PROVIDING FOR THE REORGANIZATION OF BARANGAY COUNCIL FOR THE
PROTECTION OF CHILDREN (BCPC) AT BARANGAY POBLACION SUR, MUNICIPALITY
OF BARCELONA, SORSOGON
WHEREAS, Republic Act 7610, known as the Special Protection of Children Against
Child Abuse, Exploitation and Discrimination Act,, provides for the stronger deterrence and
special protection against child abuse; exploitation and discrimination and its corresponding
penalties;
WHEREAS, Article 359 and 360 of the Civil Code of the Philippines provides that “The
government shall establish councils for the Protection of Children”;
WHEREAS, DILG Memorandum Circular No. 2002- 121 dated August 5, 2002, enjoins
all Local Government Units to organize Local Councils for the Protection of Children and take
the lead in the implementation of all the children’s program in their respective localities for
the efficient and effective implementation of all major areas of concern for children;
WHEREAS, RA 8980 otherwise known as the Early Childhood Care and
Development (ECCD) Act promulgates a comprehensive policy and national system for
children 0-6 years old. Section 8 (d) of said law requires the organization of National
ECCD Coordinating Council (ECCDCC)and coordinating committees at all levels except
in the barangay where the BCPC already exists;
WHEREAS, the LCPC and the ECCDCC have the same objectives, both shall
function as one to avoid confusion and duplication of similar councils/committees in
the LGUs. The LCPC shall be the umbrella organization for all programs on children
and the ECCD Coordinating Committee shall be one of the committees under it.
NOW, THEREFORE, I, ALDIN M. ESPERA, Punong Barangay of Barangay
Poblacion Sur Municipality of Barcelona Sorsogon, by virtue of the powers vested in
me by law do hereby organize the Barangay Council for the Protection of Children
(BCPC) as follows:
Section 1. Composition. The Barangay Council for the Protection of Children is hereby
organize to be constituted as follows:

Section 2. FUNCTIONS. The Barangay Council for the Protection of Children shall have
the following functions:
1. Formulate plans, programs and policies for children that are gender-fair, culturally
relevant and responsive to the needs of diverse groups of children from 0 below 18
years of age;
2. Prepare Annual Work and Financial Plans for children and recommend appropriations
to the Sanggunian;
3. Provide coordinative linkages with other agencies and institutions in the planning,
monitoring and evaluation of plans for children;
4. Provide technical assistance and recommend financial support to the Barangay
Councils for the Protection of Children;
5. Establish and maintain data base on children in the barangay;
6. Foster education of every child;
7. Advocate for the establishment and maintenance of playgrounds, day care centers
and other facilities necessary for child and youth development;
8. Recommend local legislations promoting child survival, protection, participation and
development especially on the quality of television shows, media prints and coverage,
which are detrimental to children and with appropriate funding support;
9. Assist children in need of special protection and refer cases filed against child
abusers to proper agencies / institutions;
10. Conduct capability building program to enhance knowledge and skills in handling
children’s programs;
11. Document barangay best practices on children;
12. Monitor and evaluate the implementation of the program and submit quarterly
status reports to the Municipal Council for the Protection of Children;
13. Perform such other duties and functions as provided for in the early childhood care
and development and other related laws.
Section 3. MEETINGS. The council shall meet once every two (2) months and / or
whenever the chairman convenes the same.
Section 4. FUNDING SUPPORT. Funding support for the Barangay Council for the
Protection of Children shall be charged against the fund of the Barangay Government subject
to availability of funds and to the usual accounting and auditing rules and regulations.
Section 5. REPEALING CLAUSE. All orders and issuances inconsistent with this order
are hereby repealed and modified accordingly.
Section 6. EFFECTIVITY. This order shall take effect immediately.
