With reference to the subject cited above, I am to furnish below the required
information on monthly report on Excise Administration for the month of June-2023 of
Mayurbhanj district on the following points.

Out of sanctioned 86 nos. of IMFL ‘OFF’ shops, 85 nos. of shops were functioning in
the year 2022-23 and 82 nos. of shops have renewed their licenses in the year 2023-24 and
rest 02 nos. of shops did not renew their licenses due to backlog MGQ of IMFL & Beer.
Another one shop i.e Tentulidinga IMFL ‘OFF’ shop has been taken into lottery process in the
previous years through Notices, but, it remained unsettled due to non-receipt of applications.
IMFL So, 03 nos. of IMFL ‘OFF’ shops i.e. 1.Tentulidinga, 2.Badamtalia No.II, & 3.Jharadihi
'OFF'
86 85 83 3 remained unsettled for the year 2023-24.
The 3(three) IMFL ‘OFF’ shops are already taken into lottery process and lottery
will be held on 15.07.2023 in the office chamber of Collector and District Magistrate,
Mayurbhanj.
Indradhanu IMFL ‘ON’ shop was closed w.e.f 15.09.2022 due to death of the
Licensee Smt. Indira Ray. Now, the order for transfer of license has been received from Govt.
IMFL ‘ON’ 13 13 12 1 in Excise Department vide No.4432/Ex,dt.04.07.2023 and it will be settled soon if the
transferee deposits the requisite fees and documents.
Beer -
Parlour 02 02 02 -
1. Banakati - Banakati O.S liquor shops are closed as per order of Excise Commissioner, Odisha,
Cuttack vide the letter No.451/Ex.dt.15.01.2019 in pursuance to the order passed by the Hon’ble
National Green Tribunal Eastern Zone Bench, Kolkata and order of Hon’ble High Court, Odisha,
Cuttack on 09.08.2017 in W.P.(c) No.11666/2017.
2. Hatbadra O.S main shop has not been renewed by the E.P. holders due to high monthly Con. Money
for which the shop is closed since 2015-16.
3. Satkosia, 4.Kendujiani, 5. Patpur
3 nos. of O.S main shops have not been renewed due to unavailability of suitable site for shifting
beyond 500 mts. of N.H & S.H.
6. Singda O.S shop has already been surrendered by the E.P Holder as per order passed by the Hon’ble
Out still High Court, Odisha in W.P. (c) No.8709/2019. Step has been taken to settle the shop through drawal of
main 44 28 23 21 lottery.
7. Kathasirsi O.S Shop is under orders of surrender as per order passed by the Hon’ble High Court in
W.P.(c) No.12834/2019. Step is being taken for settlement of the shop through drawal of lottery
8. Karanjia O.S liquor Shop has been surrendered for the year 2020-21 and step was taken for
settlement of the shop through drawal of lottery.
9. Damodarpur -
Further it is mentioned here that O.S Shop at Damodarpur had been settled in favour of
Simanchal Sahu a man of Ganjam district during the year 2019-20. But he surrendered the same in
2020-21 without renewing the shop as per order of Hon’ble High Court, Odisha in W.P.C
No.27900/2019. The steps are being taken for settlement of the shop through drawal of lottery. But no
application has been received for lottery for 2022-23.
10. Kuleisila O.S Shop is under orders of surrender as per order passed by the Hon’ble High Court in
W.P.(c) No.10736/2020.
11. Swarupvilla, 12.Betnoti,13.Badampahad,14.Pasna,15.Ghagarbeda were taken into lottery process
for the year 2022-23, but these shops were not settled.
16.Champauda, 17.Kuliana, 18..Sarskana, 19.Bisoi, 20.Mahuldiha have not renewed their licenses for
the year 2023-24.
21. Sarubali O.S Shop is not taken for settlement through drawal of lottery since 2021-22 as it is under
Subjudice.
The above 20 nos. of unsettled O.S shops are taken into lottery process vide
sale Notice No.1685/Ex, dt.26.06.2023 and lottery will be held on 15.07.2023 at office
chamber of Collector and District Magistrate, Mayurbhanj.
O.S 83 nos. of O.S Branch shops have not been renewed due to unrenewed of of 21 nos. of O.S
Branch 93 27 25 68 main shops.

12. Status of CPGRAM as on 30.06.2023 ---- Nil
13. Status of Janasunai as on 30.06.2023 --- 5 nos. of applications under Janasunani have been received
in this office till date out of which applications being sent to the concerned quarter are under enquiry.
14. Present position of Construction of Range Offices/Excise Stations :-
i. 11 nos. of Excise Stations with Hazat & Malkhana at Sadar, Kuliana, Betnoti, Udala, Khunta, Rairangpur,
Bisoi, Bahalda, Karanjia, Thakurmunda & Jashipur & 4 nos. of Range officees at Baripada, Udala,
Rairangpur, Karanjia and District Mobile Unit-I at Baripada are functioning there now.
ii. Barrak at Rairangpur – The construction works of 02 Excise Barrak for ladies & gents are completed &
building has been taken over.
iii. Mobile-II office at Rairangpur –construction work has been completed But other ancillary works like water
connection & electrification work is not completed till date.
Proposal for construction of new office building in Mayurbhanj district:-
Morada Excise Station – Land has been identified & possession of land is under process.
Sukruli & Deuli Excise Station – Allienation of land is under process.
District Excise Office, Mayurbhanj - Land has been identified & Land measuring A.031 decimal of land has been
allotted by the District site selection committee, Mayurbhanj at Ward No.3 Forest Colony in Baripada Municipality area
for construction of District Excise Office, Mayurbhanj. The alienation of land in favour of Superintendent of Excise,
Mayurbhanj is under process.
NDPS Godown:-
The construction work of NDPS Store Houses/ Godown at Bhanjpur, Baripada has been
completed & building is being utilized now for storage of seized NDPS Articles.
Functioning of Excise offices/Excise stations etc in private houses and proposals submitted for fixing fair rent.
Deuli Excise Station is functioning in private building on a monthly rent of Rs.4000/-. The rent was fixed by Executive
Engineer which has already sent to the Excise Commissioner, Odisha, Cuttack.
Sukruli Excise Station is functioning in a private building.
