EXECUTIVE ORDER NO. 05

ESTABLISHING THE BARANGAY REHABILITATION REFERRAL DESK AND DESIGNATING
BARANGAY HEALTH WORKER PRESIDENT, KATHERINE C. VILLANUEVA AS DUTY/
DESK OFFICER
WHEREAS, Article VII of RA 9165 otherwise known as the Comprehensive Dangerous Drug Act
of 2002 mandates the establishment and operationalization of Rehabilitation Referral Desk in every
barangay;
WHEREAS, the Barangay Rehabilitation Referral Desk will endorse drug dependents to the City/
Municipal Anti-Drug Abuse Council or to the Duty authorized representation of the Dangerous Drug
Board and perform such other functions.;
NOW, THEREFORE, I Hon. EDWIN V. CALLEJA, Punong Barangay of BARANGAY POBLACION,
Polillo, Quezon by virtue of power vested on me by the RA 7160 otherwise known as the Local code
of 1991 and other existing laws do hereby direct the following:
Section 1. The Rehabilitation referral Desk of Barangay Poblacion, Polillo, Quezon is hereby
established
Section 2. The BHW President, MRS. KATHERINE C. VILLANUEVA is hereby designate as
the Duty Desk Officer of the Barangay Referral Desk with the following functions;
1. Man the Barangay Referral Desk/
2. Conducts interviews to solicit personal information from the surrender
3. Immediately informs the Punong Barangay in case the surrenderer is including the Target
list, wanted list or Watch List of Personalities of the Law enforcement agencies such as
PNP,PDEA or NBI and has pending criminal case;
4. Refer of endorse drug dependent to the Municipal Drug Abuse Council for screening using
the alcohol, Smoking and Substance Involvement Screening Test (ASSIST)
5. Log and maintain a record book containing all person information of surrenderers;
6. Ensure confidentiality of all information of surrenderers
7. Refer expected drug users tonthe C/MADAC and other institution for corresponding
counselling and/or rehabilitation;
8. Monitor progress of surrenderers;and performs other duties and functions as maybe
deemed necessary.
SECTION 3. Funding . An amount depending on the perceived need shall be set aside every year and
to be included in the Annual Budget/Appropriation for the components in the Barangay Anti-Drug
Abuse Program.
Section 4. Let the copies of this Executive Order be furnished to the Honorable ANGELIQUE E.
BOSQUE, Municipal Anti-Drug Abuse Council, Sangguniang Bayan, DILG, PDEA, PNP and other law
enforcement references and appropriate action.
SECTION 5. EFFECTIVITY. This Executive Order shall take effect immediately.

AN EXECUTIVE ORDER ORGANIZING THE BADAC AUXILLIARY TEAM AND OPERATION”
Pursuant to DILG Memorandum Circular Nos. 98-227,99-226,2001-90,2003-131,
2004-07,2012-094,2015-63,DILG-DDB Joint Memorandum Circular No.2018-01, and
DDB Board Regulation No. 3,series of 2017 all pertaining to the creation,
reoprganozation, strengthening and revitalization of the Local Anti-Drug Abuse Council
in all levels of the government, the Barangay Anti-Drug Abuse Council (BADAC) od
Barangay Poblacion, Polillo, Quezon is hereby constituted as follows;

Section 2. Function of BADAC Auxillary Team – members of the BADAC Auxillary Team
shall performs the following duties and responsibilities;
1. Identify and reports to the BADAC suspected drug dependents, pushers, illegal
drugs laboratories,
And other illegal related activities in their areas;
2. Assist in the conducts of information, education and communication campaign
activities
3. Help facilitate in the preparation and distribution information, education,
communication, materials in collaboration with schools, neighborhood
associations etc. and;
4. Initiate the conduct of neighborhood activities to prevent drug abuse in their
area of operation especially among children and youth;
SECTION 3- ORGANIZATION OF BARANGAY HOUSE CLUSTERS- The Organization of
Barangay House Clusters shall be based on the number of streets in the barangay and
the following shall be designated as cluster leaders;

Section 4. Functions of Barangay Cluster Leaders:- Designated cluster leaders shall

1. Attend BADAC regular meetings upon instruction of the Punong Barangay;
2. Prepare and maintain list of individuals or residents in every household within
the assigned
Cluster;
3. Immediately Inform or report to the BADAC any illegal drug-related activities or
cases occurring within the assigned cluster; and
4. Perform other duties as maybe assigned by the Punong Barangay
Section 5. Effectivity- this order shall take effect immediately
