The Pakistan Electronic Media Regulatory Authority (PEMRA) is a regulatory body established by Pakistan on 1 March 2002.

A word from the Chairman Pakistan Electronic Media Regulatory Authority (PEMRA) has entered into 10th year of its existence. It is indeed a privilege to work for the organization which has done a tremendous service to the country for promotion of free media through induction of private sector in a big way on merit. The electronic media which once was in shackles of the government control is absolutely free paralleled with any other democratic country. A great number of television channels and radio stations have been allowed in the country which offers diversified choice to the people for access to current affairs, education and entertainment. PEMRA's MANDATE

Improve the standards of information, education and entertainment ; Enlarge the choice available to the people of Pakistan in the media for news, current affairs, religious knowledge, art, culture, science, technology, economic development, social sector concerns, music, sports, drama and other subjects of public and national interest ; Facilitate the devolution of responsibility and power to the grass roots by improving the access of the people to mass media at the local and community level ; Ensure accountability, transparency and good governance by optimization the free flow of information.

FUNCTIONS The Authority is responsible for facilitating and regulating the establishment and operation of all broadcast media and distribution services in Pakistan established for the purpose of international, national, provincial, district, and local or special target audiences. CODE OF CONDUCT FOR MEDIA Program:(1) No program shall be aired which: (a) Passes derogatory remarks about any religion or sector community Or uses visuals or words contemptuous of religious sects and ethnic Groups or which promotes communal and sectarian attitudes or Disharmony: (b) Contains anything pornographic, obscene or indecent or is likely to Deprave, corrupt or injure the public morality;

(c) Contains an abusive comments that, when taken in context, tends to or is likely to expose an individual or a group or class of individuals to Hatred or contempt on the basis of race or caste, national, ethnic or Linguistic origin, color or religion or sect, sex, sexual orientation, age or mental or physical disability; (d) contains anything defamatory or knowingly false; (e) is likely to encourage and incite violence or contains anything Against maintenance of law and order or which promotes antinational or anti-state attitudes. (f) Contains anything amounting to contempt of court. (g) Contains aspersions against the Judiciary and integrity of the Armed Forces of Pakistan; (h) Maligns or slanders any individual in person or certain groups, segments of social, public and moral life of the country. (i) Is against basic cultural values, morality and good manners. (j) Brings into contempt Pakistan or its people or tends to undermine its Integrity or solidarity as an independent and sovereign country. (k) Promotes, aids or abets any offence which is cognizable under the Pakistan Penal Code. (l) Denigrates men or women through the depiction in any manner of the Figure, in such a way as to have the effect of being indecent or Derogatory; (m) Denigrates children; (n) contains anything which tends to glorify crime or criminals; (o) Contains material which may be detrimental to Pakistans relations with friendly countries; or (p) Contains material which is against ideology of Pakistan or Islamic Values.

Monitoring wing: Call centre at monitoring wing: IslamabadPakistan Electronic Media Regulatory Authority (PEMRA), in pursuance to its mandate, has established a round the clock state of the art Complaints Call Centre (0800-73672) to facilitate public The caller would receive a complaint ID and would be contacted back within maximum of two weeks depending upon nature of complaint. Launching of complaints call centre is one step ahead to facilitate public at their door steps through one window facility and this would definitely work as catalyst to bridge divide between the stakeholders and PEMRA. PEMRA believes in freedom of expression and media but the freedom must be coupled with responsibility and in conformity to societal norms. It is the public who should decide that what they want to see or not instead of regulators or media operators. No content or advertisement can be designed or shown unless it is endorsed or accepted by the public. The Complaints call centre would also help PEMRA in defining its future course of regulations and decisions said Chairman PEMRA. PEMRA resolved that the complaints data would be made public on quarterly basis. Councils of Complaints at four provincial capitals and one at Federal Capital comprising of eminent persons for the purpose of redressing public complaints / grievances against broadcast media and distribution services. These Councils have so far been able to amicably redress nearly 5,800 public complaints of various genres throughout the county, mostly against cable TV operators. Monitoring wing is specialized for; Content monitoring of channels and noticing the time period for different programmes on aired.24 entertainment and 26 news channels are monitored. For 1hour 12 min advertisement is allowed, that makes 1 hour content there should be 4 advertisements. on aired contents should be linked with PEMRA code of conduct. Contempt of code cant be repeated according to PEMRA law. 11-6 pm are off hours 6-11pm are peak hours Punching: Punching is sort of monitoring through software at Pemra monitoring wing. Its tells the; Time period Foreign content Violations For check and balance Our mentor at monitoring wing is Mam Tasleem and sir Kamran. Mam Tasleem taught us about punching and Sir Kamran is dealing with CRS(central reporting system)

For punching program is defined by coded numbers. Different categories are pre mentioned within the software i.e.; Commercials Pakistani songs Talk shows Foreign content Music programs News Etc All the clips are selected monitored and labeled according to the category they fall in. Violations are noted down separately of every channel with a brief description. Report writing and NEWS channel monitoring: Talk shows and news channels are monitored that is known as program analysis report. It contains positive, negative, balance comments. This analysis shows weather the anchor, guests is biased or not. This analysis shows certain aspects like; Media trend, critical information, current issues Channels should show 6-8 hours transmission without any repetition at least. News alerts are generated too .50-65 people are informed via sms. They include high officials, related persons of federal ministry. Complaint lodging: Firstly, there are Regional General Managers in the provinces and Islamabad. Secondly, there are Councils of Complaints headed by eminent citizens in all provinces including Islamabad. These are two forums where complaints should normally be lodged. However, in case of a serious complaint or a serious technical problem, D.G. (Operation) may be contacted.

Licensing wing: FM radio licensing: FM radio commercial licenses are awarded through open bidding process, if there is more than one application for the advertised city/area. PEMRA issues FM radio licenses both to the public and private sector educational institutions having Mass Communications Department or Media Studies Department. These licenses are non commercial and purely for educational purposes.

IT WING: PEMRA is not IT based, IT is just a supporting wing for it .our domain is just Electronic media. Data gathering, information with technological advancement is all about IT. Pemra website development is done by Isqoli in 2010, by afterwards its development and management is done by PEMRA IT professionals. Its has two servers one is at Pemra and other is at host PTCL .Nayatel and world call internet services are available at our headquarter .technical /HR wing got Nayatel internet service while rest wings are having world call internet facility. Recently we have developed call centre software for Monitoring Wing and LMS software for licensing wing.LMS software is peculiarly developed for revenue collection. For HRM wing HRIS software is developed.legalwing case software development is done currently. We work on PHP, javascripting,MTML, c++. Core function of IT wing is: User panel Admin panel Wing panel

Technical wing is concerned with licensing and technical areas. Licensing includes; Broadcasting services Distribution services There are certain members of authority constituting of 12 members that includes 4 members that ex officio secretary of FBR, ministry of interior , ministry of information, PTA, 5 eminent persons representing all provinces, 2 members shall be appointed by federal government. SATTELITE COMMUNICATION:
Valid license of PEMRA is required for up linking SATELLITE TELEVISION CHANNEL

Satellite television is provision of television services through satellite. The Television channel is received anywhere in the world where the foot print or beam of the Satellite is received. DURATION OF LICENCE: 15 YEARS APPLICATION PROCESSING FEE: (NON-REFUNDABLE) Rs.200,000 /SECURITY DEPOSIT: 10 % of the license fee (refundable after one year on satisfactory performance).

Specific Point Down linking: foot print Point multipoint Valid license of PEMRA is required for up linking .there are two types of license; (1) Long-term (2) Short-term Long-term up linking right is given to channels that are operating locally in Pakistan .they got license for a time period of 1 year. They are SSCP registered.20, 000 is the up linking processing fee for permission from PEMRA. After being licensed from PEMRA a fee of $20,000. Short-term up linking for foreign channel. Tariff for Temporary up linking permission are categorized into four categories. Category A - (Foreign and local News Agencies) (local News Agencies) Category B-Carrying Advertisement Category C-Entertainment/News channels Category D-Event like Shows / Exhibitions Tariff is decided on international trend basis, and scenario based. NOC issuance

No objection certificate is for check and balance of illegal equipment.NOC is required by our licencee.10,000 technical processing fee under 65th annual meeting is fixed .Technical description is required that includes the product description and purpose of product. Invoice system to ensure fake shipment.

FINANCE WING:
Finance wings deals with revenue related as well as expense related. Revenues generated are calculated, proper utilization and selection is done. Revenues generated by PEMRA are of two types;

Application processing fee constitute of 15% while licensing fee constitute of 85% of total PEMRA revenues. BUDGET:
An estimation of the revenue and expenses over a specified future period of time. After proper revenue calculations budget is made. Reliable budget making is done, it consist of; Revising Next financial year budgeting

Working on budget preparation: Visits, working till January Feb/March budget is presents 31 March budget must be published. Expense and revenue budget are presented, surplus and budget deficits are recognized. In case of Surplus that is mostly the Case with PEMRA, investments are made. Rates of banks are checked to invest in. Investments in the banks are made to make a lion share out of it. For 10,000 and above quotations for procurement are made. AUDIT:

Budgeting Technique: For revenue budget It includes zero base budgeting and probabilistic approach. As far as zero base budgeting is concern it starts from scratch zero.

For non-development budget This budget includes incremental approaches, making certain rough assumptions in view of inflation, past trends.non developmental budget is for running the organization. For development budget Developmental budget is fully planned, well organized with verifications. It is considered to be a genuine one.

PEMRA ORDINANCE 2002: The authority prepares its own budget and submits it to federal government three months before commencement of every financial year Authority maintains its complete and accurate books of account of its actual expense and receipt. Audit of its accounts by one or more external auditors who are chartered accountants.

Submission of annual reports on its operation for each financial year to president of Pakistan. PEMRA FUND To meet up expense in connection to its functioning. Fund consists of; Seed money: Money provided by federal government for establishment. Fee for issuance and renewal of license. PEMRA is 100% equity based with no debts.
