Subject: Urgent Complaint Against UPRERA’s Inaction and Failure in the WTC Noida Fraud Case

Respected Prime Minister Shri Narendra Modi Ji,

I write to you on behalf of thousands of distressed Indian citizens who have invested their life savings in the World Trade Center (WTC) Noida
project, located in Sector 132, Noida. This project, which was meant to promote business infrastructure under the name of a globally reputed
brand, has turned into a massive real estate scam, robbing investors of peace, money, and hope.

Despite being registered under the Uttar Pradesh Real Estate Regulatory Authority (UPRERA), the project has suffered from extreme delays,
financial misappropriation, and non-delivery — and yet, UPRERA has utterly failed in performing its statutory duties under the Real Estate
(Regulation and Development) Act, 2016 (RERA).

Multiple formal complaints, RTIs, media coverage, public demonstrations, and legal representations have been submitted over the past several
years. However, UPRERA has not taken any meaningful or punitive action against the promoters — including Viridian Group and Mr. Ashish
Bhalla — who are responsible for siphoning off crores of rupees and abandoning the project midway.

Key Failures of UPRERA


Violation of Section 34 of RERA
UPRERA is mandated to safeguard the interests of allottees and ensure compliance by the promoter. It has failed to monitor project
progress, inspect financial integrity, or enforce regulations, despite repeated alerts.

Inaction Under Sections 35 and 36


Even after concrete evidence of fund diversion, construction delays, and fraud, UPRERA did not initiate any suo-motu investigation or enforce
necessary orders.

Non-Enforcement of Section 18(1)


Buyers are legally entitled to a full refund with interest in case of delay. Yet UPRERA has neither compelled the promoter to issue refunds nor
enforced any such compensation.

Our Urgent Demands


1.
Constitute a Central Government Inquiry Committee to probe UPRERA’s inaction and investigate the WTC Noida scam.

2.
Suspend or dissolve the current UPRERA board for gross dereliction of duty, under Section 65 of the Act.
3.
Direct the Enforcement Directorate (ED) and Central Bureau of Investigation (CBI) to initiate a criminal investigation and trace the misused
public funds.

4.
Establish a Special Fast Track Tribunal to provide time-bound justice, refunds, and compensation to affected investors, including senior
citizens, NRIs, and middle-class families.

This is no longer just a real estate dispute — it is a test of public trust in the regulatory framework of India and the vision of “Housing for All”.
We request your urgent intervention to bring justice to thousands of honest, tax-paying citizens who are victims of fraud, and to restore the
credibility of RERA as a protective mechanism, not a symbolic one.
