) [ Non Sponsored]
   All eligible candidates have to appear in Entrance Test and Interview. Final merit list will be prepared
   based on weightage in Entrance Test marks (30%) + B.Tech. marks (20%) + marks at HS or
   equivalent (10+2) level (best four subjects excluding EVS) (20%) + account of service (10%) +
   Interview (20%) [ in service candidate -10 marks , without service candidate – 0 marks]. Certificate of
   employment, duly signed by an appropriate authority in the following prescribed proforma must
   accompany the application form , without which the weightage for ‘ in service’ will not be included.
6. Selection Procedure [ Sponsored ] for both 2 Yr. & 3 Yr. M.Tech. Courses
   All eligible candidates have to appear in Entrance Test and Interview..Final merit list will be prepared
   based on weightage in Entrance Test marks (30%) + B.Tech. marks (20%) + marks at HS or
   equivalent (10+2) level (20%) ( Best four excluding EVS) +. Interview (30%). Qualifying score for
   Sponsored candidate should be 50% out of total score (100). GATE is not required in Sponsored
   Category and there shall be no weightage on GATE.
7. On the basis of Score obtained in Entrance Test and weightage of GATE, the candidate under
    Category B will be called for Interview (where applicable) subject to cut-off score to be decided by
    the respective Departments. Cut-off score may vary Category to Category.
    Entrance Test :
8. MCQ type examination and answer in OMR sheet shall be applicable for the courses RPE,VLSI,
    VLSI (PT) CSE, IT, EE, ICE, OO, EE( EP)-PT & ICE-PT, CEA-PT,BMI, CE, PST.
9. The Entrance Test will be of MCQ type with OMR answer sheet of 1.30 hours duration. Full marks for
    each Entrance Test will be of 100. Number of questions in each test will be of 50 (marking as 1 to 50)
    and each question should have four options of answers (marking as A, B, C, and D) of which one will
    be correct answer. For each correct answer scoring will be +2 marks and for each wrong answer
    scoring will be -0.5 marks and zero for no try.
10. Subjective and objective type question and answer in blank answer sheet of 1.30 hours duration shall
    be applicable for the courses CR, PT, OT, PF & TT.
11. All Non-C.U. applicants have to appear in the Entrance Test followed by Interview. Valid GATE
    qualified score is mandatory for Non CU applicant in few selected courses. Non CU applicants will be
    in the merit list of Category-B only. Where valid GATE qualified score is not mandatory, the marks
    obtained in GATE will be considered though not qualified in GATE.
12. C.U. current year B.Tech. /MCA Students can apply in both Category A & B. If any C.U. applicant
    does appear in the Entrance Test then he/she will be placed in the Merit List of both Category – “A” &
    “B” , if found eligible otherwise he/she will be placed in the Merit List of Category – “A” only, if
    found eligible. Valid GATE qualified score is not mandatory for CU applicants in all courses. Where
    valid GATE qualified score is not mandatory, the marks obtained in GATE will be considered though
    not qualified GATE.
13. If a candidate get chance in both category A and Category-B , the candidate will be treated as
    Category A candidate. If any seats in Category “A” remain unfulfilled, only C.U. applicants in
    category “B” be selected according to merit. If any seat remain vacant further may be filled up by the
    Non-C.U. candidate.
14. A candidate may apply not more than three courses, if eligible.
15. No candidate will be allowed to apply both in Sponsored and Non-Sponsored Category.
16. Separate application form to be submitted for each course 101-117
17. Common Entrance Test for a) RPE ,VLSI, VLSI- PT, b) EE & EE(EP)-PT, c) ICE and ICE-PT all
    others have separate Entrance Test.
18. Duration of Examination : 1.30 hrs
19. HS marks means : Best 4 except EVS in H.S. Examination
20. Candidates must have to appear in Entrance Test and OR Interview where it is applicable otherwise in
    absence of Entrance Test and OR Interview candidature will be treated as cancelled.
21. SC/ST/PWD reservation as per University rules and practices to be followed in both “Category-A”
    and “Category-B” under the Non Sponsored category.
    With regard to reservation Scheduled Caste / Scheduled Tribe candidates it will be provided as SC :
    22%, ST: 6% for all courses under non sponsored category.
    Where merit list will be prepared on the basis of score with fractional weightage of different fractions
    (like entrance test, qualifying exam marks, 10+2 level exam marks, interview, etc. ), the SC/ST/PWD
    candidate should obtain final score not lower that 25% than that of obtain by the last candidates
    admitted from General Category.
   *** SC/ST/OBC/PWD candidates of domicile state are entitled to get the reservation facility i.e.
   SC/ST/PWD candidates hailing from states other than West Bengal are not eligible for such benefits
   and they will be treated as General Category candidates.
   Candidate seeking admission in Reserved Category seat must be domicile of West Bengal and
   accordingly submission of Domicile Certificate in prescribed format from competent authority is
   mandatory at the time of application. The Domicile of West Bengal shall be treated for those
   candidates who are           EITHER
   Residing in West Bengal continuously at least for last 10 years as on ……………… OR
   Whose parent (s) is/ are permanent resident (s) of West Bengal having permanent address within the
   state of West Bengal (Proforma-B)
   THE CERTIFICATE BEING SUBMITTED BY THE CANDIDATE FOR CLAIMING
   RESERVATION UNDER SC/ST/OBC/PWD QYOTA; MUST HAVE BEEN ISSUED BY THE
   COMPETENT AUTHORITY, ON A DATE PRIOR TO THE SUBMISSION OF APPLICATION.
   CERTIFICATE ISSUED ON A LATER DATE BY ANY AUTHORITY, WILL NOT BE
   ACCEPTABLE AT THE TIME OF ADMISSION.
22. OBC (OBC-A & OBC-B) reservation (except creamy layer ) will be 2% of the total non sponsored
    seat for the year 2014 as additional seat. A OBC student getting admission should obtain marks in the
    previous qualifying examination in the relevant last qualifying examination not lower than 10% than
    that obtained by the last candidate admitted from the general category (if applicable).
    Where merit list will be prepared on the basis of score with fractional weightage of different fractions
    (like entrance test, qualifying exam marks, 10+2 level exam marks, interview, etc.), the OBC
    candidate should obtained final score not lower that 10% than that of obtained by the last candidates
    admitted from General Category.
23. If sufficient suitable no. of SC/ST/PWD/OBC C.U. candidates are not available in Category –“A”, the
    seats may be filled up by the Category –“B” and vice- versa.
24. SC/ST/PWD/OBC Candidates securing equal or higher marks than the last candidate admitted from
    the general category will be treated both as “General Category” as well as respective reserve category.
25. Vacant seat(s) of Category A / Category B / Sponsored category etc. categories due to in sufficient
    suitable applicant may be filled by any other category suitable student available on the basis of merit.
26. For SC/ST candidates, there will be a relaxation of 5% marks in aggregate shall be admissible on last
    qualifying marks (if applicable) in minimum eligibility requirements in comparison to general
    candidates in the admission. For example , if eligibility marks for General Candidates be 60% than the
    eligibility marks for SC/ST Candidate be 55%.
    Note
    If the candidate avails facility in minimum eligibility requirement then the candidate will be treated
    under concerned reserved category.
27. PWD ( Persons with Disabilities) Persons with disabilities having 40% and above degree of
    disability will enjoy a 3% reservation horizontally in each of the categories, i.e. in SC, ST,OBC –A,
    OBC-B and in the Unreserved or General Category, and such candidates , if available, shall be placed
    towards the top of the list prepared for each category of students.
   For PWD candidate, there will be a relaxation of 5% marks in aggregate shall be admissible on last
   qualifying marks (if applicable) in minimum eligibility requirements in comparison to general
   candidates in the admission. For example , if eligibility marks for General Candidates be 60% than the
   eligibility marks for PWD Candidate be 55%.
    PWD candidates of domicile state are entitled to get the reservation facility i.e. PWD candidates
    hailing from states other than West Bengal are not eligible for such benefits and they will be treated as
    General Category candidates.
      Provided that no Domicile Certificate is required in case the candidate submitting PWD
      identification Certificate issued by the Competent Authority of the State Government .
      The PWD candidates claiming seats under reserved category are required to produce appropriate
      PWD certificates issued by the competent authority satisfying the following criteria:
     Officer-in-Charge or Medical Head of Primary Head Centres, Block Primary Health Centres,
     State General Hospitals, Rural Hospitals, Sub-Divisional Hospitals or the District Hospitals run
     by the State Government or any hospital run by a statutory body or authority.
    PWD category candidates will be ELIGIBLE with a minimum of 40% disability subject to the
    condition that the candidate is capable of carrying out all activities related to theory / practical work,
    as applicable ,to the courses without special concession and exemption.
    Where merit list will be prepared on the basis of score with fractional weightage of different fractions
    (like entrance test, qualifying exam marks, 10+2 level exam marks, interview, etc. ), the PWD
    candidate should obtain final score not lower that 25% than that of obtained by the last candidates
    admitted from General Category
28. SPONSORED CATEGORY : Sponsored Seat will be treated as additional seat and other
    reservation criteria (like C.U./Non-C.U./OBC/SC/ST/PWD/Current year/previous year/ Category
    A / Category B / etc.) are not applicable for sponsored seats. All eligible sponsored candidates
    should have to appear in Entrance Test and Interview.
29. That for 3 Yr. Part Time Course and for 2 Year Full time BMI Course : Reservation criteria like
    CU / Non CU / Category A/Category B are not applicable
30. Format of employment Certificate (to be printed in organization’s letter head) (Applicable for
    employed candidate in Non Sponsored Part Time Courses)

31. Sponsored Candidate should have passed B.Tech. / B.E. at least 2 years ago i.e. for the year 2014
    candidates should passed in 2012 or earlier.
32. Sponsored Candidates should have at least 1 Yr. meaningful working experience in that
    company/organization/institution
33. AMIE / AMIETE candidates are eligible to apply in Sponsored Seats only for all M.Tech.courses (if
    applicable).
34. Sponsored candidate : Candidates sponsored by Company/Institutions/Organization must submit
    Certificates from their employers indicating that
            a.a) the applicant is a employee of that company / organization / institute.
            a.b) the employee will be provided leave of absence from the place of employment for
               the entire duration of study (2-years/3years) at the University of Calcutta
            a.c) that his/her tuition and other fees for the entire course will be paid by the employer at the
            time of admission and the same will not be claimed back under any circumstances.
           d) Format of Sponsorship Certificate
        This is to certify that…………………………………………………. is an employee of

35. Final year/semester appeared candidates may also apply but admission will be confirmed subject to
      fulfillment of criteria as mentioned.
 36. Admission of appeared candidates in last semester examination (if selected) will be made
 provisionally subject to submission of passed/qualified marksheet of the last semester examination within
 15 days from the date of publication of last semester examination result of his/her university. No backlog
 papers in the previous semester examination will be considered in such a case. Provisional admission of
 the unsuccessful candidates (failed/backlog) and passed with lower marks than that of eligibility criteria
 will be treated as cancelled and in that case fees for admission will be forfeited.
 Vacant seat(s) of Category A/Category B /PC / Sponsored Category, etc. due to in sufficient suitable
 applicant may be filled up by any other category suitable student available on the basis of merit.
 37. Error/omission/ambiguity if any be subject to change by the approval of the appropriate authority.
 38. Any error / misinformation if detected at any stage of admission even after provisional admission
 application will be treated as cancelled. Overlooking of any misinformation not be claimed as right. If the
 application don’t match with the details of eligibility criteria of that course. Will be treated as cancelled at
 that stage.
 39. Availability of GATE Fellowship is subject to fulfillment of Terms and Conditions framed time to
 time by the AICTE and the University, followed by disposal of fund from the AICTE / Appropriate
 Authority.
 Sponsored candidate or candidates in 3 Yr. part time courses with GATE qualified              certificate are not
 entitled for GATE fellowship
 40. After the provisional admission a student should have at least 65% of attendance in classes for
 appearing in the examination of the M.Tech. courses.
   41. All other standard CU admission rules and practices are also applicable
   42. Preservation of documents related to admission of M.Tech. courses will be made for one month from
   the date of publication of 1st selection list.
   43. C.U. student means student qualified / appeared in highest qualifying examination applicable as
   eligibility degree from Calcutta University.
   44. Non-C.U. Student means qualified / appeared in highest qualifying examination applicable as
   eligibility degree from other than Calcutta University.
NOTE : i) Mere fulfillment of eligibility criteria does not guarantee admission in a programme. Applicants
     must satisfied themselves about their eligibilities as prescribed before filling in the application form.
     The candidates’ performance in the written test / interview should be at the levels expected for the
        respective programmes.
       ii) Submission of application does not confer any right on the applicant for being issued with Admit
        Card and also for being called for Interview/admission. If an applicant is inadvertently selected for
     provisional admission or allowed to appear at the Entrance Test and or Interview who otherwise does
     not fulfill the minimum eligibility requirements, he / she cannot, a later date, use as a right to claim
     that he/ she meets the eligibility requirements APPLICATION FEE IS NOT REFUNDABLE UNDER
     ANY CIRCUM STANCES.
       iii) AFTER EXAMINATION OR ADMISSION, OR DURING ANY STAGE THEREOFF, IT IS
     FOUND ON SCRUTINY , that any certificate found fake / forged would lead to cancellation of the
     admission of the concerned candidate for therewith during the concerned course of study without any
     notice. Furthermore, such candidate shall be prosecuted and also debarred from appearing any
     Admission / Entrance Test of this University in future.
    iv) The University Reservation Rules framed time to time shall be applicable.

Explanation / Clarification for Residential / Domicile requirement.
Candidate seeking admission in Reserve category seats must be domicile of West Bengal and accordingly
submission of Domicile certificate in prescribed format from competent authority is mandatory at the time of
application. The Domicile of West Bengal shall be treated for those candidates who are

Procedure for submission of Domicile Certificate:
Candidate must submit Domicile Certificate in either proforma A-1 or Proforma-A-11 or Proforma B,
whichever is applicable for his/her case.
The Proforma ( Certificate ) is to be filled in properly and duly authenticated/ signed by a Competent
Authority as per the list mentioned hereunder. The Duplicate copy of the Certificate is to be kept with the
office of the issuing Authority for future reference / verification.
Photocopy of the original certificate and a photocopy of either of his / her parents’ ( Father /Mother who is a
permanent resident of West Bengal)voter ID Card or Passport ( 2nd page) are to be attached with the
Application Form.
Competent Authority to issue Domicile Certificate
Proforma A-1 and Proforma-B:
  It must be signed and certified by any of the following competent authorities from Central Government or
  State Government having local jurisdiction over the place of the permanent residence of the concerned
  candidate or his / her parents, as the case may be .viz.
 District Magistrate , (ii) Additional District Magistrate, (iii) Deputy Magistrate ( iv) Deputy Collector;
 (v) Sub-divisional Officer ; (vi) Block Development Officer ; (vii) Superintendent of Police; (viii)
 Additional Superintendent of Police (ic)Sub-divisional PoliceOfficer or Deputy Superintendent of Police (x)
 Commissioner, Additional Commissioner, Joint Commissioner, Deputy Commissioner, Assistant
 Commissioner of Police Commissionerate; (xi) Judicial Magistrate of any rank or position in the concerned
 District or Metropolitan Locality or Hon’ble High Court at Calcutta or Hon’ble Supreme Court of India;(xii)
 Commissioner , Additional Commissioner, Joint Commissioner, Assistant Commissioner of Municipal
 Corporation
 ( Xiii) Executive Officer of Municipality; xiii) Assistant Secretary / Equivalent or above in the Secretariat
to the Government of West Bengal ( including GTA) or Central Govt. (xv) Deputy Director or above in the
Directorate to the Government of West Bengal or Central Government.
Every Official certifying the Domicile Status of the candidate or his/her parents MUST provide one’s Full
NAME, DESIGNATION, PLACE OF POSTING WITH ADDRESS, LANDLINE AND MOBILE
NUMBER ALONGWITH EMPLOYEE’S IDENTITY CARD NUMBER, These details are
MANDATORY, CERTIFICATION FROM ANY AUTHORITY OTHER THAN WHAT HAVE BEEN
ENUMERATED ABOVE WILL NOT BE ACCEPTED.
  Note : No elected people’s representative like Municipal Commission , Counselor of Municipal Corporation
, any elected member of three –tier Panchayat system or GTA , MLA or MP is entitled to issue such
  certificates.
Proforma A-II
 Domicile certificate in this proforma may be obtained from Head of the Institution from which the candidate
has passed his/her
10+2 examination. Such certificate may be issued based on verification of the school education record of the
candidate. The proforma such certificate is given hereunder & to be downloaded.
