PREAMBLE

We, the Alumni Network of Compassion International Ghana,


unite under a common purpose and shared commitment to
giving back to the Network in a holistic manner. As past
participants of this esteemed NGO, we have been shaped and
moulded by our experiences, instilling in us a deep sense of
compassion and empathy for those in need. Our time with
Compassion International Ghana has not only enriched our
lives but has also equipped us with the skills, knowledge, and
values necessary to make a positive impact on the world around
us.

With a firm belief in the power of collective action, we come


together as a community of alumni to leverage our resources
and expertise for the betterment of the Network. Our diverse
backgrounds, talents, and experiences enable us to address a
wide range of social issues and challenges, with a focus on
creating sustainable and meaningful change. We recognize the
importance of addressing the root causes of poverty, inequality,
and injustice, and are committed to promoting holistic
development that uplifts individuals, families, and
communities.

As the Alumni Network of Compassion International Ghana, we
understand the transformative power of compassion and
empathy in building a more just and equitable Network. We are
dedicated to continuing the legacy of our beloved NGO by
actively engaging in initiatives that promote spiritual growth,
social justice, education, healthcare, economic empowerment,
and environmental sustainability. Through our collective
efforts, we aim to create a world where all individuals have the
opportunity to thrive and fulfil their potential.

CHAPTER ONE

ARTICLE 1
Name and Motto
The Network shall be known and called the Alumni Network of
Compassion International Ghana and shall respond to the
slogan “Transformed, to Impact”.

ARTICLE 2
Supremacy of the Constitution
a. This constitution shall be the ultimate and supreme law for
administering the Network and any other law or activity
found to be inconsistent with any provision of this
constitution shall to the extent of the inconsistency, be void.
b. Without prejudice to, Article (2) clause (a), this
constitution shall be subjected to the constitution of the
Republic of Ghana.

ARTICLE 3
Enforcement of the Constitution
a. This constitution shall be the ultimate law for the governance
of all members of the Network.
b. Any member or members who alleges that an act of omission

or commission of any person(s) is inconsistent with any
provisions of the constitution may forward a petition to the
judicial committee for a declaration to that effect.
c. Failure to comply with the declaration in Article (3) clause
(b), shall constitute a violation of this constitution and
contempt of the Judicial Committee and shall in the case of
an Executive Officer constitute grounds for removal from
office.

ARTICLE 4
Membership
There shall be two types of membership.
a. Substantive Members
To be eligible to be a substantive member of ANet-CIGH, a
person must:
i. Be an exited participant of the Compassion International
program.
ii. Must be voluntarily registered as a member through his/her
cluster executives.
iii. Must be willing and able to pay the prescribed membership
dues.
iv. Must be willing to participate in meetings and activities.

b. Affiliates:
i. An affiliate for the purpose of this constitution is anyone
who supports the vision and mission of the Network and
has expressed interest in being part of this organization.
ii. An affiliate may participate in all activities of the Network
but is exempted from;
- Voting on issues.
- Serving in an executive capacity at any level in the
Network.

c. Termination of membership
A member may lose their membership in the Network for any
of the following reasons:
i. Voluntary Resignation – A member may resign by
submitting a written notice to the Network.
ii. Non-Payment of Dues – Failure to pay membership fees
for five consecutive months may result in termination.
iii. Violation of Rules – Any member found guilty of
misconduct or actions against the Network’s values may be
expelled.
iv. Failure to fulfil Obligations – A member who does not
meet participation requirements or obligations may lose
their membership.
v. Expulsion by Decision – The executive body or

disciplinary committee may expel a member after due
process.
vi. Dissolution of the Network – If the Network is
dissolved, all memberships automatically end.
vii. Loss of Eligibility – If a member no longer meets the
criteria for membership, they may be removed.

CHAPTER 2

ARTICLE 5
Aims and Objectives
The aims and objectives shall be absorbed as follows.
a. To pursue the interest in terms of the cognitive and socio-
political welfare of all members of the Alumni.
b. To mobilize and consolidate our efforts as one body with
one accord to raise and sustain the good image of ANet-
CIGH.
c. To create a forum for engaging in positive discourse, and
sharing ideas and opportunities.
d. To disseminate the knowledge, values, and benefits of the
Compassion International Program through publications,

journals, lectures, symposia, seminars, and other means
considered appropriate.
e. To create a platform for networking and mentorship
amongst members and with the Pre-Alumni Network.

ARTICLE 6
Structure Of the Network
The Alumni Network shall consist of the following levels:
1st - The National Alumni Network which shall be the ultimate
in the structure of the Alumni.
2nd - The Cluster Alumni Network which shall exist at the
cluster level.
3rd - The Campus Alumni Network which would exist on all
campuses.
4th - The Centre Alumni Network which shall exist at every
centre.
i. Subject to articles 4ai and 4b of this constitution, all
members of the above Networks shall be automatic members
of the National Network.
ii. Membership in the National Alumni would require a person
to be a member of at least one of the other Networks herein
listed in Article 6a.

ARTICLE 7
Organs of the National Alumni
The National Alumni shall have three organs:
a. The National Executive Team (NET)
b. The Extended National Executive Team (ENET)
c. The Judicial Committee

CHAPTER 3

COMPOSITION AND FUNCTIONS OF THE


ORGANS
ARTICLE 8
The Extended National Executive Team
The Extended National Executive Team shall comprise:
a. All members of the National Executive Team.
b. All Presidents and Secretaries of Cluster Alumni Networks.
c. All Chairpersons of Committees.

The Extended National Executive Team shall perform the


following functions:
i. The Extended National Executive Team shall have the
power to act on behalf of the General Membership and

report later to the Members to the effect of such action.
ii. The National President shall serve as the Chairperson who
shall preside over all meetings of The Extended National
Executive Team.
iii. Meet at least twice a year to discuss matters pertinent to the
running of the Network.
iv. The ENET consultatively makes decisions with the final
approval from the NET.
v. Summon the National Executive Team to answer questions
pertaining to matters deemed relevant by the Extended
National Executive Team.
vi. Approve all appointments of the National Executive Team.
vii. Remove, dismiss, or suspend members of the National
Executive Team in consultation with the Judicial
Committee.

ARTICLE 9A
The National Executive Team
The Executive Team shall be made up of:
a. The President
b. The Vice President
c. The Secretary
d. The Financial Secretary
e. The Treasurer

f. The Organizer
g. The Deputy Organizer
h. The Public Relations Officer
i. The Chaplin

ARTICLE 9B
Term of Office
i. The National Executive Team shall serve the Network for
three years after which elections will be conducted to vote a
new National Executive Team into power.
ii. National Executive Team members can file nominations for
a position after resignation to contest in an election.
iii. National Executive Team members can only serve the
Network for two terms (six years in total) with an
administration.

ARTICLE 9C
The National Executive Team shall execute the following
functions:
i. It shall solely oversee the day-to-day administration of the
Alumni Network.
ii. The President shall convene a meeting of the National
Executive Team in writing through the Secretary to all other
members of the National Executive Team.

iii. Five members of the National Executive Team shall form a
quorum and shall have the power to implement decisions
taken by the Extended National Executive Team of the
General Membership.
iv. Subject to the day-to-day administration of the Network, all
members of the National Executive Team shall be
collectively and individually responsible to the President.
v. Members of the National Executive Team shall assume
office after they have sworn the oath of allegiance as set out
in the schedules which shall be administered by the Judicial
Committee Chairperson.
vi. The National Executive Team shall be accountable to the
Extended National Executive Team and the General
Membership.

ARTICLE 10A
The President
He or she shall:
i. Be the chief spokesperson for the Network.
ii. Preside over all meetings.
iii. Explore alternative avenues of raising funds for the
activities and objectives of the Network.
iv. Be responsible for coordinating the functions of the
members of the National Executive Team.

v. Be a signatory to cheques and vouchers chargeable against
the account of the Network.
vi. Perform such duties as instructed by the Extended National
Executive Team or the General Membership.
vii. Direct and convene all meetings of the Network.
viii. Represent the Network at all meetings with partners and
CIGH.
ix. Have the power to appoint chairmen of the various
committees with the prior approval of the National
Executive Team; except where otherwise provided by this
constitution.
x. Deliver the state of the Network’s address to the members
of the Network at the first general membership sessions at
the congress.

ARTICLE 10B
The Vice President
He or she shall:
i. Be directly responsible to the President.
ii. Assume office as President for the unexpired term of office of
the President whenever;
- The President becomes disabled by reason of illness and
is incapable of exercising his or her duties.
- The President dies, resigns, or is removed from office. In

such a case, elections shall be organized one month after
the occurrence of such event.
iii. Perform any other functions assigned to him/her by the
National Executive Team, the Extended National Executive
Team, or the President.
iv. Serve as coordinator of all meetings and programs.
v. Act as an ex-officio member of all committees except the
Electoral Committee, the Audit Committee, and the
Judicial Committee.
vi. Be consulted when issues of external relationship arise.
vii. Explore alternative avenues of raising funds for the
activities and objectives of the Network.

ARTICLE 10C.
The General Secretary
The General Secretary/es shall:
i. Keep minutes of the General membership, the Extended
National Executive Team, and the National Executive Team
meetings.
ii. Be responsible for all correspondence involving the
Network.
iii. In the absence of the President and the Vice President, the
General Secretary shall preside over the activities of the
Network.

iv. Under the direction of the President summon all meetings.
v. In consultation with the President prepare the agenda for
meetings of the Network.
vi. Explore alternative avenues of raising funds for the
activities and objectives of the Network.
vii. At the FCP and Cluster level serve as the Public Relations
Officer.

ARTICLE 10D.
The Financial Secretary
The Financial Secretary shall:
i. Oversee policy concerning the in and outflow of financial
resources of the Network.
ii. The officer in consultation with the National Executive
Team and the Extended National Executive Team shall
determine policy concerning the purchase or sale of goods
and services, and payment of dues.
iii. Oversee the daily financial operations, ensuring meticulous
record-keeping and smooth transaction processes.
iv. Be responsible for presenting an up-to-date report of the
finances of the Network.
v. Explore alternative avenues of raising funds for the
activities and objectives of the Network.

ARTICLE 10E
The Treasurer
i. He/she shall be a signatory to cheques and vouchers
chargeable to the accounts of the Network.
ii. Supervise the collection of dues, and donations of the
Network and issue proper receipts to cover monies
received.
iii. Perform any other function relating to financial
administration as may be directed by the National
Executive Team, the Extended National Executive Team, or
the President.
iv. Constitute a Finance Committee composed of five members
of the Network and shall be responsible for the day-to-day
financial administration of the Network and scrutinize its
budgets.
v. Explore alternative avenues of raising funds for the
activities and objectives of the Network.

ARTICLE 10F
The Organizer
i. The organizer shall be the Chairperson of the Sports and
Entertainment Committee.
ii. He/she shall be responsible for organizing all programs of
the Network under the supervision of the Vice President.

iii. Undertake duties as may be assigned to him/her by the
President or the National Executive Team or the Extended
National Executive Team.
iv. Explore alternative avenues of raising funds for the
activities and objectives of the Network.

The Deputy Organizer


The deputy organizer shall:
i. Assume responsibility in the absence of the organizer.
ii. Assist with organizing all programs of the Network under
the supervision of the organizer
iii. Undertake duties as may be assigned to him/her by the
President or the National Executive Team or the Extended
National Executive Team.
iv. Explore alternative avenues of raising funds for the
activities and objectives of the Network.

ARTICLE 10G
The Public Relations Officer
i. There shall be a Public Relations Officer (P.R.O) who shall
be appointed by the President in consultation with ENET.
ii. The P.R.O. shall be tasked with disseminating information
and updates relevant to the Network both internally and
externally.

iii. The P.R.O. shall have first-hand information on the
activities of all the committees within the Network in other
to ensure adequate publicity of them.
iv. In the absence of the General Secretary and Assistant
Secretary, the P.R.O. shall assume the role of a General
Secretary.
v. Explore alternative avenues of raising funds for the
activities and objectives of the Network.

ARTICLE 10H
The Chaplain
i. The Chaplain shall provide spiritual guidance and support
to alumni, offering counselling, pastoral care, and
opportunities for prayer, meditation, or religious services.
ii. The Chaplain may serve as a mentor or advisor to alumni,
offering guidance on personal, ethical, or spiritual matters.
iii. The Chaplain shall serve as a moral and ethical leader
within the alumni community, promoting values such as
integrity, compassion, and service.
iv. The Chaplain shall advocate for the spiritual and emotional
well-being of alumni within the broader community, raising
awareness of relevant issues and providing resources or
referrals as needed.
v. Explore alternative avenues of raising funds for the

activities and objectives of the Network.

ARTICLE 11
General Membership
The General Membership shall comprise all members of the
National Alumni Network.
The general membership shall execute the following functions:
a. It shall meet at the biannual congress of the Network to
discuss matters concerning the Network and those referred
to it by the National Executive Team.
b. The General membership shall set up an Audit Committee to
audit the activities of the Network.
c. The General membership shall in consultation with the
Judicial Committee authority summon the President or the
National Executive Team to explain, report, or inform the
General membership on matters it deems fit.
d. It shall approve or disprove any decision taken or acted on its
behalf.

CHAPTER 4

ARTICLE 12
Independent Committees
The Network shall comprise three independent committees
which shall include:
1. Judicial Committee
2. Electoral Committee
3. Audit Committee

ARTICLE 13
The Judicial Committee
i. The Judicial Committee Chairperson shall be appointed by
the Extended National Executive Team.
ii. The Judicial Committee shall consist of a Chairperson and
Four other members.
iii. The committee members shall be appointed by the
Chairperson and approved by the National Executive Team.
iv. Members shall be drawn from different clusters and no two
members shall come from the same project or cluster.
v. Members of the National Executive Team shall not be
eligible for membership.

ARTICLE 13A
Exercise of Power of the Judicial Committee
i. The Judicial Committee shall have autonomy over all
constitutional matters and election petitions.
ii. It shall take the central role in receiving complaints
concerning the governance of the Network and be its main
arbiter.
iii. The committee shall have original jurisdiction in every
matter relating to the enforcement and interpretation of
any provision of this constitution.
iv. It shall have the mandate to resolve conflict between
members and committees.
v. The Judicial Committee shall have the jurisdiction to
execute considerate disciplinary action regarding the
provisions of this constitution provided such action is
logical and enforceable.
vi. All impeachment proceedings against any National
Executive Team member of the Network shall be brought
before the Judicial Committee.
vii. While executing its responsibilities, the Judicial Committee
shall have its hearings in the open.

ARTICLE 13B
Independence of the Judicial Committee
i. The Judicial Committee in the exercise of its judicial powers
and execution of justice, shall only be subject to this
constitution and shall not be subject to the control or
direction of any other member or members in or outside the
Network.
ii. Neither the Judicial Committee Chairperson nor a member
of the Judicial Committee shall be liable to any action or
suit for any action or omission committed in the exercise of
judicial powers.
iii. The term of office of members of the Judicial Committee
shall expire after the first official meeting of the new
Judicial Committee.
iv. The General Membership shall in consultation with the
National Executive Team sanction a member of the Judicial
Committee for being guilty of a misdemeanour.
v. At a handing-over ceremony, the outgoing Judicial
Committee Chairperson shall administer the Judicial Oath
of secrecy to the new committee and its Chairperson.

ARTICLE 14
Electoral Committee
i. There shall be an independent Electoral Committee which

shall consist of a Chairperson and Four other members.
ii. The Chairperson of the Electoral Committee shall be
appointed by the President subject to the approval of the
National Executive Team.
iii. The members of the committee shall be appointed by the
Chairperson and approved by the National Executive Team.
iv. Members shall be drawn from different clusters and no two
members shall come from the same project or cluster.

ARTICLE 14A
Exercise of Power of the Electoral Committee
i. The Electoral Committee shall be responsible for the
conduct of all elections.
ii. The Electoral Committee shall be tasked with the
responsibility of making known to members of the Network
the existing offices or portfolios at the last general meeting
before Congress.
iii. The Committee may make rules and regulations for the
exercise and execution of its functions subject to the rules
and regulations governing the conduct of elections in
Ghana.
iv. The rules and regulations governing the conduct of
elections shall be published on the first day of the Congress.

ARTICLE 14B
Independence of the Electoral Committee
The Electoral Committee in the execution of its functions shall
not be subjected to the control or direction of any person or
authority unless provided in this constitution or any other law
not inconsistent with this constitution.

ARTICLE 15
Audit Committee
i. There shall be an independent Audit Committee which shall
be constituted with five members all of which shall be
appointed by the Extended National Executive Team.
ii. The persons so appointed shall appoint from among
themselves the Auditor General and a recorder at their first
meeting.
iii. The Audit Committee shall be an ad-hoc committee.

ARTICLE 15A
Functions of the Audit Committee
i. The Audit Committee shall audit the Network's account and
present it to the General Membership for approval before
handing it over to the National Executive Team.
ii. Notwithstanding any provision to the contrary, the Audit

Committee shall audit the account of the Network at the
request of the General Membership.
iii. The report of the Audit Committee shall be presented
within 14 days from the day of the committee’s institution.

The Audit report shall include:


iv. An income and expenditure account of the Network as
audited.
v. Statement of account including cash at hand, cash at the
bank as the last day of auditing, fixed assets, returns from
dues, liabilities, and or accruals.
vi. A detailed statement of debtors and creditors.
vii. A detailed statement of financial administration.
viii. Audit Committee’s assessment of the financial position of
the Network and the committee’s recommendation.
ARTICLE 15B
Dissolution of the Audit Committee
i. The Audit Committee shall be dissolved after the audit
report has been accepted by the National Executive Team.
ii. Notwithstanding any provisions to the contrary, the
National Executive Team shall ensure the enforcement of
Article 30 (1) above.

CHAPTER 5

ARTICLE 16
Congress
There shall be an annual congress which shall be conveyed:
a. To create an opportunity for the development of skills
b. To allow for all members of the Network to meet and share
ideas.
c. To elect new leaders for the Network.
d. To create an avenue for members to meet, connect, and share
opportunities.
e. To review and assess activities and programs of the past year.

ARTICLE 17
Editorial Committee
a. There shall be a five-member Editorial Committee chaired
by the Editor in Chief who shall be appointed by the
President.
b. The members of this committee shall be appointed and
approved by the National Executive Team.
c. The Editor in chief in consultation with the President shall
appoint from the Committee members two deputies.
d. The Committee shall be responsible for the publication of
all magazines and journals.

e. The Editor in Chief shall be responsible for scrutinizing
articles and releases submitted to him/her before
publication.
f. The Editorial Committee shall publish the Network’s
magazine.
g. It shall be responsible for all publicity of the National
Executive Team.
h. It shall be responsible for conducting opinion polls.
i. It shall be responsible for securing and safeguarding the
brand of the Network i.e. monitoring all social media
handles, appropriate usage of logo, letterhead, etc.

ARTICLE 18
The Organizing Committee
a. The organizing committee shall comprise seven members
including the Chairperson.
b. The chairperson shall be the Organizing Secretary of the
Network.
c. The organizing secretary in consultation with the National
Executive Committee shall appoint members based on
merits.
d. The Committee shall in consent with the National Executive
Team see to the organizing of all Network activities.
e. It shall perform any other function as may be assigned to it

by the National Executive Team.

ARTICLE 19
Welfare Committee
a. There shall be a five-member Welfare Committee including
the Chairperson.
b. Members of this Committee shall be appointed and approved
by the National Executive Team.
c. The Vice President shall be the chairperson, he/she shall
appoint a deputy and in consultation with the Extended
National Executive Team shall determine amounts to be
given to members in need based on their discretion.
d. The Welfare Committee shall plan, initiate, and execute all
welfare-oriented activities of the Network.
e. The Welfare Committee shall perform such other related
functions as may be assigned to it by the National Executive
Team or the General Membership.

CHAPTER 6

ARTICLE 20
Standing Orders for Meetings
a. Voting shall be by ONLY members.

b. Each member shall be entitled to one vote.
c. Voting privileges shall include the right of members to make
or second motion of nominations.
d. In voting, motions shall be carried by a simple majority,
unless otherwise provided for by this constitution or
standing orders.
e. The casting of the vote shall be a vote for, vote against, or
abstention.
f. In the event of a tie in voting the chairperson shall exercise
powers by casting his vote.

ARTICLE 21
Elections
1. Election Process
a) A simple majority is required to win an election.
b) Elections shall be conducted in three different stages as
follows:
i. FCP Leaders shall be elected by popular vote (simple
majority).
ii. Cluster Leaders shall be elected through a delegation
system by the FCP leaders.
iii. National Leaders shall be elected through a delegation
system by the Cluster Leaders.
c) Candidates who stand unopposed shall be required to secure

at least 50% + 1 of the total votes cast to win the position.

2. Term of Office & Eligibility


d) All offices shall be held for three (3) calendar years.
e) A serving officer may be eligible to contest for a different
portfolio.

3. Run-off & Disqualification


f) In the event of a tie, a run-off election shall be conducted to
determine the winner.
g) Any candidate found guilty of electoral malpractice shall be
disqualified by the Electoral Committee.

4. Election Regulations & Oversight


h) The Electoral Chairperson shall be required to publish
additional rules and regulations governing the conduct of the
election at least one (1) week before the elections.

ARTICLE 21A
Additional Rules for the Conduct of Elections
i. Any member wishing to contest elections for any of the
positions advertised, shall make available to the Electoral
Committee two passport-size photographs of him/herself
together with duly filled nomination forms, not later than

the specified period for nominations.
ii. A member shall be allowed to vote upon producing his/her
membership identification number.
iii. In the absence of this number, the said member shall be
allowed to vote only upon satisfying the presiding Electoral
Officer and the Returning Officer that, he is in fact, an
eligible voter with an authorized note from the FCP /
Cluster alumni leadership.
iv. Any candidate who breaks any of these standing rules shall
face sanctions which shall include disqualification.

ARTICLE 21B
Qualifications to Run for Elections
i. The President, Vice President, General Secretary, Financial
Secretary, Treasurer, Organizer Deputy, and Organizer
shall be elected from among registered members of the
Network, provided they fulfil all rules set out in this
constitution.
ii. Any member who has been found guilty of embezzlement
and or misappropriation of funds shall not qualify to stand
and contest elections.
iii. Any member who has behaved in a manner that can be
described as detrimental to the good reputation of the
Network or CIGH shall not qualify to stand and contest

elections.

ARTICLE 21C
Declaration and Challenging of Electoral
Results
i. The Electoral Committee shall declare the provisional
results immediately after counting the ballots cast and until
such results are challenged, the Electoral Committee shall
declare the results within 24 hours after counting.
ii. Copies of any petition(s) challenging the results, or the
validity of an election shall be presented to the Judicial
Committee and the Electoral Committee.
iii. The Judicial Committee shall, without prejudice to any
provision(s) of this constitution decide on the validity of the
result and or the elections within 48 hours from the time
the petition(s) is/are received.
iv. If a challenge is upheld, fresh elections for the affected
office shall be held within one week from the time of the
Judicial Committee’s decision.

CHAPTER 7

ARTICLE 22
Resignation
i. Except for officers elected by the General Membership, any
officer of the Network may resign willingly by means of
writing to the President at least a month before the day of
resignation.
ii. A vacant office resulting from the resignation of an
occupant shall temporarily be occupied by an officer
appointed by the National Executive Team to act before a
substantive officer is elected.
iii. Any National Executive Team officer elected by the General
Membership may communicate his resignation to the
National Executive Team in writing a month before the date
of resignation.
iv. The National Executive Team shall make known the
intentions of such an officer to the General Membership
within five working days after receiving the resignation
letter and appoint an interim officer for that office before
fresh elections are held.
v. In the event of the National Executive Team resignation, all
documents and property belonging to the Network shall be
handed over to the Judicial Committee within seventy-two

hours of their resignation.
vi. Any Executive who is resigning from any office shall hand
over all documents and property belonging to the Network
to the President and or to the National Executive Team
within seventy-two hours.

ARTICLE 23
Grounds for Removal from Office
Executive Officers and other committee members shall be
removed from office for any of the following reasons:
1. Financial Misconduct
i. Misappropriation, dissipation, or embezzlement of
the Network’s funds.
ii. Unauthorized use of financial resources for personal
or external gain.
2. Violation of Oath of Office
Engaging in activities that contradict the oath of office as stated
in this constitution.
3. Gross Misconduct
i. Engaging in unethical, corrupt, or illegal activities that
damage the reputation of the Network.
ii. Abusive, discriminatory, or violent behaviour toward
members.

4. Mental or Physical Incapacity
i. Being declared mentally incapacitated by a certified
medical professional.
ii. Any physical or mental condition that renders the
executive unable to perform their duties.
5. Negligence of Duties
i. Repeated failure to fulfil assigned responsibilities
without valid justification.
ii. Consistently failing to attend official meetings and
events.
6. Unjustified Absence
Being absent from Network activities, including meetings, for
three (3) consecutive months without tangible reasons.
7. Conflict of Interest
Engaging in activities or holding positions that create a conflict
of interest with the Network.
8. Breach of Confidentiality
Unauthorized disclosure of sensitive Network information.
9. Abuse of Power
Using one’s position to intimidate, exploit, or unfairly influence
members or decisions.
10. Criminal Conviction
Being convicted of a criminal offense that affects the integrity
and credibility of the office held.

Procedure for Removal
i. A formal complaint must be submitted to the National
Executive Team.
ii. The accused officer shall be given the right to a fair
hearing and defence.
iii. A decision on removal shall be made through a voting
process as outlined in this constitution.

ARTICLE 25
Impeachment
a. Any member may initiate impeachment proceedings
against any officer or the entire executives by means of
writing and stating the grounds for removal addressed to
the Judicial Committee with at least nine members from
each cluster writing and appending their names and
signatures respectively to the petition.
b. Within eight days of receipt of the notice, the Judicial
Committee shall make its findings known to the General
Membership for consideration and or deliberation during
which the officers involved shall have the right to state
their case to the General Membership.
c. Any executive officer against whom impeachment charges
have been preferred shall officially be removed from office

by majority members of the General Membership at a
meeting specifically convened for this exercise.
d. Impeachment shall be honoured by (2/3) of the votes at a
meeting referred to in article 25(c) supra.
e. The Judicial Committee shall assume responsibility in the
case of the National Executive Team being impeached or
removed from office until by-elections are held to fill the
vacancy.
f. Impeached officers shall have the right to appeal to the
Judicial Committee within seventy-two hours after
being served with a notice to that effect.

ARTICLE 26
Honoraria
a. Certificate of officer(s) shall be presented to the officers on
the day of handing over or otherwise determined by the
Extended National Executive Team in consultation with the
General Membership.
b. Individuals or groups of people who contribute immensely
to the welfare of ANet-CIGH shall be made honorary
members.
c. Such an honour (2) above shall be conferred by the National
Executive Team in consultation with the Extended National
Executive Team and/or the General Membership.

ARTICLE 27
MISCELLANEOUS
a. The Network shall have an insignia, which shall be kept at the
National Office and shall be used during handing over and
other ceremonial activities.
b. The Judicial Committee shall have an insignia which shall be
kept at the National Office under the custody of the
chairperson and shall be used at the Committee’s sittings.
c. The Judicial Committee shall have an oath book of secrecy
signed by members after swearing the Judicial Oath of
secrecy.
d. An elected or appointed officer shall not be duly recognized
unless He/she swore an oath of his office.
e. Certificates of office shall be presented to officers on the day
of handing over.
f. This constitution may be revised every five (5) years.
Amendment can however be made as the need arises.
g. Anyone calling for amendment must state his reasons in
writing to the Judicial Committee who shall report to the
General Membership to that effect. The complainant must
appear before the General Membership in the presence of the
Judicial Committee Chairperson and convince them thereof.
h. The merit of the petition shall be decided by the General
Membership through a vote of simple majority.

i. There shall be an orientation for candidates elected to hold
offices in the Network by the outgoing executives.
j. The FCP and the Cluster leadership shall make by-laws in
accordance with the constitution to govern the Network at
their level.
