Indian Institute of Banking & Finance (IIBF), formerly known as The Indian Institute of Bankers is a professional body of banks, financial institutions and their employees in India. During its 80 years of service, IIBF has emerged as a premier institute in banking and finance education for those employed in the sector, aiming for professional excellence. Since inception, the Institute has serviced over 8 lakh members and awarded over 5 lakh banking and finance qualifications, viz., JAIIB, CAIIB, Diploma and Certificates in specialized areas. The pedagogy of Distance Learning offered by the Institute is (i) publishing specific courseware for each paper/examination; (ii) publishing work books; (iii) tutorials through accredited institutions; (iv) contact classes; (v) virtual classes; (vi) e-learning through portal; (vii) campus training for selected courses, etc. Institute is contemplating to offer E-learning for all its courses. Institute is, therefore, in the process of identifying a suitable technical partner for developing the same and inviting Expression of Interest from interested parties to understand their technical capabilities to develop the e-learning for Institutes courses. The details of the assignment are as given below. The entire e-learning assignment should be developed on a turn key basis, that is, build and operate model.
Courseware Development: The agency should design, develop, host and maintain the E learning courseware of various courses offered by the Institute in the latest version of SCORM( Sharable Content Object Reference Model (SCORM) model.(However, the Institute , at its option may also consider parties who have only courseware development capabilities) .

The Institute currently offers courses such as JAIIB CAIIB Diploma in Banking & Finance Diplomas like Diploma in Treasury, Investment and Risk Management, Post Graduate Diploma in Financial Advising, Diploma in Banking Technology, Diploma Examination for Micro Finance Professionals, Diploma in International Banking and Finance, Diploma in Home Loan Advising etc. Certificate Courses in Anti- Money Laundering and Know Your Customer, Trade Finance, Information System Banker, Credit Card for bankers etc.( for details visit-www.iibf.org.in)

All these examinations are backed by specially prepared courseware. The Institute has also published these courseware and they are available with the publishers viz., M/s Macmillan India Ltd. / M/s Taxmann Publications Pvt. Ltd and also with leading books shops Courseware is available in the soft copy with the Institute. The SCORM compliant courseware to be developed, should have minimum 10% graphics, video, audio, animation, etc. in the form of charts, graphs and pictorial representation. The courseware developed should be portable on any standard LMS(Learning Management System) and also should run independently on any standard browser. LMS: The agency should propose a standard world class LMS to run the above e-learning courseware on an annual license fee basis. The LMS should have various features and functionalities as under: Support blended learning : LMS should offer a curriculum smorgasbord that mixes classroom and virtual courses easily. The LMS should provide features like prescriptive and personalized training. The LMS should be able to handle audio and video contents. Administration Module: The LMS must enable administrators to manage user registrations and profiles, define roles, set curricula, chart certification paths, assign tutors, author courses, manage content, and administer internal budgets, user payments, and chargebacks. The LMS should have capability to integrate with a payment gateway of banks and accept the payments via credit/debit cards. Administration module should provide an access to the training database, enabling administrators to create standard and customized reports on individual and group performance. The LMS should have the reports which should be scalable to the entire workforce. The system should also be capable to build schedules for learners, instructors, and classrooms. All features of the LMS should be manageable using automated user-friendly administration screens.

Content integration features: Apart from supporting the vendors own courseware, the LMS should provide native support to a wide range of third-party courseware also. An LMS vendor should be able to certify that third-party content will work within their system, and accessing courses should be as easy as using a drop-down menu. Adherence to standards: LMS should support the latest standards of SCORM(Shareable Content Object Reference Model)/AICC(Aviation Industry Consultative Committee) compliant courseware. Assessment Module: The LMS should have an assessment module, which can evaluate, test, and assess the students learning path and report their progress to the tutors concerned. LMS should have an assessment module for Virtual viva Skills management Module: The LMS should have skills management module which will help in measuring the training needs and identify improvement areas based on students collective competence in specified areas. The LMS should have capabilities to cull out the assessments from multiple sources, including peer reviews and 360 degree feedback tools. Based on these assessments the faculties can determine whether the results are weighed, averaged and compared to determine the skill gap. The LMS should have the following additional features also: Support Online communities: The LMS should have a feature to support a community learning or collaborative learning which communicates across an organization through chat rooms, bulletin boards, newsgroups, online support, help desks etc. Connect with Back-End database: The LMS should provide a facility for the administrator to upload the SCORM compliant courses on the web-site. The administrator should be able to create the tutors and assign the courses to them. The admin should also be able to create the students database and assign courses and tutors to them. The LMS should provide various MIS reports needed such as student registration details, tutor details, payment details etc. The actual no of reports will be given in the SRS(system requirement specification).

Submission of Source Code: The selected bidder should agree to deposit and keep the customised version of Source Code in magnetic media along with related documents. The Institute will be free to use the Source Code if The Institute is not satisfied with the support service rendered by the selected bidder and/or The selected bidder company winds up its operation and/or The selected bidder discontinues the product. Security parameters The security features of LMS in respect of the application/ Database/System Security etc. may be provided for enabling third party audit , if and when needed. Capacity Planning The agency should plan for the capacity of the Hardware as well, keeping in view the size of the data and no of users. The Hardware/Software should be scalable enough keeping in view the requirements for the next 3-5 years. Bandwidth Utilization The Bandwidth requirement should be very minimal for the LMS developed /offered. Proposal: Short listed parties will be called to make a presentation to the Institutes technical committee on a pre-notified date covering the following items: Details of SCORM compliant courses, if any developed in banking & finance, or in the similar field Track record in developing such courses. Platform on which the courseware developed (i.e. Solaris/Linux/Windows/UNIX). Platform on which database will be given (i.e RDBMS/Oracle/MSQL) Web server, Application server and the Database details Annul Turnover of the company All India level network details Total technical manpower involved in developing such courses. Annual Reports of Last 3 years Details of IDC for hosting the site with required infrastructure such as dedicated Server/ Firewall etc.

Proposals Proposals are invited from interested companies, who have the requisite track record for over 3 years in developing /deploying e-learning courses in the same/similar fields along with the above mentioned information. Tentative date for completing the project: 3 months from the date of award of the assignment Last date for receipt of proposals The expression of Interest should be sent to the following address on or before 20th July 2008.
