Re-thinking ageing
              – The guiding principles of public policy for senior citizens are founded on
                         modern and continuously changing images of age –
The European Senior Citizens Union herewith proposes that the Congress of the European Peoples
Party on 7th-8th December 2011 in Marseille pass the following resolution:
Public policy for senior citizens in EU member states is required to take all necessary steps to
ensure that:
    All generations are guaranteed the same opportunity to become involved in the life of
       society.
    The fellowship of the young and old is borne out of mutual respect and appreciation.
    Images of age as personal and societal perceptions of age, ageing and older people are not
       regarded as fixed constants in our pluralistic society but serve only as the basis for meeting
       older people’s individual needs.
    The multiplicity of age is emphasised, in that it results in a flexible application of the
       retirement age and in the removal of legal age limits for exercising specific professions,
       providing for a self-determined life that enables everyone to take responsibility as long as
       possible for themselves.
    In the area of education, pensioners will also be able to undertake further education
       (including political education), which at the same time serves to prevent cognitive decline
       and postpone the onset of the symptoms of dementia.
Substantiation:
In all countries whose constitutions are supported by the values of “personality, subsidiarity and
solidarity” carried out by its people and which recognise the inviolable dignity of every person,
changeability in the images of age need to be self-evident.
