SPEAKER: Hon'ble members. It is my sad duty to inform the house of the sudden demise of our former
member Shri Chandra Shekhar Dubey. Shri Chandra Shekhar Dubey was a great thinker, statesman and
an active political leader.Shri Chandra Shekhar Dubey served both as an MP from Dhanbad and later as a
minister in the Jharkhand government. He stood for the development of our rural communities and
worked tirelessly toward the welfare of his constituents.He was a committed leader who dedicated his
life to public service. Shri Chandra Shekhar Dubey, throughout his political career, worked tirelessly for
the welfare of the underprivileged.His voice in Parliament reflected the concerns of the common man,
and his legacy will continue to inspire generations. He was a great leader and will surely be
remembered.

दुबे जी को याद करते हुए उन्हें अपनी श्रद्धांजलि अर्पित करनी पड़ रही है। वे
केवल एक राजनेता नहीं थे, बल्कि एक सच्चे जनप्रतिनिधि थे, जिन्होंने हमेशा आम
जनता के अधिकारों और हितों के लिए अपनी आवाज बुलंद की।
वे धनबाद से सांसद रहे और झारखंड सरकार में मंत्री भी बने, लेकिन उनका हृदय सदैव
आम जनता के साथ जुड़ा रहा।
उन्होंने पक्ष और विपक्ष का भेद कभी नहीं किया — उनके लिए हर नागरिक महत्वपूर्ण
था| उनके निधन से राजनीति ही नहीं, बल्कि पूरे समाज को एक अपूरणीय क्षति हुई है।
मैं, विपक्ष की ओर से, श्री चन्द्र शेखर दुबे जी को विनम्र श्रद्धांजलि अर्पित
करती हूँ और उनके परिवारजनों के प्रति गहरी संवेदना प्रकट करती हूँ।
आज मैं खड़ा हूँ श्री चंद्र शेखर दुबे जी के प्रति श्रधांजलि अर्पित करने के
लिए। जिनकी मृत्यु ने हमें गहरे शोक सागर में डुबो दिया है। एक महान विचारक,
सक्रिय नेता और सामाजिक कार्यकर्ता के रूप में सामाजिक सुधारों के लिए सदा
प्रयत्नशील रहें। उन्होंने राष्ट्र पुनरजागरणके लिए कई विस्तिपुरण कार्यकर्म
लागू किए। जिसमें बाल मजदूरी का विरोध, ग्रामीण विभाजन, जाति आधारित भेदभाव भी
शामिल थे। फरवरी 2017 में उन्हें उनकी सभी गतिविधियों को रोकने के लिए दबाव डाला
गया परंतु राष्ट्र महत्व के हित के लिए कार्यक्रमों में स्वयं को सम्मिलित
किया। अंत में 15 मार्च 2017 को इस संसार से विदा हो गए।मैं अपनी और साथियों की ओर
से शोक में डूबे उनके परिवार के प्रति सहानुभूति प्रकट करता हूँ और उन्हें
भावपूर्ण श्रद्धांजलि अर्पित करता हूँ।

"Defence Minister, what specific measures will your ministry take to enhance security inJammu &
kashmir, particularly tourist areas like Pahalgam. I request the honourable defence minister to clarify to
the house how to prevent such attacks in future and ensures the safety of both locals and tourists? "

house that we are very much aware about these attacks. Ensuring The Safety and security of our citizens
and tourists is or top priority-To Enhance security in Jammu and Kashmir, particularly in tourist areas like
Pahalgam, our ministry will Improve intelligence sharing and gathering to anticipate and prevent
potential threats. Deploy additional se точе ersonnel and establish security personnel checkpoints in
tourist areas. Utilize advanced surveillance technologies, such as CCTV Cameras and drones, to monitor
toursi tourist areas. Engage with local communities to gather information and build trust. Upgrade
infrastructure, including reads and communication networks, to facilitate rapid response to

Today, I rise not just as a member of the opposition, but as the voice of millions of women and children
who are still waiting for true justice, dignity and opportunity.
According to government’s own data, over 80% of funds under BETI BACHAO, BETI PADHAO have been
spent only on advertisement. When will this government start investing in action instead of publicity?
Crimes against women continue to rise. Everyday , horrifying cases of assault, rape and harassment
appear in our newspaper. Yet , fast-track courts are underfunded and many victims are still waiting for
justice.where is the accountability?
Let's talk about nutrition. The national family health survey still shows alarming levels of malnutrition
and Anemia in children and adolescent girls. What has the ministry done to fix this in real terms, beyond
launching new portals and schemes?
And what about menstrual health? In a country where girls still drop out of school due to lack of sanitary
pads and hygiene education, what solid action has been taken ? Not just policy on paper , but pads in
hand.
Honorable minister, we don't need promises we need performance.we don't need slogans, we need
safety, education and nutrition.
As the opposition, we demand answers , transparency and about all, action. Because the future of India
cannot be built by leaving it's women and children.

Women and child development minister (GURMINDER): Honourable Speaker and respected members of
the Parliament. I thank the honourable member of parliament the opposition for raising important
issues. Let me assure this house. that the Safety, nutrition remains a top priority for the ministry of
women and child impowerment. while Beto Bachao Beti Padhao initially. focused focused on Awareness
but now we have implemented our policies on ground levels Over 400 districts have reported improved
sex ratio which is a great achievement for our country and the ministry: We have set-up Support Centres
across the country to provide legal, medical and phychological support to the victims of crimes against
women and children. 1 thousand courts have also been funded under the Nirbhaya Fund for quicker
justice. Malutrition is a challenge but we are tackling it with multi sector collaboration. We are also
addressing menstrual health,Free subsidized Sanitary pads are being distributed in partnership with
NGOs and school over 600 districts across India.
ANGEL: Honourable speaker, through you, I would like to direct a question to the Hon’ble minister of
External affairs. While the nation continues to engage in high level border talks with the people’s
republic of china to resolve the standoff in eastern ladakh, we cannot ignore the growing signs of
distrust and unresolved friction between the two countries. Despite 21 rounds of military commander
level talks and several diplomatic dialogues, the situation along the line of control [LAC remains tense
and status quo ante has not been restored. Recently, the Chinese side has isolated tensions not just
along border, but also through its provocative stance on the succession of his holiness. The 14th Dalai
Lama , a sensitive issue that touches the spiritual sentiments of millions and directly impacts, India’s
relationship with the Tibetan refuge community. The Chinese forgeign ministry termed this matter as a
‘thorn’ in bilateral relations and warned India against any interference. My simple question is that.
“what is the government of India’s official diplomatic position regarding China’s statements on the Dalai
Lama succession? Does the ministry accept the narrative that India should remain silent on a matter that
is inherently spiritual, humanitarian, linked to India’s democratic values?

Through you, I wish to ask the respected Minister of Youth Affairs and Sports about the pressing
challenges facing Indian sports today.
Despite having a population of over 1.4 billion, India won just 6 medals—and no gold—at the Paris
Olympics 2024. In comparison, China, with a similar population, secured 91 medals. Well, this contrast
isnt due to a lack of talent—but a lack of infrastructure, access ,opportunity and lack long-term security
for athletes.
Young athletes are either forced toleave sports by parents or society or they themselves give up. Take
the case of Sita Sahu, a double bronze medalist at the 2011 Special Olympics, who, as reported by the
media, had to join her familys street food business due to financial hardship. Sadly, she is not alone who
ended like this.
And yet, in the midst of these realities, India is bidding to host the 2036 Olympics which would cost
millions. Are we doing it for international headlines ? Because, when our system looks like this, I believe
we should on work us first.
Madam, therefore through you, I respectfully ask:
(i) How is the Ministry utilising its ₹3,800 crore budget to build sporting infrastrure, esure equipment
and provide coaches - beyond just metro cities?
(ii) What support exist for those whowin or aren't able to reach the top?
Considering they dedicate years of their life, I believe they should get their value.
Madam I just want to know whether we're going to build a nation that supports, builds and values
athletes or we're just going to clap for a few medals and ignore the bigger picture where dreams and
hopes die?
SARTAJ SINGH: Q. Honourable Environment minister, increasing industrialisation and urbanisation have
led to severe air pollution in our country. Could you please inform this house about the concrete steps
your government is taking to combat this issue?
I thank the Honourable member for raising this very important question.
Yes, it is that our rapid industrialisation and urban expansion have contributed to rising levels of air
pollution. However, I would like to assure this house that our government is fully aware of the gravity of
this issue and is taking several concrete and proactive steps to tackle it.
Firstly, we have strengthened the National Clear Air Programme ( NCAP ), with an ambitious target to
reduce air pollution by up to 40% in 131 cities by the year 2026. City-specific action plans are bring
implemented across the country.
Secondly, we are accelerating our shift to clean and renewable energy. In 2025-26, our target is that 50%
of India’s total energy should come from non-fossil fuel sources. This will significantly reduce emissions
and ensure cleaner air.
Honourable Speaker, protecting the environment is not just a government duty- it is a shared
responsibility. Through public participation and sustainable development, we are moving confidently
toward the vision of Cleaner and Greener India !

माननीय ट्राईबल अफेयर्स मंत्री महोदय से मेरा निवेदन है कि जब देश में विकास की
गाथा गाई जाती है तो उसके शोर में आदिवासियों की चीखें क्यों दबा दी जाती हैं?
क्यों हर प्रोजेक्ट आदिवासियों के जंगल ,जमीन और जल पर ही हमला करता है? माननीय
मंत्री जी ,क्या यह सही नहीं कि पिछले कुछ वर्षों में हजारों आदिवासी परिवारों को
बड़ी परियोजनाओं के नाम पर उनकी जमीन से उजाड़ा गया है। सिर्फ 2022 से 2023 में ही
मंत्रालय ने 350 से अधिक ऐसी योजनाओं को हरी झंडी दी जिनसे सीधे आदिवासी क्षेत्र
के जंगल प्रभावित हुए। अभी हाल ही सरकार की so called नईं योजना के तहत जयपुर के
ढोल का बाढ़ इलाके के 2500 से ज्यादा पेड़ काटकर एक माल बनाया जाएगा। क्या सरकार
को ये नहीं दिख रहा की कितने ही पशु पक्षियों का आशियाना टूटेगा और जयपुर की lungs
कहे जाने वाला इलाका उजड़ जाएगा।
गया जंगल ,झरने ,जीवन सब कुछ कह गया बना दी इमारतें मिटा दी बस्तियां
क्या Forests right act 2006 और PESA ACT जैसे कानून सिर्फ कागजों तक सीमित रह गए हैं?
आंकड़ों के अनुसार नागालैंड ने 2013 से 2023 के बीच अपने वन क्षेत्र का 794 वर्ग
किलोमीटर हिस्सा को दिया है। ये दिल्ली के क्षेत्रफल का लगभग आधा हिस्सा। यही
नहीं पूर्वोत्तर राज्यों ने मिलकर इतना वन क्षेत्र को दिया जो लगभग गोवा राज्य
के बराबर है। क्या सरकार को यह सब नहीं दिख रहा और अगर दिख रहा है तो सरकार ने मौन
क्यों धारण किया हुआ है।
क्या सरकार आदिवासी विस्थापन को रोकने के लिए कोई राष्ट्र नीति बनाने पर विचार
कर रही है? और जो आदिवासी पहले से उजड़ चुके हैं उनके लिए रोजगार, आवास, और सामाजिक
सुरक्षा की क्या व्यवस्था की गई है?
Minister of tribal affairs (GAURAV): जी हां, सरकार इस विषय को अत्यंत गंभीरता से ले रही
है। Tribal Affairs मंत्रालय और नीति आयोग मिलकर एक राष्ट्रीय स्तर की नीति पर कार्य
कर रहे हैं, जिसका उद्देश्य "Zero Displacement Approach" को बढ़ावा देना है।इसमें यह
सुनिश्चित किया जा रहा है कि विकास परियोजनाओं में जनजातीय हितों को प्राथमिकता
दी जाए।
प्रोजेक्ट क्लीयरेन्स से पहले सोशल इम्पैक्ट असेसमेंट (SIA) अनिवार्य किया गया
है।
सरकार ने हाल ही में "Vikasit Vanvasi Yojana" के तहत ऐसे सभी विस्थापित परिवारों की
पहचान और पुनर्व्यवस्था हेतु विशेष अभियान शुरू किया है। इन परिवारों को
प्रधानमंत्री जनजातीय सशक्तिकरण योजना के तहत: निशुल्क कौशल विकास प्रशिक्षण,
स्वरोज़गार लोन, स्वास्थ्य बीमा (आयुष्मान भारत) और. शिक्षा छात्रवृत्ति प्रदान
की जा रही है।
साथ ही, Tribal Digital ID और Geo-tagging के ज़रिए ये सुनिश्चित किया जा रहा है कि कोई भी
आदिवासी परिवार सिस्टम से बाहर न रह जाए।
बिलकुल, और इसके लिए पहले ही कई राज्यों को सख्त दिशा-निर्देश जारी किए गए हैं।
Forest Rights Act (2006) और PESA Act (1996) के तहत अब ग्राम सभा की सहमति बिना
कोई भी भूमि अधिग्रहण संभव नहीं है।
सरकार “Digital Gram Sabha Consent System” पर काम कर रही है ताकि किसी भी परियोजना की
प्रक्रिया में पारदर्शिता बनी रहे।

2020 'इंक्लूसिव एजुकेशन' की बात करती है। क्या मंत्री महोदय मानते हैं कि बिना
मातृभाषा में शिक्षा और संसाधनों की उपलब्धता के हम आदिवासी बच्चों को
मुख्यधारा में ला सकते हैं?

रेजिडेंशियल स्कूलों की स्थिति कई राज्यों में ख़राब है शिक्षकों की भारी कमी,
इंफ्रास्ट्रक्चर की खस्ताहाली और ड्रॉपआउट(Dropout) रेट में बढ़ाव है।

I am honoured to present this brief overview of the commerce industry for the year 2024-2025.
The industry recorded a 6.4% growth, with e-commerce leading at 22%, driven by digital payments and
improved logistics. Retail and wholesale sectors also saw strong performance due to rising consumer
demand. Exports reached $510 billion, and imports stood at $580 billion, highlighting robust
international trade.
Over 1.2 million jobs were created, and the sector attracted $47 billion in FDI. Digital adoption grew
rapidly, with widespread use of UPI and Al tools. Despite global challenges, the industry moved towards
sustainability through green logistics and packaging.
Looking ahead, the sector is expected to grow by 7-8% in the coming year. This progress reflects our
nation's strength, innovation, and commitment to economic development.

rape cases in Indian subcontinent. In India rape has become the most common criminal activity now-a-
days. The general term that has been given to the rape is Balatkar in India.When a person is being raped
her emotion and dignity are also being raped.It put a person in such a horrifying and traumatic situation
from where it is hard for that person to escape.It is a heinous crime that not only affects the victim but
also the society as a whole.There is no single definition that could define rape because sometimes it
breaks all the limitations that a person could imagine. The increasing number of rape cases in India daily
put a question on the safety of women in India.In India,not a single day passes without hearing any rape
cases.
A recent case came from Meerut(17 July 2025):
A 14-year-old girl died by suicide at her house,days after she was gang-raped by three minors in Khurja
area of Bulandshahr district.According to police,the boys,aged between 13 and 17 years,took the girl
and her three-year-old brother out for a bike ride on June 28,but they instead took her to a secluded
place and gang-raped her.
Another case came from Kolkata(14 July 2025):
The 24-year-old psychologist,who was allegedly raped on the campus of a premier business
management school in Kolkata,walked into Thakurpukur PS around 7.30 pm on Friday,accompanied by a
male friend,said police sources.vThere are many more cases too.
I Request the honourable Health Minister to clarify the house that what precautions will they take to
stop the rape cases and what steps would they take against these rapists?

Let me remind this House with full clarity — India is not a Dharamshala where anyone can walk in, stay
illegally, and pose a threat to our national integrity. This Parliament holds the constitutional authority—
and moral responsibility—to stop those who endanger the nation.
Rashtriya suraksha ki shuruaat seemaon se hoti hai. We must know who enters our country, when, for
how long, and for what purpose. our government’s new immigration law is not just a legal document —
it is a national security shield. It is Transparent, Tech-driven, Time-bound, and Trustworthy.
After three years of thorough deliberation, the bill gives legal backing to the IVFRT system — to digitally
track every foreign national, strengthen border checks, and reduce immigration clearance time from 5
minutes to just 1–2 minutes. Over 700 districts now use the Foreigners Identification Portal, with 360-
degree screening across 24 security parameters.
Some in the opposition give fiery speeches but never spoke for Tamil refugees, never questioned illegal
migration.
