STATUTES OF THE ATHLETICS CLUB TALENTS

MUNICIPALITY OF SAN LUIS TOLIMA

Preamble

The Athletics Club Talentos – San Luis Tolima, founded on the 16th of
January 2015 in the municipality of San Luis, it is a private law association,
non-profit, established with the aim of promoting the practice of Athletics
amateur athletes and also to develop civic, social, and
cultural which will be governed by the following STATUTE.

REGULATIONS

CHAPTER I

NAME

ARTICLE 1.- OF THE NAME

With the name "ATHLETIC TALENTS SPORTS CLUB", it will operate,


this sports organization that hereinafter and for the purposes of this Regulation,
will be called, the "Club."

ARTICLE 2.- OF THE DOMICILE AND JURISDICTION

The administrative headquarters and legal address of the Club will be located at: Calle 4 No. 4-
35 Neighborhood El Centro municipality of San Luis department of Tolima

ARTICLE 3. NATURE

The Talents Athletic Sports Club is a non-profit sports organization.

CHAPTER II

OF THE GENERAL ACTIVITIES

ARTICLE 7.- In compliance with the purpose for which the Club was created
Athletics Talent Sports Club will develop among others, the following
activities

a.- Comply with the rules of this regulation, in addition to its amendments

b.- Obtain and maintain the current sports recognition of the sports body

ARTICLE 8.- ON INTEGRATION

The Club will be made up mostly of sports members in a number

ARTICLE 9.- OF THE CONTRIBUTING AFFILIATES

Affiliated contributors are individuals who, without being competitors, wish


contribute to the financial support of the Club and participate in its activities
general.

ARTICLE 10 - ON THE AFFILIATED COMPETITORS OR ATHLETES

They are affiliate competitors and athletes, the people who, fulfilling the
required requirements are suitable for practicing the sport at a competitive level and
they wish to represent the Club in official competitions.
Note: The legal representative of the club and the management in general are not responsible for
accidents before, during and after any activity that takes place
representing the club.

ARTICLE 11.- OF HONORARY MEMBERS

The quality of honorary member is a distinction that the Club awards to the
people who have in some way provided important services to the Club or
to sports in general

ARTICLE 12.- ON THE ADMISSION OF NEW MEMBERS

For the responsible party or Legal Representative, as the case may be, to consider the
application for admission of a new member, the following is required:

A) Written request stating: 1st Full name and surname of the applicant,
2nd Class and identification document number; 3rd Address of your
address; 4th Day, month, year and place of birth.

B) Medical certificate on general health and sports fitness

C) Transfer authorization issued by the originating Club, if the applicant


you will have a previous sports record

D) Signed declaration stating that the interested party is aware of the Regulations
of the Club that regulates the activities, duties, and rights of the members and the
acceptance to participate in organized sports activities.

E) Express Manifestation of submission to the rules of Law 181 AND THE


Decree Law 1228 of 19954 and the economic obligations towards the Club.

ARTICLE 13.

The responsible party or Legal Representative, as applicable, will have a term of


thirty (30) days to resolve the admission of new members, prior to the
compliance with all the requirements set forth in the regulation.

CHAPTER III

OF THE RIGHTS AND OBLIGATIONS OF THE MEMBERS

ARTICLE 14.- RIGHTS

Affiliates acquire the following rights:

A.- Intervene with voice and vote in the meetings of the Assembly
B.- To choose and be chosen for positions whose provision corresponds to the Assembly

C.- Participate in the general activities of the Club

D.- To request the convening of the Assembly to meet by right.

ARTICLE 15.- OBLIGATIONS

ARTICLE 16.- ON THE SUSPENSION OF MEMBERSHIP

ARTICLE 17.- LOSS OF AFFILIATION

ARTICLE 18.- COMPETENT AUTHORITY TO IMPOSE THESE


SANCTIONS

CHAPTER IV
FROM THE FUNCTIONAL STRUCTURE

ARTICLE 19.-

The Club will have at least the following functional structure:

A.- A governing body represented by the Assembly of affiliates


B.- An executive committee made up of: A Responsible Person or a Representative
Legal, who will act as president, a Vice President, a Treasurer, a
Secretary and a Member
C.- A disciplinary body, constituted by the disciplinary committee (Two 2
members elected by the assembly and one (1) by the administrative body

CHAPTER V
FROM THE ASSEMBLY

ARTICLE 20.- DEFINITION AND FUNCTIONS

The Assembly of affiliates is the highest governing body, deliberation, decision


and will have, among others, the following attributions

A.- Adopt the present regulation and the reforms


B.-Approve the minutes of its own meetings
Establish the policies that guide the management of the Club's affairs
D.-Analyze the general, financial, and administrative activities of the Club
E.- Approve or disapprove the financial statements and balances that must be presented to him

G.-Choose, in accordance with legal and regulatory provisions, the responsible party or
Legal Representative and two members of the Disciplinary Body
H.-Approve the schedule of activities and the budget for expenses and

ARTICLE 21.- CONSTITUTION OF THE ASSEMBLY

ARTICLE 25.- TYPES OF ASSEMBLY

There will be two (2) types of Assembly:

a.- Ordinary
b.- Extraordinary

Paragraph 1: The Ordinary Assembly will meet every year, in the first
quarter of the year

PARAGRAPH2: -The Extraordinary Assembly may meet at any time


in order to resolve specific matters.

ARTICLE 26.- ON CALLS

The person responsible or Legal Representative of the Club will call for an Ordinary Meeting of
the Assembly, through a resolution that will be communicated to all members and to
Municipal Sports Entity corresponding, in writing, with 15 business days of

4° Analysis and clarifications of the labor reports and accounts and balance sheets,
presented by the person responsible or Legal Representative
5° Analysis of the report and approval or disapproval of the financial statements and
balance
6° Study and adoption of programs and budgets
7° Propositions and Miscellaneous

ARTICLE 28.- OF THE EXTRAORDINARY ASSEMBLY

The Club Assembly will meet extraordinarily to discuss and resolve on


urgent and specific matters.

It may be summoned by:

A.- Decision of the responsible party or Legal Representative of the club

B.- Written request, duly supported, of at least one third


part of the members in full exercise of their rights.

ARTICLE 29 - MANDATORY NATURE AND TERMS FOR RESOLUTION


REQUESTS FOR CONVOCATION TO ASSEMBLY

The person in charge or Legal Representative of the Club will have 3 business days to
accept or deny the request for the call to an Extraordinary Assembly Meeting
formulated by the Prosecutor (if there is one) to the affiliates. It can only be denied when the
proposed topics are contrary to legal, regulatory norms or to the object

In all cases, the extraordinary meeting is called as established by the


Article 26 of this statute, taking into account the required variations in the
agenda, but the notice period required is only 15 days.

ARTICLE 30 - MEETING BY RIGHT OF OWN

ARTICLE 31 - QUORUM

ARTICLE 39.- CONTINUITY OF THE MEETING

ARTICLE 47.- DISABILITIES

I.- To inform the Sports Tribunal of the commission of offenses for
violation of legal, regulatory and competition rules.
J. Make available to the competent authorities for their examination, all
the books, files, and documents required for proper inspection,
control, surveillance and supervision.
K.- Develop project policies, programs, expenditure budgets,
investments and income and submit them for the assembly's consideration
