The Directory of the National Sports Institute, in the exercise of its authority
conferred in Article 21, numeral 11 of the Sports Law, dictates the following:
INTERNAL REGULATIONS OF
NATIONAL INSTITUTE OF SPORTS
TITLE I
OF THE GENERAL PROVISIONS
ARTICLE 1: This regulation governs the organization and operation.
of the National Institute of Sports, determines the internal organizational structure
and the designation of its Administrative Units and their respective
attributions.
ARTICLE 2: The National Sports Institute is the body responsible
to plan, coordinate, execute, and control sports activities at the level

ARTICLE 3: The National Sports Institute will define its structure,

attributions established in the law of its creation and legal regulations
in force.
ARTICLE 4: Sports play a prominent role in the
construction of society and contributes to the comprehensive development of the
individuals in it, through the development, improvement, and conservation of their
physical and moral qualities; the promotion of recreation, the healthy investment of

leisure time; education for understanding and mutual respect; the
training to stimulate the spirit of improvement and social coexistence,
equality, solidarity; the development and internalization of healthy habits and
hygienic. It is imperative to incorporate the practice of Physical Education
and Sport as an integral and mandatory element in education and
training of children and adolescents, where the child and youth population
educated, has access viability for their psychomotor training, such as

ARTICLE 5: The highest authority and the administrative units of the Institute

ARTICLE 7: The Manuals approved by the Board of the National Institute

FROM THE ORGANIZATIONAL STRUCTURE OF
NATIONAL INSTITUTE OF SPORTS
CHAPTER I
FROM THE ORGANIZATION
ARTICLE 12: The National Institute of Sports will be made up of the
following Administrative Units: Directory, Presidency, Management
General, Internal Audit, Legal Consultancy, Office of Relations
Interinstitutional, Human Resources Office, Administration Office and
Finance, Management of Assets and Administrative Services, Direction of
Finance, Accounting Division, Treasury Division, Office of
Planning and Budgeting, Planning Department, Department of
Budget, Directorate of Evaluation and Control of Institutional Management,
Directorate of Informatics, Organization and System, General Directorate
Performance Sport, Sports Events Management, Management of
Methodological Technique, Direction of Comprehensive Assistance to the Athlete, Direction of
Medicine and Applied Sciences to Sports, General Directorate of Facilities
Sports, Inspection Directorate, Project Directorate, General Directorate
of Physical Education and School Sports, Directorate of Physical Education,

CHAPTER II
OF THE STRUCTURE
ARTICLE 13: For the fulfillment of its functions, the National Institute of
Sports will have the following organizational structure:

ARTICLE 14: Responds directly to the Board: Presidency and Audit
Internal; - Directly reports to the Presidency: General Directorate and
Legal Consulting; - Reports directly to the General Directorate: Office
Interinstitutional Relations; Human Resources Office; Office of
Planning and Budgeting, in turn, reports directly to the Management of
Planning, Budget Management, Evaluation and Control Management
Institutional Management and Informatics, Organization and System Direction;
Office of Administration and Finance, in turn, responds directly to the
Directorate of Administrative Goods and Services and the Directorate of Finance, and
this in turn directly responds to the Accounting Division and Division of
Treasury; General Directorate of High Performance Sports, in turn responds
directly the Sports Events Directorate, Technical Directorate
Methodological, Directorate of Comprehensive Assistance to Athletes and Directorate of Medicine
and Applied Sciences to Sports; General Directorate of Facilities
Sportswear, in turn, answers directly to the Inspection Directorate and
Project Management; General Directorate of Physical Education and Sports
At the same time, Escolar directly reports to the Physical Education Directorate.

CHAPTER III
OF THE DIRECTORY
ARTICLE 15: The Board of the National Institute of Sports will exercise the
Direction and Administration of the Institute, and it will be made up of its President and
twelve (12) members, who will be appointed in accordance with the Law of
Sport.
ARTICLE 16: The Board of the National Institute has the following powers:
Sports:
1. Formulate the sports policy of the Venezuelan State.
2. To study the official intervention in sports matters and
propose to the National Executive, to the state executives, the
municipalities and parish councils, the special measures that
they agree to adopt in sports matters.
3. Develop the general plan for Venezuelan sports, thus establishing the framework for
acting and directing within which the organization will carry out its work
sports of the country, as well as the development of various plans
annual operations that will ensure the execution of the said general plan.
4. Direct, coordinate, supervise, and evaluate sports activities in the country,
in accordance with the purposes outlined in the Law and to establish

specific mechanisms of supervision and coordination when the services
of sports shall be transferred to the state executive power, in accordance with the law

5. Ensure the inclusion of sports, physical education, and recreation in
National Planning System and in the plans of the organizations
national, state, and municipal levels, in this regard, according to the
current legal order.
6. Contribute to the promotion of sports currently practiced in the country and
to encourage the development of new ones.

15. Review and approve general programs and annual operational plans
from the Institute.
16. Authorize to the President to appoint representatives, who will exercise the
legal representation of the Institute in the terms specified in the

CHAPTER IV
FROM THE PRESIDENCY
ARTICLE 17: It is the responsibility of the Presidency:
1. Legally and administratively represent the Institute.
2. Exercise the direction and executive administration of the Institute.
3. To summon and preside over the ordinary and extraordinary sessions of
Directory.
4. Report to the National Executive, through the Ministry of
assignment, of the activities of the Institute: to present the project of
budget and the report and account of the Organization, once approved
by the Directory.
5. To expressly authorize all acts of administration or disposal that

supervision of the Ministry of Education and Sports.

CHAPTER V
FROM THE INTERNAL AUDIT UNIT
ARTICLE 18: It is the responsibility of the Internal Audit Unit:
1. Provide technical assistance to the highest authorities of the Institute in
subject of internal auditing.
2. Exercise the internal audit of financial management control and
administrative of the Institute.
3. Supervise and coordinate with the corresponding units the
compliance with goals, objectives, and the degree of execution of the Plan
Institutional Operation, in all units attached to the Institute.
4. Ensure compliance with the rules and procedures at the Institute
of internal control, provided for in the Organic Law of the Administration
Financial Institution of the Public Sector, by the General Comptrollership of
Republic, National Office of Public Accounting, Superintendency
National Internal Audit, Internal Regulations of the National Institute
of Sports, as well as the others established in Laws,
Regulations, Decrees, Resolutions.
5. Evaluate the manuals and instructions used, regarding the standards and
applied procedures for internal control and financial management
and administrative of the Institute.
6. Maintain permanent contact with the General Comptroller's Office
Republic, the National Superintendence of Internal Audit and others

7. Periodically evaluate all units executing the system
of internal control and apply corrective measures if necessary.

8. Collaborate with the management responsible for the preparation and evaluation of
the rules and procedures, manuals and instructions that should be
apply in the area of internal control and management.
9. Coordinate and direct the opening of administrative investigations,
exercise of the investigative authority and the procedures for the
determination of liability, imposition of fines and formulation
regarding repairs on acts or facts that harm the assets of the Institute,
according to the Organic Law of the General Comptroller of the Republic
and its Regulations, Anti-Corruption Law and other rules that regulate
the subject.
10. Develop the Memory, the Annual Operational Plan, Management Report and
participate in the formulation of the Unit's Budget.
11. Conduct investigations on officials when there are grounds to do so.

CHAPTER VI
FROM LEGAL CONSULTING
ARTICLE 19: It is the responsibility of the Legal Consultancy:
1. Advise and provide legal and juridical assistance to the Board of Directors, President,
General Directors, Line Directors, and other officials of the
Institute of equivalent rank, regarding the competence that is proper to it.
2. Plan, direct, and coordinate the formulation of plans and programs of the
Legal consulting and ensuring compliance.
3. Exercise the legal representation of the Institute, prior authorization from the
Directory.
4. Advise and supervise the units assigned to the National Institute of
Sports that design or carry out legal functions, unify criteria
legal for the preparation of opinions, regulations, resolutions,
provisions and circulars, as well as any other legal work
assigned by the President of the Institute.
5. Issue opinions, draft in accordance with the instructions
approved and imparted by the superior bodies of the Institute:

6.Enforce the Laws, Decrees, and Resolutions, as well as the
circulars, instructions and other legal documents of
general application.
7. Prepare and/or review the legal aspects of the presentations that must be
to be presented by the Institute at national and international events.
8. Conduct legal and legal analyses of the cases presented to you.

1. Assist the legal consultant in civil and labor matters,

2.Prepare, analyze and/or review contracts, agreements and other acts
legal matters, in which the Institute must intervene.

the Management Report and in the formulation of the Unit's Budget.
9. Fulfill the other functions assigned to him/her in the area of
its competition.
SECTION II
OF THE FUNCTIONS OF THE INTEGRAL ADVISORY COORDINATION

ARTICLE 22: It is the responsibility of the Comprehensive Advisory Coordination:
1. Assist the Legal Consultant in matters of Comprehensive Advisory.
2. Plan, direct, and coordinate the formulation of plans and programs.

ARTICLE 49: The General Directorate of Physical Education and School Sports
is made up of the following Departments: Department of Physical Education and
School Sports Department, for the fulfillment of its responsibilities,
according to the development of the competencies that comprise them.

OF THE FUNCTIONS OF THE PHYSICAL EDUCATION DEPARTMENT

ARTICLE 50: It is the responsibility of the Physical Education Department:
1. Provide assistance to the General Director of Physical Education and Sports
School and Recreation and other units related to the matter of
Physical Education.
2. Coordinate and direct the Physical Education System to be developed, at the level
national.
3. Elaborate and develop curricular strategies to evaluate the
physical education programs integrating levels and modalities
school supplies arranged at the national level.
4. To monitor and direct the development of programs to be applied in schools,
aimed at Physical Education.
5. Supervise and direct jointly with the Ministry of Education and
Sports the application of Physical Education programs at the level
national.
6. Promote events such as forums, workshops, seminars, talks, courses
and others aimed at guidance, training, education, and updates
of the physical education teacher.
7. Prepare statistics of the national registry of specialist teachers in
physical education that works at different levels of the system
educational.
8.Prepare the programs aimed at Physical Education and Recreation
apply in the national education system coordinated with the Ministry of
Education and Sports.
9. Develop, create, and promote strategies aimed at the use of time
free and the recreation and leisure of students, in the different
levels and modalities of the Educational System.
10. Participate in the preparation of the Memory, the Annual Operational Plan,
Management report and budget formulation of the Unit and the
management reports correspondingly.
11. Fulfill other functions assigned by the Management.

OF THE FUNCTIONS OF THE SCHOOL SPORTS DIRECTORATE
ARTICLE 51: It is the responsibility of the School Sports Directorate:

1. Provide assistance to the General Director of Physical Education and Sports
School and other units attached to School Sports.

4. Plan, coordinate, and direct the establishment of School Clubs that

policies and strategies for the development of the Sports Program

development of their annual programs and operational plans, for the
development of the National Sport.
4. Ensure compliance with internal control in those procedures
administrative personnel who require it.
5.Control and evaluate the organizational follow-up of the training
sports-related, in addition to what is related to sports medicine, the
applied sciences to sports and professional improvement.
6. To guide, control, and evaluate technically and methodologically, the Centers

7.Establish the detection, selection, and sports training programs
determining parameters of socioeconomic assistance and of
training for athletes.
8. Control, supervise, and evaluate the development and outcome of the
national and international competencies
9. Discuss the composition of the delegations that will attend
multidisciplinary competencies, in conjunction with the Federations
National Sports and the Venezuelan Olympic Committee.
10. Advise and supervise coaches and sports leaders in the
programming and training control work, in the short, medium and
long term.
11. Coordinate jointly with the National Sports Federations,
the actions for the development of a scientific preparation system
of athletes by specialty, according to the latest advancements
global methodological approaches, through the application of means, methods and
appropriate procedures for athlete training

12. Direct and coordinate the activities for the development of a system
training and development of human resources and improvement

National Sports Institute, the Sports Organizations
Professionals and the corresponding Federations.
5. Certify the participation of the athletes in the events

PROFESSIONAL SPORT
ARTICLE 60: It is the responsibility of the Professional Sports Coordination:
1. Provide advice to the units regarding the standards and modalities
suitable for regulating the celebration of programs, events,
championships and sports seasons and other activities of the
Professional Sports Entities.
2. Promote and execute the interrelationship between Professional Sports and the
Federated.
3. Carry and supervise the registration of professional sports entities,
leaders, athletes, technical personnel, domestic and foreign, who carry out
professional activities in the country.
4. Gather information regarding sports activities
professionals, counting for this with commissioners, appointed by the
Directory of the National Institute of Sports and Office of Relations
Interinstitutional.
5. Monitor that professional sports organizations comply with
the allocation of an expenses budget that contributes to development
of sports organizations, with special emphasis on the

OF THE FUNCTIONS OF THE COORDINATION OF
ASSISTANCE TO THE FEDERATIONS
ARTICLE 61: It is the responsibility of the Coordination of Assistance to the
Federations:
1. Assist the Director in matters of Assistance to the Federations and events

2. Evaluate and apply programs for the preparation of operational plans,
budget, reports and other administrative documents to the
Federations and Associations.
3.Execute with the Federations the specific plans and programs for
the achievement of needs that ensures an adequate system
competitive and of national and international preparation of athletes in

Interinstitutional exchange programs between the Institute
National Sports, Professional Sports Organizations and the

5. Anticipate and ensure the participation of athletes in the events

TO THE ATHLETE
ARTICLE 62: It is the responsibility of the Directorate of Comprehensive Assistance to the Athlete:
1. Assist the General Director of Performance Sports in matters of
Comprehensive Support for Athletes.
Coordinate with the corresponding units for adequate attention.
technical, medical, scientific, socio-economic and academic and endowment
necessary for athletes of all categories' perspective
sports in their respective regions.
3. Establish agreements with the Ministry of Education and Sports,
Ministry of Higher Education, Gran Mariscal Foundation of

4. Coordinate, supervise, and control the tutorial study system in the
first, second and third stage of Basic Education.
5. Carry out cultural and recreational activities in the residences
from the national and state preparation centers, aimed at contributing to
the comprehensive training of athletes from National Teams,
preserve and improve their mental health.
6. Apply Internal Control in those administrative procedures
related to the acquisition and provision of equipment and materials
sports equipment required by athletes of the national teams.

protection and security for the athletes of National Teams.
11. Plan and control programs that ensure permanence of the
participants within the educational system and motivate performance
optimal academic performance of sports prospects.
12. Plan and execute social and technical study programs
tending to improve the conditions of the athletes who are part of the
National Team.
Coordinate, control, and evaluate athlete care programs
according to their economic and social situation, seeking to create the climate
appropriate motivational that allows the achievement of the intended objectives
for each athlete.
14. Participate in the preparation of the Report, the Annual Operational Plan,
Management Report and Budget Formulation of the Unit and the
management reports correspondingly.
15. Fulfill the other functions assigned to you by the General Management
of High Performance Sports in the area of their competence.
SECTION VIII
OF THE FUNCTIONS OF THE DIRECTORATE OF MEDICINE AND SCIENCES
APPLIED TO SPORT
ARTICLE 63: It corresponds to the Directorate of Medicine and Applied Sciences
to Sport:
1.Advise the Board of Directors, President, and General Director of Sports
Performance in the formulation of policies, plans, and programs that
in the field of medical and scientific activity, they may be required to
guarantee the execution of operations and proper functioning of
Institute.
2. Plan, organize, direct, coordinate, control and evaluate the execution of
the activities of the units attached to the Directorate and enforce
the established plans and programs.
3. Advise, supervise, and control the preparation of diets, taking into account
count the nutritional differences in each sports specialty.
4. Provide medical assistance to high-performance athletes of the
National Teams.

necessary elements for providing an efficient service.
15. Coordinate the preparation of statistics on patients treated and of the
activities carried out by the units attached to the Directorate and
present the President of the Institute through the General Director of
Performance Sport.
16. Coordinate and supervise the follow-up of Anti-Doping Tests.

1. Provide assistance to the Department of Medicine and Applied Sciences
Sport in the field of medicine and sciences, applied to Sports.
2. Advise and ensure guidance for trainers and athletes
outstanding high performance from the perspective of the sciences
applied to sports: Sports Medicine, Physiology, Biomechanics,
Psychology, Dietetics and Nutrition, Bioanthropometry, etc.
3. Define strategies and conduct research in different areas of the

ARTICLE 86: The technical and support professional staff of the Institute
