The Gaza Crisis: Ending Aggression and Ensuring Humanitarian Access

Background
The crisis in Gaza, which escalated in October 2023, has brought untold suffering to
innocent civilians. More than 53,000 Palestinians have lost their lives, and almost the
entire population has been displaced by Israel's continuous military operations.

The situation has become increasingly dire, with hospitals overwhelmed, vital
infrastructure destroyed, and around 14,000 babies now facing the threat of starvation
due to severe restrictions on humanitarian aid.

This conflict has not only affected Gaza, but also destabilized the Middle East as a
whole. Tensions have spilled over into Lebanon, Syria, Iraq and Yemen, largely due
to the involvement of regional actors and proxy forces. As a result, the risk of wider
conflict continues to rise.

The targeting of civilian infrastructure, forced evacuations, and denial of humanitarian


assistance are serious violations of international humanitarian law. These actions
ignore basic humanitarian principles and the protection of non-members of the public.

The Gaza crisis is a test of the international community's consciousness. A just and
peaceful world cannot be built if such suffering is ignored, The People's Republic of
Bangladesh firmly believes that this situation requires urgent, coordinated and
principled action from the international community.

Past International Actions


The international community has shown deep concern for the humanitarian crisis in
Gaza through various multilateral actions. In 2024, the UN General Assembly passed
a resolution calling for an immediate and unconditional ceasefire, as well as the
release of all hostages and an end to the blocking of humanitarian aid. The UN
Security Council also approved a three-stage ceasefire plan, accompanied by a
gradual military withdrawal and the start of the reconstruction process.

The Organization of Islamic Cooperation (OIC) strongly condemned the Israeli


military offensive and demanded an investigation into alleged war crimes through the
International Criminal Court. The OIC also urged a halt to arms shipments to Israel
and demanded the imposition of international sanctions.

Meanwhile, the UN Human Rights Council called for an immediate halt to the
violence and to ensure full access for humanitarian aid. Agencies such as UNRWA,
WHO, and ICRC continue to operate amid the blockade to deliver basic aid, despite
facing extreme limitations and high safety risks.

These efforts reflect a global commitment to humanitarian principles, international


law, and a peaceful resolution based on a two-state solution.

Country Policy
The People's Republic of Bangladesh maintains a firm and principled policy
in support of the Palestinian people. The government of Bangladesh
strongly condemns Israel's continued military aggression in Gaza,
particularly its continued indiscriminate airstrikes on civilian densely
populated areas. According to the Ministry of Foreign Affairs of
Bangladesh, such actions have deepened human suffering and are a
serious violation of international humanitarian law. Bangladesh urges
Israel to immediately cease all hostilities and calls on the international
community to ensure the protection of civilians and full humanitarian
access.

Bangladesh has consistently upheld the legitimate right of the Palestinian


people to self-determination and supports the establishment of an
independent and sovereign State of Palestine, based on pre-1967 borders
with East Jerusalem as its capital. In line with this position, Bangladesh
maintains a policy of non-recognition of Israel and, in April 2025, re-
imposed a travel restriction clause - “except Israel” - in Bangladesh
passports, reaffirming its diplomatic solidarity.

In addition, Bangladesh has expressed its support for legal proceedings at


the International Criminal Court (ICC) and the International Court of Justice
(ICJ), and has joined global calls for sanctions and diplomatic measures to
hold Israel responsible. This policy reflects Bangladesh's broader foreign
policy values - justice, peace, and an unwavering commitment to human
dignity in accordance with international law.

Feasible Solution
To help end the humanitarian tragedy in Gaza, the People's Republic of
Bangladesh proposes a concrete and organized approach. First, a long-
standing ceasefire must be immediately enforced. This ceasefire can be
carried out under the supervision of a UN-mandated international
monitoring mission, stationed at key access points and conflict zones to
ensure full transparency.

Second, defined humanitarian corridors should be established and


managed by UN agencies such as UNRWA, WHO, and ICRC, to ensure
uninterrupted delivery of food, water, medicine, and fuel to all areas
without discrimination. Bangladesh advocates against the use of
politicized mechanisms such as the Gaza Humanitarian Foundation, and
encourages the use of existing and trusted humanitarian networks.
Third, protection of civilians and public infrastructure must be guaranteed
by all parties.

Bangladesh urges the UN to ban any aid model that risks forced
displacement under the guise of relief operations.

Finally, Bangladesh supports the holding of inclusive peace talks under the
auspices of the UN, based on a two-state solution and pre-1967 borders.
Dhaka also calls for international support for Palestinian-led
reconstruction, and stands ready to contribute medical personnel and aid
coordination through OIC cooperation mechanisms.

Only through sincere and well-structured global efforts can lasting peace
and dignity be restored in Gaza.
