1. FIXATION OF PAY ON PROMOTION ON OR AFTER 01.01.2006 CDA Scales (Authority 181st BOD meeting held on 28.01.2009 - DPE's OM No.
. 2(54)/2008-DPE(WC)-GL XI/08 dtd. 14th Oct. 2008, implemented vide Circular No.6/2009 dated 05.03.2009 In the case of promotion from one grade pay to another in the revised pay structure, the fixation will be done as follows: One increment equal to 3% of the sum of the pay in the pay band and the existing grade pay will be computed and rounded off to the next multiple of 10. This will be added to the existing pay in the pay band. The grade pay corresponding to the promotion post will thereafter be granted in addition to this pay in the pay band. In cases where promotion involves change in the pay band also, the same methodology will be followed. However, if the pay in the pay band after adding the increment is less than the minimum of the higher pay band to which promotion is taking place, pay in the pay band will be stepped to such minimum. PAY FIXATION
a) As per the 6th Central Pay Commission there will be one uniform date of annual increment viz. 1st July of every year. Employees completing 6 months and above in the revised pay structure as on 1st of July will be eligible to be granted the increment. Accordingly, all employees who earned their last increment between 01.01.2005 and 01.01.2006 would get their next increment on 01.07.2006. b) For those employees whose date of next increment falls on 01.01.2006, the instructions already provide for granting as increment in the pre  revised pay scale as on 01.01.2006 and then fixing their pay in the revised pay scales. Such employees would also get their next increment on 01.07.2006;
c) On Promotion from one grade to another an employee has as option under FR  22(I)(a)(1) to get his pay fixed in the higher post either from the date of his Promotion, or from date of his next increment viz. 1st July of the year. The pay will be fixed in the following manner in the revised pay structure:i. In case an employee opts to get his pay fixed from his date of next increment, then, on the date of Promotion, pay in the pay band shall continue unchanged, but the grade pay of the higher post will be granted. Further re  fixation will be done on the date of his next increment i. e. 1st July. On that date he will be granted two increments; one annual increment and the second on account of Promotion. While computing these two increments, basic pay prior to the date of Promotion shall be taken into account. To illustrate, if the basic pay prior to the date of Promotion was Rs. 100, first increment would be computed on Rs. 100 and the second on Rs. 103; and
ii. In case the employee opts to get his pay fixed in the higher grade from the date of his Promotion, he shall get his first increment in the higher grade on the 1st July if he
iii. In cases where an employee reaches the maximum of his pay band, shall be placed in the higher pay band after one year of reaching such a maximum. At the time of placement in the higher pay band, benefit of one increment will be provided. Thereafter, he will continue to move in the higher pay band till his pay in the pay band reaches the maximum of PB  4, after which no further increments will be granted. In view of above, an employee who even after revision of his pay in the revised pay scales reaches the maximum of his pay band, he can be placed in the higher pay band by giving a benefit of one increment. This can be clarified by an example as under:-
was promoted between 2nd July and 1st January. However, if he was Promoted between 2nd January and 30th June of a particular year, he shall get his increment on 1st July of next year.
Shri X whose existing basic pay is Rs. 3720 in the grade of Rs. 2650  4000 and as per the fitment table the employee is placed at Rs. 6920 in the Pay Band of Rs. 4440  7440 plus Grade Pay Rs. 1650 as on 01.01.2006. The pay has been fixed at the maximum as on 01.07.2007. Now that he is at the maximum for more than 1 year, the Pay can be fixed by giving one increment and placing the employee in the higher Pay Band i. e. Rs. 5200  20200/-. 2. FORMULA FOR FIXATION OF PAY FROM CDA TO IDA.

In order to ensure that the Company phase out the CDA system in the Company at the earliest, it has been decided that whenever employees are elevated / promoted to a higher grade they shall be offered only the corresponding higher IDA scale of pay.
Formula for fixation of Pay from CDA to IDA Scale is as under; IDA Basic Pay = (CDA BP + GP + DA) * 100 / (100 + DA Percentage in IDA Scale);
In case the IDA Basic so calculated is less than the minimum of the IDA scale, the pay should be fixed at the minimum of the IDA scale and thereafter DA is to be calculated; In case the IDA Basic so calculated is more than the maximum of the IDA scale, the pay should be fixed at the maximum of the IDA scale, DA is to be calculated on the maximum of the IDA scale and the difference between the basic pay so calculated and the maximum of the IDA scale will be treated as Personal Pay which will, however, be taken into account while fixing the pay on Promotion; 3. METHODOLOGY FOR ROUNDING OFF TO THE NEXT MULTIPLE OF RS. 10 As per the HRM Circulars referred above, the rate of increment in the revised pay structure will be 3% of the sum of the pay in the pay band and grade pay (in case of CDA scales) and 3% of the basic pay (in case of IDA scales) will be rounded off to the next multiple of Rs. 10. It is, however, clarified that in case of calculation of increments under the revised pay structure, paise should be ignored, but any amount of a rupee or more should be rounded off to next multiple of Rs. 10. To illustrate, if the amount of increment comes to Rs. 1900.70 paise, then the amount will be rounded off to Rs. 1900 and if the amount of increment works out to be Rs. 1901, then it will be rounded off to Rs. 1910. 4. PAY FIXATION ON PROMOTION  IDA Scales

In case of officials in CDA being promoted to IDA, the benefit of Promotion be given in their CDA scale and thereafter switchover be done in IDA scale.
One notional increment equal to the increment being drawn by the executive in the pay scale, before such promotion would be granted and pay fixed in the promoted pay scale and rounded off to the next multiple of Rs.10/-. a) On Promotion from one grade to another an employee has an option under FR  22(I)(a)(1) to get his pay fixed in the higher post either from the date of his Promotion, or from date of his next increment. The pay will be fixed in the following manner in the revised pay structure:-

ii. In case the employee opts to get his pay fixed in the higher grade from the date of his Promotion, his pay shall be fixed by giving one notional increment equal to the increment drawn in the pay scale, before such Promotion would be granted and pay fixed in the Promoted pay scale and rounded off to the next multiple of Rs. 10.

In case an employee opts to get his pay fixed from his date of next increment, then, on the date of Promotion, pay shall continue unchanged OR If it is less than Minimum of the Promoted scale then Minimum is to be charged. Re  fixation will be done on the date of his next increment. On that date he will be granted two increments; one annual increment and the second on account of Promotion. While computing these two increments, basic pay prior to the date of Promotion shall be taken into account. The pay fixed should then be rounded off to the next multiple of Rs. 10; and
5. FIXATION OF PAY ON DEPUTATION
The rate of Stagnation increment will be 3% of the revised basic pay and executive / staff will be allowed to draw maximum three stagnation increments, one after every two years, upon reaching the maximum of the revised pay scale provided the executive gets a performance rating of  Good  or above.
a) Pay etc. of Executives of CPSEs, on deputation/transfer: The executives, who are brought into holding companies from subsidiary companies or vice-versa on deputation/transfer, will continue to draw their basic pay as drawn in the original company. They will however, be entitled to draw the allowances and variable pay/performance related pay as applicable to the borrowing CPSE.
b) Pay etc. of Government officers on deputation to CPSEs: The government officers, who are on deputation to the CPSEs, will continue to draw the salary as per their entitlement in the Parent Department. Only those, who come on permanent absorption basis, will get the CPSE scales, perks and benefits. c) If an officer on deputation is promoted in his parent department and gets higher grade pay, he may be allowed the pay in the pay band + Grade pay of the post to which he is promoted till the time he completes the normal/extended period of deputation, already sanctioned, if he so opts. No extension in the period of deputation shall be allowed to him after completing the sanctioned period of deputation. d) Deputation Allowance (Effective from 01.09.2008)

In modification of the earlier orders on the subject, The Grant of Deputation (Duty) Allowance - Recommendation of the Sixth Central Pay Commission at the following rates, subject to the conditions indicated in Govt. of India, Ministry of Personnel, Grievances & Pensions, Department of Personnel & Training, OM No. 2/22(B)/2008Estt. (Pay II) dated 3rd Sept' 2008, annexed herewith. Consequent upon the acceptance of the Report of the Sixth Central Pay Commission by the Government, the President is pleased to decide the following regarding Deputation (Duty) Allowance:a) Deputation (Duty) Allowance will continue to be paid in case of appointments made in public interest outside the normal field of deployment. b) In case of deputation within the same station the allowance will be paid at the rate of 5% of basic pay subject to a maximum of Rs. 2000/- p. m; and c) In other cases, Deputation (Duty) Allowance will be payable at the rate of 10% of basic pay subject to a maximum of Rs. 4000/ p.m.
`Basic pay` in the revised pay structure means the pay drawn in the prescribed pay band plus the applicable grade pay but does not include any other type of pay like special pay, etc. 6. ABSORPTION
a) Absorption of personnel on deputation in Ircon shall be done only under IDA pay scales and deputationists shall be given an option at entry level to choose IDA Pay scales and the attendant perks. b) The methodology of pay fixation shall be as mentioned under Sr. No. 2 above
Other conditions of deputation will be as per DOPTs OM No. 6/8/2009-Estt. (Pay II) dated 17th June, 2010
