   PROVIDING FOR CONSIDERATION OF THE BILL (H.R. 662) TO PROVIDE AN
EXTENSION OF FEDERAL-AID HIGHWAY, HIGHWAY SAFETY, MOTOR CARRIER SAFETY,
   TRANSIT, AND OTHER PROGRAMS FUNDED OUT OF THE HIGHWAY TRUST FUND
    PENDING ENACTMENT OF A MULTIYEAR LAW REAUTHORIZING SUCH PROGRAMS

   Mr. Sessions, from the Committee on Rules, submitted the following

                        [To accompany H. Res. 128]
    The Committee on Rules, having had under consideration
House Resolution 128, by a nonrecord vote, report the same to
the House with the recommendation that the resolution be
adopted.
                 SUMMARY OF PROVISIONS OF THE RESOLUTION
    The resolution provides a structured rule for consideration
of H.R. 662, the Surface Transportation Extension Act of 2011.
The resolution waives all points of order against consideration
of the bill. The resolution provides that the bill shall be
considered as read. The resolution waives all points of order
against provisions in the bill. The resolution provides for one
hour of debate equally divided and controlled by the chair and
ranking minority member of the Committee on Transportation and
Infrastructure. The rule makes in order only the amendment
printed in this report, if offered by Representative Mica of
Florida, or his designee, which shall be considered as read,
shall be debatable for 10 minutes equally divided and
controlled by the proponent and an opponent, and shall not be
subject to a demand for division of the question. All points of
order against the amendment are waived. Finally, the rule
provides one motion to recommit with or without instructions.
                          EXPLANATION OF WAIVERS
    Although the resolution waives all points of order against
consideration of the bill, the Committee is not aware of any
points of order. The waivers of all points of order are
prophylactic. The waiver of all points of order against
provisions in the bill is prophylactic in nature. The waiver of
all points of order against the amendment is prophylactic in
nature.

                SUMMARY OF AMENDMENT TO BE MADE IN ORDER
    1. Mica (FL): Would make three technical changes to correct
drafting errors in H.R. 662. On page 12, line 4 the amendment
adds a comma. On page 15, line 4 the amendment strikes an
authorization amount that was included in the previous
extension. On page 15, line 12 the amendment adds a comma. (10
minutes).

    Page 12, line 4, strike ``through 2011'' and insert
``through 2011,''.
