WHY ENERGY CONSERVATION?
Energy is essential input for Economic Development. The more the energy use, more developed is the Nation For any sustainable development programme, conservation and efficient use of energy resources are of paramount importance One unit of energy saved at the consumption level avoids 2.5 to 3 times fresh capacity addition Savings through efficient use of energy can be achieved at less than one-fifth of the cost of fresh capacity creation To give fillip to energy conservation measures, Govt. of India enacted Energy Conservation Act 2001

1 kWh of electricity generated at thermal power station emits 3015 Kcal of waste heat 1Kg of CO2 0.6 Kg of NO2 0.09 Kg of CO 0.007 Kg of SO2 and generates 0.201 Kg of fly ash. 1 MW power plant cost is near about Rs 4.5 to 5 Crores and another cost of about Rs 2 Crores for T & D. PROVISION OF REGULATIONS IN EC ACT FOR BUILDINGS
To notify any building as a designated consumer having connected load of 100 KW or contract demand of 120 KVA To Appoint Energy Manager by Designated Consumer

ECBC set minimum energy efficiency standards for design & construction. ECBC encourage energy efficient design or retrofit of buildings so that, They are designed , and constructed in a manner that reduces the use of energy It does not constrain the building function , comfort , health, SAFETY or productivity of occupants

The Standards and Labeling (S&L) Programme has resulted in electricity saving of 4350.92 Million units, equivalent to avoided capacity generation of 2179.31 MW in the FY 2009-10. Details are presented in Table 4.10

Demand Side Management (DSM)
DSM means managing of the demand for power, by utilities/distribution companies, among some or all its consumers to meet current or future needs
DSM programs results in energy and/ or demand reduction
Pilot study undertaken by BEE has indicated energy saving potential of 40 % by replacement of inefficient pumps with star rated pump sets. DSM programme covers around 175 municipalities by conducting investment grade energy audits and prepared detailed project reports and the ESCOs are being encouraged to take up the implementation of the programme with the help of financial institutions
Bachat Lamp Yojana (BLY) - DSM initiatives
BLY means Save Lamp Scheme aims at the large scale
replacement of inefficient incandescent bulbs in households by compact fluorescent lamps (CFLs) It seeks to provide CFLs to households at the price similar price to that of incandescent bulbs and plans to use the CDM to recover the cost difference between the market price of the CFLs and the price at which they are sold to households The scheme seeks to replace estimated 400 million incandescent
bulbs by CFLs which could save 6000 MW by 2012
Promoting Energy Efficiency in Small and Medium Enterprises (SMEs) DSM initiative
BEE is implementing a program (BEEs SME Program) to improve the energy performance in selected SME clusters
Objective of the program to accelerate the adoption of energy
efficient technologies and practices in the chosen SME clusters through knowledge sharing, capacity building and development
of innovative financing mechanisms
The project is entirely market driven Examples of clusters Morbi (Ceramics), Solapur (Textile) etc

1. 2. 3. As per the Act, designated consumers have to fulfill the following criteria DCs have to appoint energy managers Should get conducted an energy audit by an accredited energy auditor. Should adhere to energy efficient consumption norms stipulated and submit the status of energy consumption information every financial year Every Designated Consumers shall be given target for reducing its specific energy consumption by certain percentage under PAT scheme. In Maharashtra 53 Designated Consumers are identified as per the provisions of EC Act-2001.

ENERGY EFFICIENT STREET LIGHT PROGRAM
Objective - To replace GLS of 100Watt by Energy Efficient Fittings for Street Lighting in villages. Year of commencement 2007-08
Status Upto March, 2011 programme is implemented in 1500
villages with 26,000 street lights and saved the peak load demand of 1.81MW of street lighting.

Amendment in the Save Energy Programme
Sectors have been expanded with inclusion of following categories, eligible for availing financial assistance for undergoing detailed energy audit:
Residential Complex having minimum transformer rating of 200 kVA and above
Water Pumping stations of rural and urban local bodies having annual energy bill of Rs. 25.00/- lakhs and above Street Lighting systems of rural and urban local bodies having annual energy bill of Rs. 3.00/- lakhs and above. Maximum subsidy amount has been increased from Rs. 25000/- per unit to Rs. 40,000/- per unit.
ENERGY CONSERVATION SCHEMES
Walk Through Energy Audit
Objective - To promote energy efficiency in small and medium enterprises (SMEs) by
providing technical and financial assistance for conducting walk through energy audit
Year of commencement 2009-10 Status
Scheme launched recently for SMEs in the State. Technical Assistance: Prepared a panel of 60 Quality Energy Auditing firms Financial Assistance: Subsidy @ Rs. 3000/- per unit (SME) for undergoing walk through energy audit Upto March, 2011 WTA in 312 SMEs have been completed
Focus Area Small and Medium Enterprises in the State.

SCHEME FOR DEMONSTRATION PROJECTS IN GOVERNMENT/ SEMI GOVERNMENT/ URBAN LOCAL BODIES
Specifically designed for implementation of energy conservation demonstration projects and demonstration of energy conservation technologies. MEDA will provide maximum financial assistance of Rs. 25.00 lakhs for implementation of EC demonstration project in Government Building. MEDA will also provide necessary technical assistance for the project. The technical assistance will be provided for conducting the detailed energy audit of the building through MEDA empanelled energy audit consultant. Scheme focused on replacement of old/ inefficient equipments with equipments based on latest technology.
Use of Renewable energy based equipments and energy monitoring devices shall also be promoted in the scheme.
Scheme for Municipal Councils/ Municipal Corporations/ Maharashtra Jeevan Pradhikaran
Scheme designed for Municipal Councils/ Corporations/ Maharashtra Jeevan Pradhikaran.
Municipal
Specifically designed for improving energy efficiency of water pumping and street lighting systems by installation of energy saving devices and energy monitoring systems.
MEDA will provide maximum financial assistance of Rs. 20.00 lakhs for installation of energy saving devices in street lighting systems and Rs. 5.00 lakhs for water pumping systems. MEDA will also provide necessary technical assistance for the project.
SCHEME FOR CAPACITY BUILDING THROUGH AWARENESS PROGRAMMES
Scheme designed for capacity building through awareness programmes to promote energy efficiency in different sectors. Workshops and training programmes will be promoted under this scheme.
These programmes will be organized for various sectors such as Industrial, Commercial Buildings etc and technical staff working with it, Engineers working with Govt./ Semi-Govt., Architects etc.
Main subjects for the programmes will be energy conservation, use of energy efficient technologies, energy conservation building codes, Green buildings, best practices sharing etc. Financial assistance will be given to college level, taluka level, district level and state level programmes.
Financial assistance will be given from Rs. 4500 to Rs. 50000/-.
Implementation of BEEs LED Village Campaign in Maharashtra
LED Village Demonstration Project at Village Hivare Bajar, Tal- Dist- Ahmednagar
LED Village Demo Project
The Village Hivare Bajar at Dist-Ahmednagar was selected under the scheme in Maharashtra. The village is located at central part of Maharashtra & is 130 km from Pune. According to census of 2001, the village has total population of 1141.
Villagers of Hivare Bajar have done excellent work in many areas like soil conservation, water conservation, energy conservation etc.
This village has also received many State & National awards.
LED Street Light Fittings
Total present number of household are of 217 nos. Total number of existing street lights was 35 nos. All street lights were CFLs of 25 Watts. All street lights are changed to LED street lights of 24 Watts. All street light fittings are fitted at 6.0 meter from ground level. Improvement in avg. lux level from 1to 2 lux to 4-6 lux

LED Bulbs for Household Distribution
Total present number of household are of 217 nos. Out of total 635 lamps, 250 nos. CFLs of 15W, 357 nos. GLS lamps of 60W, 28 nos. FTL lamps of 40W. All 635 existing lamps are replaced by 7W LED bulb. Lamps were distributed by Sarpanch, Hivare Bajar Savings of 40320 units achieved through this demo project.

Total 635 bulbs of 7W were procured from M/s. Goldwyn Ltd., Noida as per tender procedure.

MEDAs Initiatives for Policy Intervention
INITIATIVES BY MEDA
GoM directed to reduce compulsory 20% energy consumption in all Govt./Semi Govt./ undertakings/ local self Govt. Buildings. (Base line will be consumption of year 2005) Constituted State Level Energy Conservation Committee under the Chairmanship of Principal Secretary (Energy), GoM to guide MEDA for energy conservation activities in the State. Now, Committee is proposed to be reconstituted under Chairmanship of Chief Secretary, GoM. Secretary, Environment, GoM will also be member of this Committee.
PWD has made following provisions compulsory in construction of new buildings To use solar passive strategies. Use of Solar Water heating systems in Govt. rest houses, , hostels hospitals, Use of energy saving equipments.
INITIATIVES BY MEDA
GoM has issued resolution for energy efficiency in Urban local bodies to provide financial assistance for Energy Audit, Water Audit & implementation of report GoM has issued circular and directed to use at 4 star& 5 star equipments, CFL, T-5 Electronic ballasts, Electronic fan regulator in all Govt./semi-Govt., undertakings, Local self Govt. Offices. GoM has issued resolution for mandatory use of solar water heating systems in the Municipal area. With MEDA efforts, VAT on CFL is already reduced from 12.5 % to 4 % and VAT on solar equipments is reduced from 4% to zero. Reduction in VAT results in reduction of cost of CFL which will increase the sale of CFLs. This would result in energy savings of 33MW per year
INITIATIVES BY MEDA
Awareness Campaign: Series of Workshop with FICCI (Federation of Indian Chambers of Commerce & Industry) under Progressive Maharashtra Campaign. Under this campaign one day workshops were organised, primarily focussing on energy conservation activities. These workshops were held at Pune, Nagpur, Aurangabad, Thane, Nashik and Mumbai. MEDA played a vital role in organising these workshops. Debate and Elocution Competition: With an objective to create awareness at school level, debate competitions were organised by MEDA with financial assistance from BEE, New Delhi. The competition was arranged at School, District and State Level. Around 5000 students from 28 districts have participated in the State Level Debate Competition. Painting Competition: With an objective to create awareness at school level, painting competition was organised by MEDA as per the instructions of BEE, New Delhi. The competition was arranged at School and State Level. The winners of the State level painting competition have participated at National level painting competition. MEDA 55 played role of catalyst to get maximum participation at school level and State level. Around 12000 students participated at school level.
Energy Conservation Conservation Week:

Every year MEDA celebrates National Energy Conservation day on 14th December and energy conservation week from 14th to 20th December on large scale. Following activities have been taken up in the week for creation of awareness: Industries, Industries association, all government departments, all local government organisations has been asked to celebrate the EC day and EC Week by carrying out activities like: Administer Energy Conservation pledge by employees Display of banner and posters at various locations to create mass awareness Distribution of pamphlets giving tips on energy conservation and energy pledge Energy conservation slogan competition for employees and their wards Seminar for employees on energy conservation activities in the plant
MEDA also distributes leaflets, banners and posters to more than 1000 Government/ SemiGovernment Offices, Designated Consumers and State Level EC Award participants. The promotional material is specifically prepared for celebration of the energy conservation

Establishment of State Energy Conservation Fund.

State EC Committee will be monitoring committee for this Fund EC Fund will be utilised for guarantee fund mechanism for ESCO projects, implementation of Demo projects in various sectors Implementation of Action Plan
Preparation of Action Plan for Commercial Buildings & Industrial Sectors (including SME) Mandatory energy audits in commercial buildings/ hoardings etc. Introduction of new BSc. in Renewable Energy Course. Curriculum preparation is in final stage and course shall soon be introduced.
