government officials
In one month, over 60 seminars were held on the speech
Ivan Choy (CUHK): HK is following mainland’s political
path as the new culture of “political learning”
Both John Lee and LegCo president Andew Leung cite
from it in the first session of the new LegCo

Xi Jinping’s four musts


(1) to fully and faithfully implement the principle of “one
country, two systems” (which sees “socialism” as
central)
(2) to uphold the Central Government’s overall
jurisdiction while securing the SAR’s high degree of
autonomy
(3) to ensure that Hong Kong is administered by patriots,
and
(4) to maintain Hong Kong’s distinctive status and
advantages.

for growth

concerns and difficulties in daily life, and

the emphasis is on political control rather than on
political development
The official vision is characterized by deep internal
contradictions → unclear how they should be resolved
The vision is top-down with no voice for those affected
