KARACHI DEVELOPMENT AUTHORITY (KDA)

OVERVIEW:
The Karachi Development Authority (KDA) was formed in 1957 as the principal government institution
charged with overseeing Karachi’s urban planning and development. Its establishment aimed to respond
to the city’s rapid growth by preparing master plans, initiating housing schemes, and undertaking large-
scale infrastructure projects. Over time, the KDA has been responsible for shaping significant residential
neighborhoods, commercial hubs, industrial districts, and major road networks. Its core functions include
managing land use, distributing plots, granting approvals for development, and ensuring the provision of
civic amenities.
Although certain areas of Karachi are now managed by the Karachi Metropolitan Corporation (KMC),
various Cantonment Boards, and departments of the Sindh Government, the KDA continues to control a
substantial share of the city’s land. Like many institutions in expanding megacities, it faces persistent
challenges such as unplanned urban sprawl, illegal occupations of land, and shortages of affordable
housing. Nevertheless, the KDA retains a pivotal role in directing Karachi’s structured growth and in
coordinating its efforts with other urban governance bodies.

Scheme 33 (Gulzar-e-Hijri)
Scheme 33, commonly referred to as Gulzar-e-Hijri, stands among the largest and most significant
residential initiatives introduced by the Karachi Development Authority (KDA). Spanning several
thousand acres along the Super Highway and University Road, the project encompasses a wide range of
cooperative housing societies within its limits. Originally launched to address Karachi’s increasing need
for reasonably priced and systematically planned housing, the scheme has grown into one of the city’s
most desirable residential districts. Its popularity stems from the extensive land available, the diversity in
plot sizes, and its direct connectivity to major transportation corridors.

KDA has played a pivotal role in the project’s progress, overseeing the preparation of the master plan,
allocation of plots, and establishment of basic infrastructure. Although the scheme has encountered
difficulties—such as unresolved land ownership issues and delays in infrastructure development—it
continues to hold a prominent position as KDA’s most recognized project. Ultimately, Scheme 33
illustrates the authority’s broader vision of delivering large-scale, organized urban housing opportunities
